137/07 EARLY RELEASE OF PRISONERS
The Secretary of State for Justice, Lord Falconer, announced details of the early release of 1,200 prisoners into the community. A letter outlining how this will operate and a copy of Lord Falconer’s statement to the House of Lords is available on Epic. A Probation Circular on early release (PC22/2007) has been issued. 138/07 PROVISION OF BAIL ACCOMMODATION AND SUPPORT SERVICES
New bail accommodation and support service arrangements have commenced this week (18 June 2007) to enable the courts and prison governors to make greater use of bail and early release. 139/07 HOME OFFICE RESTORATIVE JUSTICE RESEARCH PROJECTS
3rd Evaluation Report published today Research published by the Ministry of Justice shows that 85% of victims and 80% of offenders were satisfied with their experience of a Restorative Justice conference – a meeting between the victim and offender with supporters of each present. http://www.justice.gov.uk/publications/research190607.htm Professor Joanna Shapland at Sheffield University was commissioned by the Home Office to provide an independent evaluation of the Home Office Crime Reduction Programme Restorative Justice research projects. 142/07 ISSUED RECENTLY
Probation Circulars 2007: PC22 End of Custody Licence (ECL) On Tuesday 19 June 2007 the Secretary of State for Justice announced a new release scheme which is to be known as End of Custody Licence. Prisoners eligible for ECL will be released from prison under temporary licence up to 18 days earlier than would otherwise be the case. Those prisoners who would be subject to probation supervision on release will have their supervision period extended by the duration of the ECL, the licence period under National Standards effectively starting up to 18 days early. This circular clarifies the expectations on probation staff who will be involved in the management of offenders released on ECL. PC21 Health & Safety: Policy Revisions 2007 As required the NPS H&S Policy has been subject to its annual review. As a result of legislative changes there are two new arrangements: • Fire (NPS/HS/11) • Tobacco Smoking (NPS/HS/9) There have been the following post holder/organisational related changes that are now reflected in the Policy: • • • • • • • Christine Lawrie replaces Martin Wargent at the PBA References to NPD now replaced by NOMS References to NPD HR now replaced by PACU References to Workforce Information Report replaced by HR Data Warehouse References to transitional arrangements removed as Policy and implementation thereof should now be complete References to NPD Estates replaced by HOPG There are new documents on EPIC that have been referred to at the end of some of the arrangements e.g. Arrangement 3 on risk assessment (NPS/HS/3) now refers to the Generic Risk Assessments that are posted on EPIC.
