parkway will be making the decision on these tax credits. “We’re encouraged to believe that if the state approves it, then the National Park Service will approve this, but it isn’t a lock-step type of relationship,” Stadtmueller said. That process will take 30-60 days.

If they are awarded tax credits, their obligation is to renovate the building in accordance with that plan and then they will seek investors who will essentially buy those tax credits from Grand KaKalin. “When they do that, they would get a dollar of tax credit for less than a dollar in cost,” Stadtmueller said. “That’s the investor’s return on investment.”

The money that is received from the investors goes to defray the costs of the project. A TIF district is another aspect of the project. Created to spur community redevelopment by the state government, the TIF area has an existing tax value. “The value that’s there today when the district is formed remains with the taxpayers of the taxing

jurisdictions throughout the TIF process,” Stadtmueller said. The taxes received from property owners in the district remain fixed at that amount until the TIF closes. Extra tax money generated by investment in that area goes toward payment of costs associated with investments the city makes in the project. “In this case, the city is going to invest in Grand KaKalin and the return on that will come through the tax payments that Grand KaKalin pays,” Stadtmueller said. “The city may issue a bond to cover that, and then in a sense, the building will pay for the bond.” Stadtmueller said that mechanism has been proven successful in many, many cases, but it’s not slam dunk. A developer’s agreement between the city and Grand KaKalin will cover what each party is responsible for. The main entrance to the building will face the navigational canal, which will be used by the library and all other uses of the building. The lobby was designed to work with the library open or closed. There will be conference rooms — that can be divided into four sections — off the lobby and restrooms that can be used by both the library and tenants in the building. Thilmany Road will be relocated from the southern edge of the property to the northern edge by the canal, which will become a two-way street. There is concern about the safety of the intersection with Catherine/ Island streets, but there are plans to make it safer. The parking area is designed to support the potential for the number of people that can be housed in the building. There will be an entrance to the library from the parking lot. The economic success of the building is dependent on the development of the areas in the building in addition to the library. Citizens at the meeting, held at the Heart of the Valley Chamber of Commerce, were quiet and interested in the presentation which also included presentations from Library Director Tony Wieczorek, City Planner Bob Jakel and Mayor Gene Rosin.

Jakel said the library is one small component of the project, which has 23,000 sq. ft. of available space. He said other projects underway in the city are providing a stimulus for Grand KaKalin, which is preserving a historic building that is currently being endangered and possibly developing the Gustman property that has been vacant for 15 years. Stadtmueller said an important part of the project is making a commitment to make the library affordable for the city. The rent amount has been lowered from the original proposal because it’s important for the library to be a part of the building. “As you leave here, I want you to share the story of this mill being transformed into truly a remarkable library,” Stadtmueller told the audience. “I think it’s going to be an architectural gem in the middle of a historic building.” Jakel said potential reuses for the current library include private use, but he would like to see the purchaser give a pretty strong guarantee that the historical character of the building be maintained in a very good condition. There’s also the possibility of leasing to a private entity such as a non-profit organization. Since the library is located on a main thoroughfare, Jakel believes it is highly marketable and predicts it could be repurposed relatively quickly. Jakel said the cost to build or add on to the current building was cost prohibitive due to the ground conditions at that site. Many years ago, the river ran through that area. The current proposal, because it is leased space, will have minimal affect on the tax rate. Last year, taxes increased 13 cents per $1,000 of value and Jakel anticipates next year’s increase will be in the 10-20 cent range again. Under the proposed arrangement at Grand KaKalin, operating costs such as maintenance and snow plowing are part of the lease. The library reduced its personnel costs by around $60,000 last year and will not add staff in the future. Stadtmueller said they have used 22,000 sq. ft. as the base space for the lease, and have been negotiating with the city council on the dollar amount of the lease. The city council
