Consider approving a special permit event for the Carmel-by-the-Glass event at
Devendorf Park on Thursday, September 12, 2013 between the hours of 5:00 and
8:00p.m.
This will be the second Carmel-by-the-Glass wine tasting event at Devendorf
Park. The first event on December 13, 2012 was very successful and filled the
park on a typically slow Thursday night in town. Richard Pepe, the organizer of
the event, has requested the use of Devendorf Park for a second wine tasting
event and expects to have approximately 300-500 people in attendance.
As proposed, the event will feature tables serving wine from approximately seven
to 10 local wine tasting rooms; light classical music or soft ambiance background
music; lighting will also be installed for safety and ambiance; and small food
samples from local restaurants will be provided.
In accordance with Department of Alcohol Beverage Control regulations,
attendees must be 21 years of age; all guests will be given a rubber stamp on their
wrist upon entering and must show stamp upon entering the venue each and
every time.
Two parking stalls on Ocean A venue will be designated as drop-off and pick -up
of equipment and supplies for vendors. The event organizer will provide a
security plan addressing all security issues at this event.
The event organizer will assume all costs for city staff and other city related
services.
Approve the event on the conditions that all permits are obtained and all other
requirements are met; and authorize staff to issue the permit in accordance with
City policies and procedures. Ensure that applicant submits a letter of approval
from ABC. Should any of the conditions not be met, the event will not be held.

The City Council encourages events on Thursdays at Devendorf Park in order to
draw visitors into town to extend their weekend stays. The first Carmel-by-the-
Glass brought lOO's of people into the City and provided a unique evening
experience for attendees.
On November 6, 2012, the City Council approved the first Carmel-by-the-Glass
wine tasting event, held on December 13, 2012.

GENERAL COMMENTS: (please describe event in detail)
This event brings together the 10 wine tasting rooms of Carmel-by-the-Sea. This event would
have each tasting room have a 12-foot table to have guests taste their wines, then hopefully
encourage the guests to visit their wine shops in person and purchase wines for take home
purposes. There will be soft live or recorded back-ground music playing as well as soft lighting
for safety. Mr. Pepe will make arrangements for continual trashlreycyle pickup as well as
provided restroom monitors and paper products.
Guests will sign in and buy a tasting glass and have their hand stamped with proof of over 21
required. All ABC licenses will be applied for and approved. Also, fencing will be placed at
various entrances and exits of the park within the guidelines of the ABC. Security will be
provided by Mr. Pepe and identified as such.
Small bite foods will be offered for guests. This will encourage guests to visit other restaurants
after the event is over. A few local restaurants will be asked to participate in the small bite foods
offering.
