Te requiem is the most recent and ambitious work by
Walde, whose work explores the interconnectedness be-
tween landscape, identity and technology. Te performance
has been conceived for the glacier alone; there will be no
audience, other than those contributing to the presentation.
Fundraising for the event has also launched with an In-
diegogo campaign. Funds will ofset the costs associated
with staging this event, which is at the forefront of both
art and activism. Later this month a public performance
of the requiem in Nelson will also raise funds.
To bring such a large-scale work to fruition Walde is col-
laborating with a team of roughly 100 people. In addition
to the forty-person choir and the thirty-person orchestra,
there will be a conductor, a soloist, mountaineers, a flm
crew, writers, journalists and photographers in attendance.
Walde and arts curator Kiara Lynch’s recent call for musi-
cians and volunteers was met with overwhelming support
by Kootenay residents. Lynch is independently curating this
project with the support of the Langham Cultural Centre in
Kaslo and Oxygen Art Centre in Nelson, where the work
will be exhibited in October 2013, and January 2014, and the
support of the Nelson Civic Teatre.
Located in the Purcell Mountain Range in eastern British
Columbia, the Jumbo Glacial Range or Qat’muk, is a high alti-
tude range of fve glaciers that have been spared some of the
environmental degradation of other glaciers due to its altitude.
However with continued global warming, this geographic-
al advantage will soon be lost and in fact the glaciers are al-
ready in retreat. To compound matters a $450M resort pro-
posal has recently been given fnal provincial governmental
approval. As Professor David Schindler of the University of
Alberta warns, “ski lifs and skier traf c on the surface of Jum-
bo Glacier will hasten its melting, and compromise one of the
important headwater sources of the Columbia River system”.
Area residents have been vocal in their opposition to the
proposed development of a year-round resort at Jumbo
Glacier. Te local Ktunaxa First Nation have declared
themselves “expressly opposed” to the development, as
have many environmental groups.
Karen Behn, Stephanie Judy and Jef Faragher have taken
on the role of coordinating choir and musician rehearsals.
Faragher, who is both a cellist and artistic director of the
Symphony of the Kootenays, expects the musicians will
face some new challenges with this performance.
All of the musicians will gather in Nelson for a three-
day workshop during the last week of July under the
direction of Ajtony Csaba, conductor of the University
of Victoria Symphony Orchestra and Central European
Chamber orchestra. A public performance of the requiem
will take place at the Nelson United Church on the even-
ing of Tursday, July 25, at 6:30 pm and 8:30 pm which
will also act as a fundraiser for the project.

THE APPLICATION
On July 5, 2013, FortisBC Inc. (FortisBC) applied to the British Columbia
Utilities Commission for approval of a proposed multi-year Performance
Based Ratemaking (PBR) plan for the years 2014 through 2018, and for
approval of permanent rates effective January 1, 2014 (Application),
pursuant to sections 59 to 61 of the Utilities Commission Act (Act).
Among other things, FBC seeks approval of the following:
• Approval to make the existing interim rates as permanent effective
January 1, 2013, and to increase the permanent rates for all customers
by 3.3 percent, effective January 1, 2014.
• Approval of a rate stabilization deferral mechanism to mitigate rate
variability for the years 2014 – 2018, as set out in the Application.
• Approval to flow through, during 2014, any increases or decreases arising
from a decision in the Generic Cost of Capital Stage 2 Proceeding that is
currently before the Commission.
• Certain accounting treatment and financing of deferral accounts.
• Discontinuation, modification and creation of certain deferral accounts,
and the amortization and disposition of balances in deferral accounts;
• Acceptance of certain Demand Side Management expenditures, pursuant to
section 44.2 of the Act.
• Changes to certain accounting policies to be used in the determination
of rates for FortisBC.
THE REGULATORY PROCESS
British Columbia Utilities Commission (Commission) Order G-109-13 has
established a Workshop, Procedural Conference and Preliminary Regulatory
Timetable for the regulatory review of the Application.
The detailed Regulatory Timetable can be reviewed on the Commission’s
website at bcuc.com under Current Applications.
FortisBC will hold a Workshop to review the Application on Thursday, July 25,
2013, commencing at 10:00 a.m. at the Holiday Inn Express, 2429 Highway 97
North, Kelowna, BC in the Aberdeen/Pandosy Room.
The Commission will hold a Procedural Conference regarding the
further regulatory process for the review of the Application on Friday,
October 11, 2013 commencing at 9:00 a.m. in Kelowna.
REGISTERING TO PARTICIPATE
Persons who wish to actively participate in this proceeding should register
as Interveners with the Commission in writing by Wednesday, July 24, 2013,
identifying the issues that they intend to pursue as well as the nature and
extent of their anticipated involvement in the review process, and indicating
whether they plan to attend the Procedural Conference. Interveners will
receive email notice of all correspondence and filed documents. An e-mail
address should be provided if available.
Persons not expecting to actively participate, but who have an interest in
the proceeding, should register as Interested Parties with the Commission
in writing by Wednesday, July 24, 2013 identifying their interest in the
Application. Interested Parties will receive a copy of the Commission’s Decision
when issued.

