TRAINING COMPETENCY INSTRUCTIONS (TCI) FIRE


INTRODUCTION
1.
To enhance the knowledge and skills test in terms of fire, firefighters must provide
training and qualification tests. This way to generate the level of skills and expertise of each
member according to the level of duties and responsibilities entrusted. In addition, all
firefighters are also required to be knowledgeable and qualified in performing their daily
duties include the handling of the Special Fire Vehicle, fire equipment and rescue and fire
fighting tactics (aircraft and domestic) with the procedure and safe way.
AIM
2.
To train future Fire Senior NCO to become a quality in performing the related tasks
given when will start the work. With the knowledge that if they can control the Advanced
Training if appointed as a Examiner Cell or Tester Cell.
RMAF Fire Training Policy
3.
Policies regarding advanced training and the adjustment shall be designed to
achieve the following objectives:
a.
To help the firefighters that they have passed the examination will go through
during their service.
b.
To provide training, including On Job Training (OJT) the firefighters to equip
themselves with knowledge, to face the daily tasks they will perform.
c.
To help firefighters were successful in qualifying tests as laid down in the Air
Force Operations Manual.
d.
To enhance and promote the expertise of firefighters who have reached the
base according to the individual level.
e.

To help and encourage firefighters to improve their academic level.

Training continued to be conducted at least once a week, scheduled and recorded
lessons taught and the presence of:

Implementation Procedures Qualification Tests to Firefighters

Qualification tests conducted at the times specified. All firefighters rank LU II to
Warrant Officer should be tested for feasibility. Duration are as follows:
a.

Not more than two months after posted to the new base.

b.

Not more than a month after the expiry of validity of the certificate.

c.

Not more than 2 months after the assigned to the vehicle or other functions.

d.
At any time when the firefighters ability of dubious as if directed by the
Commanding Officer, OC Flying, Operation Squadron Chief or Fire Officers.
e.

When directed by the Air Force Headquarters.

Duration of eligibility certificate validity for firefighters is 12 months. Examination
qualification tests are divided into two, namely:

Operate the control room.

Operate manually roof monitor and a branchman and rescue.

Operate aircraft cable retainer, if necessary.

(6)

Driving and operate of fire vehicles.

(7)

Driving and operate of runway vacuum sweeper.

(8)

Maintenance of fire vehicles at frontline.

(9)

Administering the responsibility of domestic leader.

(10) Administering the responsibility of the leaders of aircraft rescue and


fire fighting.
(11)

Understanding the symbols and the explosive action.

(12)

Understanding the local topography.

(13)

Understanding HAZMAT and HAZCHEM Cord.

Examination Cell shall prepare questions based on the level of qualifications by rank
and position. These questions include written and practical tests and oral.
7.

Written examinations (paper one) consists of two parts:


a.
Part One.
Contains five (5) subjective questions to test the knowledge
and understanding includes:

Fire Drill.
Operating Principles.
Fire Documents.

Part Two.
Containing fifty (50) objective questions (MCOQ) includes the
rescue and fire fighting in general.

Passing mark is 60%. If you have passed the written examination (Paper 1) and
qualify as a certificate of eligibility as long as no changes to the new task.

Paper 2 Practical Examination covers :

Potential of firefighters tested by according to the instructions / safety
instructions in the operation of vehicles, equipment and fire fighting.

Practical Examination specific only to test firefighters whether wise or not in
carrying out their duties.

Firefighters who fail one test is the half-pass. They will be retest based on things that
fail within the period not exceeding one month from the date of declaration. For firefighters
who passed the half, they can perform tasks in a shift but need the supervision of a member
who has passed the full.

For firefighters who fail the written and practical tests are failing and recognized as
not feasible in Aerofireman Driver tred. Action is needed is:
a.

Need an official interviewed by the Fire Officer.

b.

Re-examination can be made within 1 month after the date of interview.

c.
Firefighters who have failed or half passed for the second time shall be the
official interviewed by the Chief of Operations Squadron. Examination shall be made
after 1 month from the date of formal interviews.
d.

Here are firefighters who need to be interviewed by the Commanding Officer:

Firefighters who passed the half for the third time.


Firefighters who directly fail the both of examination.

If the firefighters directly failed for the fourth time, Fire Officer shall notify the
Air Force Headquarters officially to the Official Interview by Staff Officer 2 Fire in Air
Force Headquarters.
Qualification Test Procedures for All Levels Firemen

The procedure before the Qualifying Examination must be known in order to ensure
effectiveness and all doubts or perhaps misconceptions will be addressed at all levels. The
procedure is:
a.

Application for Qualifying Examination:


(1)
If the conditions to take the examination has been completed, Fire
Officer or Senior NCO must make a formal application using forms provided
to Examination Cell Senior NCO.
(2)

Applications must be submitted at least 2 weeks before the test date.

(3)
Fire Officer should not recommend firefighters deemed not eligible to
sit for the qualifying exam.
b.

Examination Cell action:


(1)

Design appropriate date for both examinations (written and practical).

(2)

Notify the date of the examination to the parties concerned.

(3)

Manage the room preparation for written tests.

(4)
Make other preparations related to the examination. For example,
correspondence management for practical training.
c.

Handling Written Test:

Written test (Paper 1) place in a suitable room. Head of Examination
Cell must ensure that enough the watch official (Senior NCO). If not enough,
can ask from another squadron.
(2)
The watch officer shall inspect and identifying particulars of a
candidate before the test begins.
(3)
Arrange regular seat, candidates to be difficult to replicate and
cheating.
(4)
If a candidate is found copying or cheating, watch officer shall take the
examination paper and report to Head of Examination Cell or to Chief of
Operations Squadron for disciplinary action.
d.

Practical Test Control:


(1)
Awareness of candidates on the security features while operating a
fire vehicle or equipment and during the rescue and fire fighting.
(2)

Knowledge / expertise of the fire and equipment.

(3)

Understanding the systems of the Special Fire Vehicle and equipment.

(4)

Understanding of fire fighting equipment in buildings.

(5)
Sspecific tasks that involve runway cleaning and safety of the aircraft
at the airport.
(6)

The attitude and discipline.

(7)
The Examination Cell recommended for oral questioning in advance of
the knowledge of the equipment, Special Fire Vehicle, pumps and other
equipment that will be a test to assess the knowledge of these firefighters to
avoid any damage the equipment during the test.
Fire Officer Responsibilities and Cell Examination Officer

Fire Officer are accountable to the Chief of Operations Squadron. The duties and
responsibilities of the Fire Officer:
a.
To oversee and coordinate overall activities related to training and RMAF Fire
Section qualification tests under the responsibility.
b.
Determine the syllabus and qualification test procedures regularly updated
related with the latest equipment and rescue fire fighting techniques.

Enforcement
