271/07 OM PHASE III AND CHANGES TO PAROLE PROCESSES
A Probation circular is being prepared to explain the changes to the Parole process for Probation and Prison staff. It includes some important information about the Parole Board. Outlined below are the essential changes that will affect the work of Probation and Prison staff with the introduction of Phase III of Offender Management. Phase III of Offender Management introduces a new system for managing the Parole process for all indeterminate sentence prisoners. It puts responsibility for the sentence planning, review and evaluation of each IPP prisoner on to Offender Managers. Prisons (public and private) will manage that process for other Life Sentence Prisoners whilst they are in custody. The new system starts the information gathering for the Parole Board review process from the day of sentence – the PSR and Post sentence reports are key documents for the Parole Board to be able assess the risks the offender posed at sentence. The new report format for sentence planning meetings runs throughout an indeterminate sentence prisoner’s sentence and the same template SPR reports are used to make up the Parole dossier at the appropriate time. The only difference is that the Offender Manager prepares a PAROM 1 for the Parole Board review dossier following the Parole Review meeting. All the reports prepared for the sentence planning review meetings must be copied to Pre-release Section, in the Public Protection Unit in NOMS with the meeting notes. When the case is due for a Parole Board review a full set of reports must be prepared, and the Pre-Release Section will use these reports, and any other sets of SPR reports prepared during the sentence, to provide the Parole Board with a summary of the prisoner’s period in custody. This information is also contained in the recently released Implementation Manual for OM Phase III. Back to the top

272/07 APPOINTMENTS
Sean Langley (currently working at the Legal Services Department) will take over as Head of the Approved Premises Team in NOMS Public Protection Unit in early January. Nicola Lowit will oversee the Equality and Diversity Team in NOMS until the end of March; she’s taking over from Marg Harris who has now left. This is a temporary arrangement until after the Ministry of Justice organisation review. Back to the top
