1.1

FIRE PROTECTION SYSTEM System Function The Fire Protection System (FP) provides fire protection water for the Qurayyah Combined Cycle Plant. The Qurayyah Open Cycle fire water network is extended for the Combined Cycle facilities. An additional Sea Water Diesel Engine-Driven Fire Pump is provided as a back-up to the Open Cycle Fire Pumps. The Fire Protection System provides fire protection water to the fire hydrant system, fixed water spray system and foam and sprinkler systems. In addition to the water based system, a Novec 1230 clean agent extinguishing system is provided for all the switchgear/control rooms (as applicable) in the Qurayyah Combined Cycle Plant. The fire detection and alarm system will be interfaced with the Main Fire Alarm Panel of the Qurayyah Open Cycle Plant, located in the Central Control Room. For details, please refer to the current Open Cycle Fire Protection P&IDs (Dwg No. EA788221, Sheets 1-7), and current Combined Cycle Fire Protection P&IDs (Dwg. No. EA682817, Sheets 1-7).

1.2

General Description General The power plant Fire Protection System consists of the following sub-systems: Fire hydrants - yard mains and hydrants around all buildings and internal standpipe system for buildings Outdoor manual foam cabinet Water spray (deluge) systems Automatic wet sprinkler systems Automatic foam / water spray deluge system Novec 1230 for switchgear/control rooms Portable fire extinguishers Fire detection and alarm system The fire protection water required for the above systems is supplied by the header/loop of the Qurayyah Open Cycle Plant. Additionally, a vertical Sea Water Diesel Engine-Driven Fire Pump will provide water at the sea water intake pump shelter as a back-up to the Open Cycle Fire Protection System. The fire water pipelines are laid above ground wherever possible, to be consistent with the Open Cycle Plant. Fire protection systems will be provided as required by the Project Technical Specification (PTS), and they will be designed, installed, and tested in accordance with the applicable NFPA codes and standards, as detailed in Section 1.2.1. The fire protection systems are outlined in Table-A (see Annexure-1).

UL 1.2.2 Fire Water System

The arrangement of the site fire water system will comprise of a sectionalized ring main (loop), distribution pipe work, complete with sectioning valves, isolating valves and relief valves. The distribution network will supply water to each standpipe system, water spray deluge system, sprinkler system, foam system and fire hydrants positioned around the power island (steam turbines). The existing Open Cycle fire water network is extended to meet the requirements of the Combined Cycle facilities. See Fire Protection System composite drawing EA-683017 for details of physical arrangement and also reference the Combined Cycle Fire Protection System P&ID drawing EA-682817. 1.2.3 Hydrants All fire hydrants are designed with spacing not greater than 60m and will comply with local Fire Department requirements. The fire hydrants are provided with two 65mm globe valve couplings, cap, chain, and a 100mm connection for fire engine pump connection. 1.2.3.1 Outdoor Hose Storage Cabinets and Equipment One outdoor hose storage cabinet will be provided at each hydrant location, comprising of a weather-proof steel cabinet with louvers on three sides and painted red, complete

with a break glass lock mechanism. Each hose cabinet will accommodate two (2) 25m length x 40mm synthetic fiber impervious double jacketed hoses with instantaneous coupling, two (2) 25m length x 65mm synthetic fiber impervious double jacketed hoses with instantaneous coupling, one (1) adjustable spray nozzle, four (4) couplings, one (1) fire axe and crowbar, two (2) reducer coupling 65mm x 38mm. 1.2.4 Outdoor Manual Foam Cabinet An outdoor manual foam cabinet system will be provided for the Clean/Dirty Lube Oil Tanks as specified in Annexure-1: Table A. The outdoor manual foam cabinet will contain the foam concentrate and hoses, which connect to the source of water from the main network. 1.2.5 Standpipe and Hose Cradle Cabinet System, Fire Hose and Nozzles Each building will be provided with a Class III standpipe and hose station system to be located and distributed as per NFPA 14 requirements. The standpipe and hose station piping system is galvanized carbon steel. The maximum pressure at the hose stations will not exceed 7.6barg. Hose cradles will consist of a 30m long, 38mm, single-lined, collapsible, synthetic hose mounted on a hose rack, which will be of the swinging arm type. Hose cradles will be equipped with quick coupling BS 336 type of gun metal with adjustable jet/spray nozzles. The fire hose will be light and flexible besides being resistant to abrasion and damage due to contact with chemicals or oil. The hose will comply with NFPA 1961. The bursting pressure of the hose will not be less than twice its working pressure. A 17lb, portable ABC Dry Chemical Extinguisher (cartridge type) is to be supplied inside each standpipe cabinet. Each standpipe and hose cradle cabinet will include a single 65mm automatic pressure regulating angle valve with female instantaneous coupling connection. The nozzles will emit a powerful, straight-jet atomized spray or a wide-spreading cone of solid water and will include fog and shut-off features. The type of spray will be adjusted by twist control. Nozzles are to be manufactured in light alloy and fitted with a stainless steel valve cone and designed for maximum velocity at the minimum restriction to flow. The inlet will be a male instantaneous coupling.

