267/07 REPLACEMENT OF ETS AND THINK FIRST

As part of NOMS and Prison HQ’s communication strategy, and mindful of the current business planning cycle, this
note is to keep your area informed of the national developments for the General Offending Programmes.

The second generation programme is now in the advanced stages of development and planning for its
implementation in the next financial year (08-09) is underway. The aim is to provide a firm national plan that will have
a clear timetable. This will give clarity for regional and area business planning. However, before then we would like to
consult on our initial planning, ensure that we have considered all operational issues, and confirm lead responsible
officers in each area for future correspondence.

The current milestones for implementation are for the programme to have completed its design and accreditation
process by the summer of 2008. The initial implementation preparation work will, it is proposed, have occurred by
September 2008 this will include preparation work with treatment managers and trainers. For the purposes of tutor
training the national role out will be to both prison and community providers in joint events on a region by region
basis. Outlined below is initial implementation plan, to assist your business planning for next year possible
contingency planning advice is included. At this stage we would welcome information on additional operational
issues that need to be considered to help inform the developing plan.

268/07 PROBATION KNOWLEDGE MANAGEMENT INITIATIVE

The first phase of a Knowledge Management project has been initiated which seeks to develop a Knowledge
Management Framework as the first step to a national project. Regions who are interested in developing a
