The Bulletin has been improved for easier on-screen reading. It now summaries new content placed on Epic

There has been a recurring problem of dummy cases (e.g. John Smith) being entered onto the live system by staff.
This is possibly for training or demonstration purposes.

These names cause significant problems; including accidental merges with identical names and loss of connectivity
with the prison service. Each one necessitates remedial work. This problem has been the subject of messages on
the OASys pages (message 045/07) on EPIC.

Last week seven probation areas were contacted with details of 16 test cases to follow up.

Staff are asked only to enter genuine names and are reminded that each area has access to a separate database on
which fictitious names can be created for training purposes. You will be able to get information about this database
from your training department or information services unit.

Roger Hill, Director of Probation, has confirmed that the following areas have been successful in their application to
become Trusts in the first Wave of transition:

• Dyfed-Powys
• Humberside
• Leicestershire & Rutland
• Merseyside

• South Wales
• West Mercia

Trusts are the key building block in reforming the way offenders are managed in custody and the community and
therefore reducing re-offending and protecting the public.

Further information on the development of Trusts, the sharing of learning and the development of best practice will
be released in due course

Richard Mason, Head of the Offender Assessment and Management Unit, will be away from his Unit for the next
several weeks working on prison population pressures. In his absence cover will be provided by Sharon Robins and
John Scott.

Sharon will look after work that falls within the scope of the Offender Management Programme, including the
development of offender management and planning for its implementation, while John will look after other work such
as OASys operational issues. Richard’s secretary, Ann Saddington, on 020 7217 0764, will be happy to answer
queries about these arrangements.

Probation Circulars 2007:

PC29 Post Release Enforcement – Licence Conditions Issued 17 August

This circular contains guidance on:

• Standard licence conditions and the application of non-standard additional
licence conditions;
• The use of additional licence conditions, particularly those relating to exclusion
zones, victim contact and electronic monitoring;
• The process for varying additional licence conditions; and
• The process for the cancellation of the supervision element of a life licence.

PC28 Drug Testing on Licence – Revised List of Trigger Offences Issued 16 August

The Fraud Act 2006 made changes to the trigger offences applicable to drug testing
on licence with effect from 15 January 2007. The Act included a technical error that
has now been corrected by means of legislation (the Criminal Justice and Court
Services Act 2000 (Amendment) Order 2007, S.I. 2007/2171) that came into force on
1 August 2007
