Sunday, May 22, 2011 THE Philippine National Police (PNP) revised the guidelines and procedures governing the availment of protective security by Very Important Persons (VIP) in the country. The PNP said the purpose of the new guidelines is to provide additional guidelines and procedures in the availment and deployment of protective security personnel from the PNP and protective agents from accredited private detective agencies to the VIPs. In a directive sent the Police Regional Office-Zamboanga Peninsula, the PNP headquarters emphasized that the Police Security Protection Group (PSPG) "is now the only PNP unit authorized to provide VIP police security escorts upon their request." The personnel under the PSPG have their expertise in providing security to persons they escort, as they have undergone proper schooling in the line of their duties, the PNP said in its directive. Unlike before, any VIP, including politicians can request for police escorts from any unit of the police. However, policemen detailed as VIP security escorts can still provide security to the officials they are detailed until there will be replacement from the PSPG, the directive stated. The present personnel detailed as VIP escorts will return to their respective units upon the deployment of their replacement coming from the PSPG, the directive added. The guidelines said that the Vice President of the Philippines is entitled to nine protective security personnel. The Senate President, House Speaker, and Supreme Court chief justice are entitled to six escorts each, while the defense and local government secretaries, cabinet secretaries and senators are entitled to four escorts each. The members of the House of Representatives and retired PNP star-rank officers are entitled to two escorts each. The local government executives-governors and mayors-are entitled with a maximum of two escorts upon the written request that shall be approved by the PNP chief upon the recommendations of the police regional directors.
