1. All the SPCA’s should be constituted as per the Prevention of Cruelty to Animals (Establishment and Regulation of Society for Prevention of Cruelty to Animals) Rules 2001. 2. Infirmaries should be functional as notified by the Govt. of Haryana and feeding charges rates be approved by the Department to keep animals during court trials. 3. Haryana Pollution Control Board and Department of Animal Husbandry issued guidelines for poultry, both should be strictly implemented. 4. Close circuit camera – CCTV be installed on the major functions of the slaughter houses, especially on main gate to monitor the animal carrier vehicles, down load process, animal shed, slaughtering process to control the animal abuse. 5. All the offenses against animals should be cognizable offense, necessary steps should be taken. 6. Regular meetings of District level Committees of Slaughter Houses be ensured and monitor the progress during permanent agenda in the District level monthly meetings. 7. Strict compliance of the Prevention of Cruelty to Animals (Slaughter Houses) Rules, 2001. 8. Cattle Transport Rules, 1978 amended in 2001 read with the Haryana Motor Vehicle Rules section 94 should be strictly followed. 9. Halal process of animal slaughtering for commercial purpose needs to be replaced by the applying stunt process before animal slaughtering. 10. Video footage of all the Toll Tax Barriers in Haryana be regularly monitored to minimize the animal abuse during transportation and offenders be booked as per law of the land. 11. The Govt. of Haryana extended special attention to the Cow progeny and State Gau Seva Ayog constituted, Naresh Kadyan, Member of the Committee proposal to declare cow progeny as state domestic animals be forwarded to the State Gau Seva Ayog, Animal Husbandry Department to give their opinion. 12. A workshop should be arranged to aware all enforcement agencies and people involved in slaughter process about the law of the land for strict compliance.

13. All existed slaughter houses should be regularly inspected by the all concerned Agencies, such as local body, Pollution Control Board, Public Health, Department of Food Processing etc. 14. It should be clear to all field functionaries about the definition of animals; animal means any living creatures other than human beings covered under animal definition, because Naresh Kadyan informed the house that Pehowa and Sirsa Police not treating poultry under animal definition, it is clear that poultry and fish are covered under animal. 15. Necessary protection cover be provided to the Member of State Committee Naresh Kadyan, while he is on duty to check the illegal slaughter houses in Haryana. 16. Water treatment plant should be made properly functional in all slaughter houses. 17. Animal abusers registry be prepared, to identify the second offense against animals. 18. The National Cattle Commission Report, 2002 be examined. 19. All pet shops, fish aquarium and dog breeders be registered with the local body Authorities.
