Extension of the Time Spent Agreement
Dear Mr. Russell :
According to Amendment #3 to our contract, the contract is to end on July 31, 2013.
This was based on the assumption that Webster Phase II and the Municipal Building
Renovations and Modernization projects would be completed and closed out by July
2013.
However due to the law suit and questions regarding the use of Construction
Management at Risk services for county projects, the Municipal Building was delayed
for a year pushing the completion date for the Municipal Building out until February of
2015. A Trustee Dormitory was added to Webster Phase II which pushed out the
completion date to February 2014. In addition, the Operations and Maintenance Facility
for Augusta Transit has been added to Heery's scope and this project will not be
completed until the second quarter of 2014.
Based on the current workload and their schedules, we purpose an extension of the
current contract to April 30, 2015 so the projects currently in design and construction
can be completed without interruption in staffing. Other benefits to extending the
contract would be:
• Procedures currently in place to manage the projects would not have to
be changed
• Project knowledge will not be lost by replacing the current staff
• No loss of productivity - There is no learning curve
• No training required
• No transition phase during possible critical phases of the projects
• Changing the project management team would disrupt the existing
working relationship among the project stakeholders.

Extending Heery's contract would mean an increase in the estimated contract amount
of $1 ,646,566 for the currently active projects. (See Exhibit A attached)
