RATES OF REMUNERATION FROM APRIL 2004

1. The present rates of remuneration for board chairs and other board members, excluding chief officers and judicial
appointees, have operated since April 2001. We have reviewed them and have agreed increased rates which take
account of the impact of inflation over the last three years and which will come into effect on 1 April 2004.

2. The new rates are as follows:

Current Rate New Rate from 1 April 2004

Board members, hourly rate £ 14.00 £ 15.40
Board chairs, annual rate £ 14,000 £ 15,400
£ 16,000 £ 17,600
£ 20,000 £ 22,000
£ 25,000 £ 27,500

3. Board chairs whose term of appointment spans the introduction of the new rate will receive the latter on a pro-rata
basis from 1 April 2004.

4. The current rates shown above for board chairs exclude ex-gratia payments which a number of the original
appointees have received and which terminate on 1 April this year.

FINANCIAL IMPLICATIONS

5. Current arrangements for payment of remuneration will continue, and boards will therefore need to meet directly
the payments to board members at the new hourly rate. The scale of the increase has been necessitated by the
absence of any change in the rate since it was fixed in April 2001.

FUTURE REVIEW

6. We will consider the need for a full review of members’ remuneration in the light of the implementation of the
decisions arising from the Correctional Services Review and their impact on the role and operation of board
members.
