Smitherman Plan to Balance the Budget with no Layoffs for Police and Fire April 4, 2013 MOTION

I MOVE that all parking meter revenue and fines be used to balance the budget. ($5,287,967) If an ordinance is needed to permit council to move forward I request this happen. I MOVE that there be a $ .25 increase on all parking meters in the City of Cincinnati to balance the budget. I MOVE that the City Manager return his $35,000 bonus to balance the budget. I MOVE that all car allowances be eliminated starting with the Mayor and City Manager’s $500 car allowances to balance the budget. I MOVE that funding for lobbyists be eliminated to balance the budget ($213,400). I MOVE that we layoff the full time Streetcar Project Manager to balance the budget ($93,056 ). I MOVE that we layoff one Assistant City Manager to balance the budget ($150,000). The City Manager and two Assistant City Managers cost the city $600,000 per year. I MOVE that all take home vehicles be eliminated to balance the budget. I MOVE that all travel allowances be eliminated to balance the budget ($700,000). I MOVE that all casino revenue be used to balance the budget (Estimate $8 million). I MOVE that $4 million from the capital budget be used on Focus 52 to replace previously allocated casino revenues. I MOVE that there be a hiring freeze on current vacant positions in the City of Cincinnati to balance the budget ($3,373,958). I MOVE that a 10% cut be made to the following departments in 2014 to balance the budget: City Council, Mayor’s office, City Manager office, Community Development, Enterprise Technology Solutions, Finance, Human Resources, Law, and Planning and Buildings ($4,464,954) .

I MOVE that we merge the City Law Department with the Hamilton County Prosecutor’s Office with a long term savings of $2-$3 million per year. I MOVE that $9 million of unspent and unallocated money from the 2013 budget be carried over for the 2014 budget. I MOVE that we eliminate all spending on the streetcar project and direct the $64 million in capital bonds to advance the MLK exchange. I MOVE that all funding for flower pots that comes from the general fund be cut to balance the budget ($62,500). I MOVE that we include a reduction in Middle Managers that supervise 6 people or less to balance the budget. I MOVE that we cut all hiring of outside legal counsel effective immediately to balance the budget. The city spend $500,000 to fight retirees and $900,000 on the parking meter deal for outside legal representation. I MOVE that non-departmental software and licensing be reduced to $500,000 to balance the budget. I MOVE that a 1% cut be made to the following departments: Health, Parks, Public Services, Recreation, Transportation and Engineering ($674,759.00). I MOVE that all direct funding for special programs out of the general fund be reduced by 50% to balance the budget. (Estimated $1 million savings) I FURTHER MOVE that all highly compensated employees ($80,000 or higher) take a 2 to 4 week furlough to balance the remaining shortfall

STATEMENT For six years, City Council has failed to balance the budget in a fiscally responsible manner; therefore budget expenses must be reduced immediately. This proposal is submitted because the City Manager’s Plan B budget is targeting the budgets of police and fire. The fire department currently is experiencing five brown outs per day; cutting their budget further cuts more services. My budget starts at the top and demands that the leadership make budget reductions before asking any other departments to make reductions. My budget plan lowers operating expenses by $27 million before any furloughs. However, the use of carryover dollars will meet the remainder of the budget gap
