Y the present edition, the Foundation of Hellenic
Parliament for Parliamentarism and Democracy
aims at highlighting a worldwide renowned testimony
of the democratic ideal: the funeral speech delivered by
Pericles in ). BC, during the official ceremony of the
Athenian Demos honoring the dead of the Peloponnes-
ian War, as recorded by the great historian Thucydides.
This speech constitutes a literally monument of Democ-
racy, the political system towards which the whole world
aspires nowadays.
Democracy, as a word, a concept and as a specific
form of political conduct, was first devised and prac-
ticed in the ancient city- state of Athens. The way for
democracy had been paved by the legislative work of
Solon ()oo BC) and the progressive administration
of Peisistratus (oo, BC). It was more thoroughly
consolidated under Cleisthenes ( ,ooo BC) and his
constitutional reforms, and vindicated with the Athen-
ian victories in the Persian wars ( )p),p BC). Lastly,

Fondation du Parlement Hellnique cherche, par
ldition presente, dmontrer un tmoignage glo-
bale de lidal dmocratique: loraison funbre pro-
nonc par Pricls, le ). av. J.- C., lors dune cr-
monie officielle du Demos Athnien, en lhonneur des
morts de la guerre du Ploponnse, comme enregistr
par le grand historien Thucydide. Cest un uvre
qui constitu un monument de la Dmocratie, du sy-
stme politique vers lequel le monde entier soriente
aujourdhui.
La dmocratie en tant que terme, notion et acte po-
litique est ne et a t consacre en Grce ancienne et
notamment dans la cit antique dAthnes. Elle avait
t amorce par luvre lgislative de Solon ()o o
av. J.- C. ) et ladministration progressiste de Pisi-
strate ( oo , av. J.- C.), instaure par Clisthne
( ,o oo av. J.- C.), justifie par les victoires rempor-
tes lors des guerres mdiques ( )pp ),p av. J.- C.), con-
solide par le programme politique de Thmistocle,

with Themistocles ( ,). BC), Athenian democracy
achieved its classic form, to reach, shortly afterwards,
the height of its political and cultural glory under the
inspired leadership of Pericles ( )p)p BC).
At the end of the summer of ). BC, following the
first campaing of the Peloponnesian War between Spar-
ta and Athens, Pericles was deputed to deliver the Fu-
neral Oration over the fallen Athenians. We shall never
know precisely what Pericles said, but it is thanks to
the historian Thucydides ()op8 BC) that we can read
an imaginative re-creation of the Oration in his His-
tory: an impassioned and eloquent paean to Athenian
democracy and all that it stood for.
By this edition, going back to the roots of Democracy,
we hope to contribute in preserving and transforming
Democracy into an everlasting reality.

many men should be hazarded on one man to

or ill. For it is a hard matter to speak in just

haps think that scant justice has been done in
comparison with his own wishes and his own
knowledge, while he who is not so informed,
whenever he hears of an exploit which goes
beyond his own capacity, will be led by envy
to think there is some exaggeration. And in-

in so far as each hearer thinks that he too has

for it is right and at the same time fitting, on
an occasion like this, to give them this place
of honour in recalling what they did. For this

XLVI. I have now spoken, in obedience to the
law, such words as I had that were fitting, and
those whom we are burying have already in
part also received their tribute in our deeds;
besides, the state will henceforth maintain
their children at the public expense until they
grow to manhood, thus offering both to the
dead and to their survivors a crown of sub-
stantial worth as their prize in such contests.

klamanis, following the proposal of the Member of Parliament Yian-
nis Kephaloyiannis in independent volumes in four languages,eatch

Yiannis N. Papadakis, Dean of the Athens School of Fine Arts.
The ancient Greek text of Pericles Funeral Oration as repro-
duced in the present publication is taken from the edition of H. S.
Jones in the Oxford Classical Texts series: THUCYDIDIS Histori
(Oxonii,

zelos, taken from the edition of Dimitrios Kaklamanos (Oxford,