Water Spray Deluge Systems Water spray deluge system will be provided for the buildings as specified in Annexure-1: Table A. Each water spray (deluge) system will be designed to provide the coverage density stated in NFPA 15. All water spray deluge systems are automatically actuated except the steam turbine generator bearing protection system. All automatic actuation systems will be provided with local manual actuation also.

Automatic Wet Pipe Sprinkler System A wet pipe sprinkler and alarm system will be provided for the buildings specified in Annexure-1: Table A. The design density will be in accordance with NFPA 13 and local Fire Department regulations for sprinkler installations. Alarm check valves will be provided with a retard chamber.

1.2.8

Automatic Foam / Water Spray Deluge System An automatic foam system shall be provided for the Sea Water Diesel Engine-Driven Fire Pump and day tank. The foam system will be diaphragm pressure proportioning type. The black start Sea Water Diesel Engine-Driven Fire Pump, including associated fuel oil day tank, will be protected by foam/water which will be provided by a diaphragm-type foam concentrate proportioning tank via an in-line injector. The water supply for the automatic foam system shall be fed from the fire main. System will be compatible with NFPA 16 requirements.

Novec 1230 Gas Extinguishing Systems Novec 1230 Gas Extinguishing System will be provided for the buildings as specified in Annexure-1: Table A. The design of clean agent Novec 1230 gaseous fire protection systems will comply with NFPA 2001. Each gas extinguisher system will include dedicated, fully-charged Novec 1230 main and reserve cylinders, cylinder valves, mounting brackets, automatic and manual release controls, piping and nozzles, audible and visual alarms and safety monitors. A hand trolley suitable for the transporting a single cylinder will also be provided. All gas cylinders will be UL-Listed and FM-Approved.

1.2.10 Fire Extinguishers Portable fire extinguisher equipment complying with NFPA 10 will be provided at strategic locations in the plant and building areas.

Travel distance will be such that portable fire extinguishers are within 22m in any direction and the maximum spacing between extinguishers will not be greater than 45m. In areas where Class B fire hazards exist, the maximum travel distance spacing will be such that portable fire extinguishers are within 15m in any direction and the maximum spacing between extinguishers will not be greater than 30m. All outside mounted portable fire extinguishers will be supplied with a weather tight cabinet. 9-10 kg capacity dry power extinguishers for use against oil fires associated with electrical equipment (for example, oil-filled, outdoor transformers and reactive chemical storage area). The powder will be expelled from the extinguisher by compressed CO2 gas and controlled by a pistol grip nozzle attached to the discharge hose. 9-10 kg and 6 kg capacity CO2 extinguishers for use against fires associated with electrical equipment (for example, electrical switchgear/MCC/control rooms, gas storage shelter, etc). The extinguishers will be provided with fixed discharge horn and trigger valve control and trolley where required. 9-10 liters capacity CO2 gas pressure operated water extinguishers for use against ordinary small fires (for general equipment rooms). The discharge nozzle will be supplied with flexible hose and the control will be such that intermittent control is possible. 9-10 liters capacity foam extinguishers for use against small oil fires (For lube oil and Diesel engine fire pump area). The extinguishers will be pressurized with CO2 gas. Wheeled fire extinguishers will be supplied in the area of all Unit Step-up Transformers. The extinguishers will be 68 kg capacity, dry chemical with a quick open valve and 30m of hose. 1.2.11 Fire Detection and Alarm System The fire detection and alarm system will be as per Annexure-1: Table A for Qurayyah Combine Cycle Power Plant. The microprocessor-based main fire alarm system is an integrated fire detection, evacuation signaling and auxiliary function control system. The fire alarm system will be designed as per NFPA 72. The Open Cycle Project alarm and detection system will also monitor the Combined Cycle local fire detection, alarm and notification releasing control panels (LFARCPs). The Combined Cycle system consists of integrated, multiplex LFARCPs that will be located in the buildings/shelters and areas listed below. The LFARCPs will only transmit common alarm, common trouble, and common supervisory signals. The nature and details of the interface between the Open and Combined Cycle detection and alarm

