The following information is being provided by Vision McMillan Partners (V VMP) to illustrate the design intentions for the second set of new buildings proposed for the McMillan Sand Filtration Site. We respectfully request a HPRB) on June 28, 2013. presentation before the Historic Preservation Review Board (H Please find the enclosed images depicting the proposed architectural concepts for JAIR LYNCH Development Partners Grocery & Multifamily building and the Public Park and Community Center components of VMPs plans to redevelop the McMillan Sand Filtration Site. These concepts accompany the concept applications submitted on April 26, 2013 for EYAs Row Houses and TCCs Medical Office Buildings. We presented all four building concepts at a widely publicized community open house on April 27, 2013 from 12 noon to 2 pm at St. Georges Episcopal Church, 160 U Street NW a date, time and location chosen by the commissioners of 5E, in whose ANC the Sand Filtration Site is located. We have distributed the building illustrations to ANCs 5E, 5A and 1B requesting the opportunity to present at their June meetings. Please let us know if we may present all four concept applications at the hearing on June 28, 2013 with any adjustments we may make following community input. The ruin of the McMillan plinth and oculus matrix provides a diagonal graining that is juxtaposed to the linear quality of the North and South Service Courts. The plinth as originally constructed was conditioned as an autonomous landscape vessel. The plinth and other constructs of singular purpose found at the McMillan site: sand bins, regulator houses, and filtration cells; became the DNA of our design investigation.
Our design reimagines the plinth as an abstracted ruin situated 20 above the North Service Court. This gesture allows the cadence of the sand bins to remain the primary tectonic reading along the North Service Court. Gabion walls containing the concrete remains of the original filtration cells encase a new community grocery and retail environment. Above the grocery, the exterior walls of the multifamily housing will recall the original purpose of the McMillan site: filtration and water.
Multifamily housing had been conceived by others to ring the grocery site with a large open court. We believe architecture at its root is a unique situational aesthetic formed by the pressures of place. Careful consideration of the scale of neighboring row houses along North Capitol Street and new McMillan row house community, along with the desire to bring natural light into the North Service Court, activated our search for a better design solution.
The multifamily aspect of our design is informed by the inward pressures of the neighboring row houses and the sand bins situated within the North Service Court. The resultant spatial logic is a building that provides breathing space and open terraces along the grocery plinth. Formally, as the housing retreats from the walls of the plinth, the buildings edge to the sky resembles the inverse of the scalloped perspective of the sand bin tops.
Our design is conceived to be a mediator that braids together the various building scales experienced at and adjacent to the McMillan site. Row houses and townhomes to the east and south of our site are taller than the grocery plinth of our proposal. The sand bins remain the dominant architectural element along the North Service Court.