Fundraising Event For Pat Henman
And Her Daughter Maia
On June 9 Nelson residents Pat Henman and her daugh-
ter Maia Vezina were critically injured in a head on colli-
sion. Afer three weeks in intensive care they were recently
moved to the trauma unit at Foothills Medical Centre in
Calgary. Tey face months of recovery and rehabilitation.
Some of Pat’s closest friends have come together to plan
a fundraising event to help the family. “Raising the Cur-
tain for Pat and Maia” will take place at the Capitol Te-
atre on Wednesday, July 31.
Doors open at 6:30 pm, show time is 8 pm. Guests are
invited to come early and get their photo taken in the
photo booth (photos will be shared with Pat and Maia),
bid on some great silent auction items and videotape a
personal message to the girls.
And that’s just for starters!!! Te show promises to be a
night to remember with performances by Allison Girvan,
Bessy Wapp, Lucas Myers, Shenango, Hiro Ido, Michael
Graham, Jenny Craig and many more!!
According to Kim Adamson, one of the event organiz-

FortisBC Applies For New Rate Plan
FortisBC Inc. has fled its application to set rates for
electricity customers with the BC Utilities Commission
(BCUC). In the application, FortisBC is applying for a
fve-year (2014-2018) performance-based regulatory plan
and is requesting a 3.3 per cent increase for 2014.
“Our customers have told us that the cost of electricity
and reliability are their main concerns,” said John Walker,
President and CEO of FortisBC. “In this application, we’re
trying to balance our customers’ need to minimize rate
increases, while addressing rising power costs and paying
for the necessary investment to the electrical system.”
If approved by the BCUC, this regulatory application
provides incentive for the utility to fnd savings. Tese
savings are then shared with customers by incorporating
them into electricity rates.
FortisBC is actively working to keep electric rates
among the lowest in North America in a number of ways:
saving on printing and postage by providing eBilling op-
tions for customers who prefer to receive their statements
online, integrating with the company’s natural gas oper-
ations, resulting in a smaller, shared management team,
and looking for ways to provide better service at lower
cost by using technology.
Meanwhile, FortisBC is also engaged in a review of the
residential conservation rate. FortisBC is currently draf-
ing a report that will be fled with the BCUC, which will
include public input and will study the impact of a con-
servation rate on customers.
“While most customers beneft from the residential
conservation rate, we are sensitive that some pay more.
Tis report will provide a better understanding of the
issues and impacts of the rate,” said Walker. “We continue
to work with our customers to fnd ways to make their
homes and businesses more energy ef cient by ofering
rebates and through programs like community energy
diets, including one currently underway in the Kootenays
and one planned for the South Okanagan this fall.”

