INSERT: Amend Title IV to insert a new subtitle L to read as follows: SUBTITLE L. UPSFF SUPPLEMENTAL ALLOCATION Sec. 4XXX. Short title. This subtitle may be cited as the “UPSFF Supplemental Allocation Act of 2013”. Sec. 4XXX. Uniform Per Student Funding Formula. The Uniform Per Student Funding Formula for Public Schools and Public Charter Schools Act of 1998, effective March 26, 1999 (D.C. Law 12-207; D.C. Official Code § 38-2901 et seq.) is amended by inserting a new section 106a to read as follows: “Sec. 106a. Additional supplements to foundation level. “(a) In addition to the supplemental allocations as set forth in section 106, beginning in school year 2013-2014, an additional supplemental allocation shall be provided for students who are currently identified as eligible for free and reduced meals. “(b) The supplemental allocation shall be calculated by applying a weighting to the foundation level as follows: Level/Program FARM Definition Students who are currently identified as eligible for free and reduced meals Weighting .06 Per Pupil Supplemental $558

“(c) Funds allocated pursuant to this section shall be distributed directly to individual schools based on the projected count of students eligible for free and reduced meals. “(d) By October 1, 2013, and each October 1 thereafter, each local education agency shall submit a report to the Mayor outlining with particularity how the supplemental funds allocated pursuant to this section are being used to narrow the achievement gap as it relates to reading and math between students eligible for free and reduced meals and those who are not.”

STRIKE AND REPLACE:

Sec. 10002 is amended as follows Sec. 10002. Pursuant to the Fiscal Year 2014 Budget Request Act of 2013, passed on 1st and final reading on May 22, 2013 (Enrolled version of Bill 20-198), and notwithstanding any other provision of law, local revenues certified in the June 2013 revenue estimate that exceed the annual revenue estimate incorporated in the approved budget and financial plan for fiscal year 2013 shall be allocated as follows: (1) District Department of Transportation - $3,107,000 to increase from 50% to 100% the Metrobus subsidy for students and $797,000 to expand the Metrobus and Metrorail subsidy for students to include 18 to 21 year olds still attending high school; (2) District of Columbia Housing Authority - $4,000,000 to enhance the Local Rent Supplement Program; provided, that of this amount, 50% shall be used for tenant-based assistance, and 50% shall be used for project- or sponsor-based assistance; (3) Office of the State Superintendent of Education - $4,500,000 to increase early childhood program infant and toddler slots; (4) Office of Motion Pictures and Television Development - $3,000,000 to be deposited in the Film DC Economic Incentive Fund established pursuant to section 2 of the Film DC Economic Incentive Act of 2006, effective March 14, 2007 (D.C. Law 16-290; D.C. Official Code § 39-501); (5) Department of Human Services - $1,700,000 to expand the POWER program to include single custodian parents or caretakers with a child less than 12 months of age pursuant to the “Temporary Assistance for Needy Families Time Limit Amendment Act of 2013”: (6) All remaining local revenues certified in the June 2013 revenue estimate that exceed the annual revenue estimate shall be allocated in support of the “UPSFF Supplemental Allocation Act of 2013”.
