• However, these earlier efforts  were not sustained  carried out only once every three years when grant funds were available to finance such project.

• This type of report should be produced every year for comparison and analysis on an annual basis. • Data collection should be institutionalized and embedded in the regular data collection so information can be religiously collected at little or no extra cost.

• The City/Municipality Competitiveness Index covers all cities in each province and at least 3 of the largest municipalities in each province
• Covering period of data collected: January 31 to December 31, 2012 EXCEPT for the BPLS data which should include up to January 31, 2013