Munro Art Show
At Te Nelson Library
Brush meets bluster in a series of colourful, weather-in-
spired acrylic landscapes
by Yvonne Vanens Munro,
now showing at the Nelson
Library. It’s a dramatic ex-
hibition that celebrates the
power of nature in the Koo-
tenays.
When Munro was six
months old her parents,
recently emigrated from
Holland, drove from Nova
Scotia to British Columbia
in a Volkswagen truck with
a bottle warmer. Te truck
broke down in Nelson, where Munro and her mother
stayed for six weeks while her father carried on to the
West Coast to fnd work and a home.
Munro was raised on the coast with two sisters and a
brother, in what she describes as a rough and tumble, tu-
multuous childhood. Tere, when she wasn’t exploring the
woods at the foot of the Garibaldi mountains, she drew. In
high school and college, she says, “art class was my little
place of peace, away from the angst of growing up.”
As an adult, Yvonne returned to the Kootenays with her
family, where her own two kids enjoyed a rough and tum-
ble, tumultuous childhood. She took classes through the
Oxygen Centre and the Kootenay School of Arts. “Study-
ing art is fantastic,” she says, “but painting is the best way
to become a painter.”
About this exhibition, Munro explains, “I want to cele-
brate the Kootenays and mountain weather with this
show. So I took the Osprey across the Kootenay Lake
with my camera and took several hundred pictures. Tese
paintings are the result.”
Munro is one of four Nelson Public Library bookmark
artists, along with Lainey Benson, Rick Foulger, and Keira
Zaslove. Bookmarks are available at the Library. Munro’s
exhibition continues through July and August
Scarlett Jane’s Cross Canada Tour
Scarlett Jane, the Ontario-based duo of Andrea Ram-
olo and Cindy Doire, are on the road again. Te pair are
building a strong following thanks to their smart, edgy
folk noir – guitar-driven pop songs, delivered with close
harmonies and real heart.
And, well into a 50-concert cross-Canada tour, they’ll
play at the Bluebelle Bistro in Kaslo and at a free concert
in the Music in the Park series in Nakusp.

Selkirk Nursing Student
Wins UVic Award Of Distinction
Selkirk nursing graduate, Kara Sundberg, recently won
the University of Victoria (UVic) Fac-
ulty of Human and Social Develop-
ment Award of Distinction for the
highest grade point average (GPA) of
all graduates in the faculty.
Kara’s GPA was not only the high-
est in her nursing program, it was the
highest in the faculty, which included
students from seven other programs.
“I feel honoured to have won this
award, especially among so many great
students in my graduating class,” said
Kara.
Option to Study at Selkirk Provides
Benefts
Kara, who lives in Crescent Valley, chose to attend Sel-
kirk’s nursing program because she had the option to stay
closer to home while obtaining her degree from UVic. “It
was very important for me to have the option to study at
Selkirk and stay close to home,” said Kara. “I don’t think I
would have gone back to school if the option wasn’t avail-
able.”
She earned her frst degree from UVic in biology and
began working in forestry and fsheries, but developed an
interest in human physiology, which led her to nursing.
Nursing is a great ft for Kara, who has been described by
her senior instructors as quietly accomplished and hum-
ble, ofering serene care for others, especially those who
are marginalized in society.
Ruth DuBois, nursing program coordinator and one of
Kara’s instructors, says “Kara is very supportive of people
in need, whether it’s been another student in her class, cli-
ents and patients, or those living on the fringe.” “Along
with her academic excellence, she has always valued help-
ing people and has focused on holistic and collaborative
ways to do that.”
Selkirk Supports Students in Teir Success
Kara’s experience at Selkirk was positive and support-
ive. “Te instructors were incredibly personable and sup-
portive, and the small class size and diversity of practicum
experiences provided me with a great learning environ-
ment,” says Kara. “I also wanted to get involved in my
community and thought nursing was a good ft for this.”
She is now working as a nurse on a medical unit at Koo-
tenay Lake Hospital in Nelson and her plans are to pursue
a career in Nelson or the surrounding area. “Tis is my
community and this is where I hope to remain,” says Kara.
“I hope to gain as much experience as I can over the next
year or two and eventually specialize,” she says.
Building on Strategic Directions
Ofering a positive and supportive learning environ-
ment, as well as the ability to stay close to home and study,
builds on Selkirk’s strategic directions to increase enrol-
ments, and engage the wider community in learning and
developing innovative programs and services.

