130/07 PROBATION BOARDS – TRUST SELECTION

22 probation boards expressed and interest in becoming a first wave trust. The areas shown below have been
chosen to proceed to the next stage of the selection process. The list has been drawn up to ensure a diverse spread
of areas, both geographically and in terms of size and population density. The two Welsh areas on the shortlist are
subject to consultation with Welsh ministers.

132/07 CHILD SEX OFFENDER REVIEW

Has been published on Wednesday 13 June 2007. The report is available on the Home Office website and will
appear on Epic shortly as a News item. The launch of the report coincides with a publication aimed at parents and
carers about “Keeping our children safe”. It is a resource that may be useful to those working with MAPPA.

133/07 MEASURING PERFORMANCE IN THE ASSESSMENT AND MANAGEMENT OF


OFFENDERS' RISK OF HARM TO OTHERS

A letter outlining the decision to take up HMI Probation’s offer to measure whether all reasonable action has been
taken to keep to a minimum each offender's risk of harm to others, has been issued

ASSISTIVE TECHNOLOGY (AT) USER ACCEPTANCE TESTING

A letter outlining the need for probation area’s AT users to be involved in early user acceptance testing of C-NOMIS,
has been issued.

George Barrow, formerly Deputy Head of NOMS communications team and responsible for probation-facing
communications, has become the acting Head of NOMS communications. Susan Lord will be responsible for

Probation Circulars 2007:

PC19 Implementation of National Rules for Approved Premises Issued 14 June

The national rules set out the basic requirements that should be placed on all residents
of Approved Premises. The guidance notes are designed to promote consistent
application and interpretation of the rules. From 1 July 2007 the national rules should
replace the existing rules currently in use in each Approved Premises, and residents
should be asked to sign the rules during the admission and induction process. Probation
Boards and Voluntary Management Committees are free to add to the national rules any
supplementary rules necessary to meet local needs and circumstances.

PC18 PSO Learning & Development Programme 2007- 08 Issued 8 June

This Circular provides details of the revised learning and development programme for
PSOs and equivalent grades. Following on from work undertaken in the Role Boundaries
project it was agreed that the curriculum and structure of the programme needed revising
for 2007-08 to take into account changes in practice since 2005. Specific attention has
been given to the production of workbooks and other materials to support the
programmes. The circular has been discussed and agreed with NAPO and UNISON
learning and development representatives.
