Technical Proposal and Financial Proposal, in separate PDF files, should be submitted by email to eowproject@vnn.vn no later than: 17.00 hours Hanoi time (UTC/GMT +7 hours), 15 March 2013. Any request for clarification must be sent in writing, or by standard electronic communication to the email indicated above. The administrative unit of the Project will respond in writing or by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all bidders. 1. (i) ELIGIBLE BIDDERS: An individual consultant can submit proposal. The consultant may at his/her own discretion engage some team members to work with him/her to deliver the final product. In this case, the consultant will: • Remain fully and solely responsible for and accountable to UNDP for the timeliness and quality of all the outputs delivered and the quality of the training. • Submit a technical proposal reflecting, among others, the CVs of the consultant and his/her selected team members indicating their experience and track records in similar undertakings. The technical proposal must specify work assignment for the Team Leader and each consultant. The team member(s) must work under the supervision and task assignments by the Team Leader. • Submit a financial offer with an all-inclusive price occurred to deliver the final product(s) with breakdown detail cost. (ii) Consulting firms, institutions, and organizations can submit proposals (both technical and financial) with CVS of the proposed team. 2.