At Te Kootenay Gallery
Te next exhibition opening at the Kootenay Gallery in
Castlegar on Friday, July 26 , Miscreants- Mischievous and
Defant is an exhibition of work by Denman Island artist
Scot Bullick. Te exhibition includes two-dimensional
pieces created in paint, crayon, pencil and three dimen-
sional pieces carved in stone, cast in bronze and even felted
in wool. But always relating to a common theme: monsters.
Bullick’s miscreants, or monsters, whether modeled and
cast, carved, or created from found or discarded materials,
move between villainous and friendly, and ofen times are
misunderstood. As Curator, Helen Sebelius states, Bullick
presents “a view into a world where social, political and
familial tales are retold with varying degrees of despair,
criticism and humour”. Tese are not necessarily all scary
monsters as some are of eat and project a sense of play. Te
viewer is challenged to defy the monsters that surround us
everyday or maybe even the monster hidden with ourselves.
Tis powerful exhibition will be showing at the Koote-
nay Gallery until Saturday, September 14. Te artist and
curator will be in attendance at the opening reception on
July 26 at 7 pm. For the duration of this exhibition the
Gallery gif shop will be expanded to include the smaller
gallery space providing an opportunity to view even more
of the wonderful work created by local artists and crafs-

Cancer Support Goes High Tech
CancerChatCanada provides online support to people
afected by cancer. It is diferent from other online support
groups ofered in Canada because it uses live, text only chat
and is facilitated by health care professionals (i.e. social
workers, counsellors, psychosocial oncologists). CancerCh-
atCanada is a great example of technology helping people
overcome barriers, both geographically and emotionally, to
better connect patients in virtual support groups.
CancerChatCanada is a national program with more
than 700 users and is headquartered in Vancouver at the BC
Cancer Agency. It began as a research program and is now
an integrated service ofered across Canada. Te principal
investigator of the program is Dr. Joanne Stephen, clinician
scientist with the BC Cancer Agency Psychosocial Oncol-
ogy program, who recently published a paper in Current
Oncology. Stephen’s study found that live, text based chat
was an efective medium for support groups. Online chat
is efective because it allows individuals living with cancer
and their family members easy access to support. Groups
meet once a week for 10-12 weeks and chat for 90 minutes.
Programs like CancerChatCanada are especially important
in remote communities where in-person support groups
may not be available, or may not exist for specifc cancer
types. Anonymity is another aspect that adds to the success
of this program, as participants are more comfortable shar-
ing information than in-person. For more information or

Te popular Kootenay-wide book club One Book, One Koo-
tenay has kept regional readers busy trying to decide which of
the three shortlisted books should get the nod. Each year, book
lovers read, discuss, and vote on the book they think all Koo-
tenay folk should read. Te deadline for voting for the 2013
One Book, One Kootenay selection is Friday, August 2.
Tis year’s shortlist is comprised of Never Going Back, by
Antonia Banyard; Confned Space, by Deryn Collier; and Te
Dolphin’s Tooth: a Decade in Search of Adventure, by Bruce
Kirkby. Since May, these Kootenay authors have been read-
ing in libraries across the region, either in person or virtually
through flm. With several days lef to read and vote, the Koo-
tenay Library Federation that hosts OBOK is urging people
to pick up copies of the books at their local libraries, and vote.
Tey are all good reads: Collier’s mystery Confned
Space (Simon & Schuster) introduces small-town coroner
Bern Fortin as he investigates a murder in a brewery; Te
Dolphin’s Tooth: a Decade in Search of Adventure (Mc-
Clelland & Stewart) follows Kirkby through 15 years of
high adventure in some of the world’s edgier places; Ban-
yard’s novel Never Going Back (Tistledown Press) brings
together a group of high school friends afer 10 years of
separation as they converge for a friend’s memorial.
Te 2013 selected OBOK author is celebrated in a tour
of select Kootenay libraries in the fall. “It’s great to be
able to celebrate the talented writers of the Kootenay in
this way,” says Kootenay Library Federation director Jo-
anne Richards. “With One Book, One Kootenay, every-
body wins.” Tis is the ffh anniversary of OBOK, a re-
gion-wide book club supported by public libraries in the
East and West Kootenay, and the Columbia Basin Trust.
