BACKGROUND 1. The Kawartha Pine Ridge District School Board approved the following motions on November 29, 2012: (a) That, in accordance with Board Policy No. BA-1.2, Pupil Accommodation Review: School Closure/Consolidation, which relates to pupil accommodation reviews, South Monaghan Public School be identified for a review and possible closure. That, in accordance with Board Policy No. BA-1.2, Pupil Accommodation Review: School Closure/Consolidation, an Accommodation Review Committee be formed to conduct a review of South Monaghan Public School. That Trustee Steven Cooke be appointed as the trustee representative from another jurisdiction to join Township of Otonabee-South Monaghan Trustee Angela Lloyd as a member of the School Accommodation Review Committee for South Monaghan Public School.

The Kawartha Pine Ridge District School Board approved the composition of the Accommodation Review Committee at the December 20, 2012 Board Meeting.

STATUS 3. The committee members (Appendix A), representing four school communities, met on the following dates at South Monaghan Public School:         4. January 9, 2013 (6:30 p.m. – 7:45 p.m.) Orientation Session January 15, 2013 (6:30 p.m. – 8:35 p.m.) January 24, 2013 (6:00 p.m. – 8:20 p.m.) Working Meeting February 13, 2013 (6:30 p.m. – 8:20 p.m.) March 20, 2013 (5:30 p.m. – 10:20 p.m.) Working Meeting March 21, 2013 (6:30 p.m. – 9:25 p.m.) April 5, 2013 (5:00 p.m. – 8:45 p.m.) Working Meeting April 24, 2013 (6:30 p.m. – 7:55 p.m.)

During the course of the public meetings as prescribed by Board policy, the committee considered and investigated the benefits, issues, concerns and considerations for the possible closure of South Monaghan Public School.

As items were discussed and/or added to the School Information Profile, careful consideration was given to its value to the student, its value to the community and impact to the local economy as well as value to the Kawartha Pine Ridge District School Board. Discussion by committee members at the final public meeting led to the development of the final recommendations. 5. The committee members informed and consulted their respective communities. School newsletters included the purpose of the accommodation review and information on the dates, times and location for meetings of the Accommodation Review Committee. All information (policies, procedures, agendas, minutes, presentations and correspondence) was posted on the Board’s website. There were six Announced Delegations and 27 Unannounced Delegations received by the committee during its deliberations. In support of the committee’s mandate to respond to the Kawartha Pine Ridge District School Board, the South Monaghan Public School Accommodation Review Committee makes the following recommendations in preferential order: (a) That South Monaghan Public School be closed as of the end of June 2014. Students will attend Millbrook/South Cavan Public School or North Shore Public School. All current students and their immediate siblings will be provided the option to attend Millbrook/South Cavan Public School including transportation for the remainder of their elementary school years. Potential boundary options the Board should consider are defined as follows: Boundary Option A – all students whose addresses front Highway 28 and areas west of Highway 28 as well as the hamlets of Fraserville and Bailieboro will attend Millbrook/South Cavan Public School. All other students will attend North Shore Public School. Boundary Option B – All students whose addresses front the west side of Highway 28 and areas west of Highway 28 as well as the hamlet of Fraserville will attend Millbrook/South Cavan Public School. All other students will attend North Shore Public School. (b) That South Monaghan Public School be closed as of the end of June 2014. All South Monaghan Public School students will attend Millbrook/South Cavan Public School. That South Monaghan Public School remains open and consider boundary review for the future if there is significant growth in the Millbrook/South Cavan Public School catchment area.

These three recommendations were made by consensus of the committee members present at the April 5, 2013 South Monaghan Public School Accommodation Review Committee working meeting. Subsequently, two members of the committee, one whom could not attend that meeting, indicated that they could not support the first two recommendations and could only support the option where South Monaghan Public School remains open. RECOMMENDATIONS 1. That the South Monaghan Public School Pupil Accommodation Review Report be received for information. That the South Monaghan Public School Pupil Accommodation Review Committee be dissolved.