systems will be finalized during the detailed engineering phase as per the approved specialist vendor. Fire alarm and detection system consists of necessary hardware, software, fire detectors, manual call points, local alarm panels, electronic sounders, beacons and interface modules. Smoke detectors of the photoelectric type and heat detectors will be suitably located to detect and provide early warning of fire risks. For outdoor equipment protection, weather-proof and explosion-proof classified area applications, heat detectors will be of the hermetically-sealed type. The following detection scheme will be adopted (to be consistent with the adopted scheme within the Open Cycle): For indoor, non-classified areas, addressable detectors will be supplied. Due to the unavailability of addressable explosion and weather-proof detectors for outdoor (weather-proof applications) and classified (explosion-proof applications) areas where extinguishing systems are incorporated, a detection cross-zoning concept will be applied. (This concept comprises of two detection loops per protected area, each connected to an interface module, where the extinguishing system is only actuated if at least one detector per each loop/zone is activated). The following buildings, areas and shelters are to be provided with LFARCPs. Each Steam Turbine (5 total). The LFARCPs will monitor the functions of the GE provided panels. Sea Water Intake Pump House electrical building and shelter. Hypochlorite Generation Building. Desalination Plant: Electrical & Control Building and Chemical Storage. Centralized Chemical Storage Building. CO2 shelter for Steam Turbine Generator waterbath heater area. Instrument/ Service Air Compressor Buildings Electrical Rooms (MV/LV Electrical Building) for Power Blocks 1 through 5: one LFARCP per block. Warehouse. Water Treatment Plant Area: Potable Water Remineralization, Demineralization Plant and Chemical Storage Building. Each Novec 1230 System. However, where there are multiple Novec systems in a building or shelter, individual systems will be monitored and controlled by one common panel. Lube Oil Storage Shelter.

1.2.12 HVAC Fire Provisions The ventilation system is segregated into fire zones by configuring the Heating, Ventilation and Air Conditioning (HVAC) and the Heating and Ventilation (H&V) system ducting with motor operated dampers and fire dampers actuated by fusible links that will isolate the affected room in the event of a fire. A fire damper prevents the spread of fire and smoke to the unaffected areas and limits the amount of air entering the affected room. 1.2.13 Fire Walls and Building Structures All the transformers are separated from critical buildings, enclosures, and equipment either by spatial separation or by rated fire walls. The lubricating oil tank in the turbine building will be provided with a containment that is sized for 110% of the oil volume plus the volume considering ten (10) minutes of spray water flow. Penetrations for the HVAC ducts and electrical conduits passing through the fire rated floors and walls will be sealed to maintain the required fire rating/sealing. These penetration details are the responsibility of the HVAC design and the electrical design, respectively. 1.3 1.3.1 Fire Protection System Operation Start-up Operation Hydrant System In case of fire at any location, the hydrant nearest to the equipment is approached. The main valve adjacent to the hydrant is opened and hose brought from the hose station nearby is fitted to the hydrant. The water or foam/water (in case of the outdoor manual foam cabinet systems) is sprayed on the fire. Water Spray System In case of fire at any protected equipment/area, the detection network will detect the fire and actuate the deluge valve automatically, this, in turn, will deluge the protected equipment/area. Also, spray systems can be actuated by manual intervention by operating the manual release station of the respective area under fire. Sprinkler System In case of fire at any protected equipment/area, the quartzoid bulb detectors located in sprinkler water header will break and water spray will initiate at the protected equipment/area.

Sea Water Diesel Engine-Driven Fire Pump The Sea Water Diesel Engine-Driven Fire Pump (standby) will start if the Open Cycle Electric-Driven and Open Cycle Diesel Engine-Driven Fire Pumps fail to start in case of fire or upon low fire protection header pressure. Operation, control and monitoring of the Sea Water Diesel Engine-Driven Fire Pump and diesel fuel tank will be from a local diesel engine-driven fire pump controller. Diesel fuel will be replenished in tank using barrel-mounted drum pump. Novec 1230 Control Panel System Design Function: Each local control panel will continuously monitor its associated fire suppression system (or systems) for fire alarms, supervisory alarms, trouble alarms, and circuit trouble alarms. Upon receipt of a fire alarm, the given panel will activate appropriate system valves, auxiliary relays, and a fire alarm bell in the area or zone affected automatically. Manual fire actuation push button will also be provided for system actuation. Upon receipt of a trouble or supervisory alarm, the panel will activate individual alarms, indicating lamps on the panel and a trouble horn at or near the panel. Trouble and supervisory alarms will be distinctive. 1.3.2 Shut-down Operation Hydrant System After a fire is extinguished, the main valve adjacent to the hydrant valve is closed and the hydrant is capped after three (3) minutes, to allow complete draining of hydrant. Regarding the outdoor manual foam cabinet systems, a system flush-out, foam tank replenishment, and equipment verification will be completed. Water Spray System After the fire is extinguished, the deluge valve is reset and the damaged detectors (if any) are replaced. The system is completely drained before starting the system/ equipment being protected. Sprinkler System After the fire is extinguished, the sprinkler control valve is closed and the damaged or operated sprinklers are replaced. After all repairs have been completed, the system/equipment is put back in service. Sea Water Diesel Engine-Driven Fire Pump In case of Sea Water Diesel Engine-Driven Fire Pump activation, the entire piping and accessories will be drained and flushed with fresh water.
