be advised that the preliminary investigation of the charges brought against TrainingDeputy Chief Nolan is now complete.This investigation was conducted by Assistant Chief Michael Parker with representatives ofLocal 760 present including President Vincent Fusco and

18,2008.

The
preliminary
investigations were conducted into three anonymous alleged
allegations
against
Deputy Chief Nolan,
The
Training
Division,
(including
a
detail
Lieutenant
and a
detail
Firefighter)
the
19
new
probationary
firefighters, the EAP
liaisonand a Fire
Cadet were
all
interviewed
by
President Fusco (Local 760),
Vice-President
Brady
(local
760),
and me.
The

1)
Deputy
Chief
Nolan,
of
training,
is
giving
out
questions
to the
oral
interview
before
the
applicants meet with Chief
Teale
in
return
for a
donation
to
Chief Nolan's Charities.

2) Did
Deputy Chief Nolan violate
the
Hartford
Fire Department'sVehicle Usage Policy?

Deputy Chief Nolan
solicited

recruits

charity
he is
involved
in to
reduce
the
number
of
towers
to be run forpunishment,

The
first anonymous alleged allegation; (current recruit process)
Deputy
Chief
Nolan, of
training,
is
giving
out
questions
to the
oralinterview
before
the
applicants meet with Chief Teale
in
return
for a
donation
to
Chief
Nolan's
Charities.Deputy Chief Nolan admitted
to
speaking
to
eight
to ten
applicants prior
to
the
Fire
Chiefs
interview
but
only could recall Robert
Sharkevich's
name.Deputy Chief Nolan said
the
discussion centered around general questions
on
what
to do to get
ready,
or
when
the
test
was
going
to
start.Deputy Chief Nolan denied having
any
knowledge
of the
questions beingasked
by
Chief Teale
or
Asst. Chief Parker.Deputy Chief Nolan admitted that
he
told
some
recruits
that
the
class
would
start
in
June sometime. (Could
not
re-call names)
Deputy
Chief Nolan
is
involved
in
many
charities; Cystic Fibrosis,Leukemia, Miami Project, Cherish
the
Children...
The
second anonymous alleged allegation;
Did
Deputy Chief
Nolan
violate
the
Hartford
Fire Department's VehicleUsage Policy?
Deputy
Chief
Nolan
acknowledged that
he has
commuter privileges only
and his use of the
Fire Department vehicle
is to be
used
for
Fire Department businessonly. Deputy Chief Nolan denies ever traveling
out of
state
to
destination such
as, New
York
or
Rhode Island
in his
assigned Fire Department vehicle.

charity that
he is
involved
in to
reduce
the
number
of
towers
to be run for
punishment?

Deputy Chief Nolan denied soliciting recruits
to
purchase
raffle
tickets
during recruit training,
to
reduce
the
number
of punishment
towers
to
be
run.
Deputy
Chief
Nolan said that
he had no
tickets
of any
kind
to
sell
during recruit training.
When
the 20
recruits were asked; Did Deputy Chief Nolan
solicit
you or the
class
to buy or
sell
raffle
tickets or any
tickets
in
return
for a
lesser number
of
punishment
towers
to be
run? Sixteen

recruits
responded
yes, they were solicited
to
purchase tickets
for a
fund
raiser
or
charity.
2)
Deputy Chief Nolan admitted
to
soliciting
donations
for the
'Lea Foundation'
to
support
the
'Big Climb'
but
denies ever requesting
Sony
play-stations, electronic games,
or the
monetary equivalent
of
such
to
reduce
the
number
of
punishment towers
to be
run. Deputy Chief
Nolan
said that
a
recruit voluntarily donated salsa lessons
to the
'LeahFoundation'.
When
the 20
recruits were asked; Did Deputy Chief Nolan
askyou
or the
recruit class
to
donate play-stations
or
electronic games
to a
charity
to
reduce
the
number
of
punishment towers
to be
run? ,
nineteen

recruits responded yes.
3)
Deputy Chief Nolan denies telling
the
recruit class that
if
theyparticipated
in the
'Big Climb',
on
their
own
time, that
he
would reduce
the
number
of punishment
towers
to be
run.
When
the
twenty
(20) recruits were asked; Did
Deputy
Chief
Nolan
tell you,
or the
class, that
if you
participated
in the
'Big
Climb',
on
your
own
time, their punishment towers would
be
reduced? ,
seven

responded yes.
