Narrative Information
At 2130 DALA Supervisor Antonella De FJlippis, waf notified by
Incident Details ArgVnbrlght Securfty Supervisor Abdulrazak Mahfudh that an
image of a firearm in a passenger's carry-on baQhadbeen
observed by Argenbright Security x-ray operator^ \e she was c
had failed to stop the bag and the passenger had retrieved the
bag and entered the sterile concourse. There were seven flights
deLrtiria the concourse at this time: DALA Flights 2557 and
f455ARNF h Right 321, COMA Flight 6008; SWRFflight: 127,
VTZA Flights 6157 and 6187. Two of the flights, ARNF Flight
321 and DALA Flight 321 were in the boarding process. All
other flights had already boarded. Argenbright Security
Supervisor Mahfudh made an assumption that the bag ™th the
suspected firearm in all probability belonged to a female ARNF
passenger, as that was the last flight scheduled out of the
concourse! An unidentified security screener at the checkpoint
stated he could identify the passenger. For an as; of yet
undetermined reason, Argenbright Secunty failed to notrfy
Massachusetts State Police (MSP) or DALA for approx.mately 10
mtnuteV after the image was observed. Wher, DALA personnel
were finally notified, they immedatiery contacted the-MSP.
DALA notified Massachusetts Port Authority (Massport) Airport
Operations and MSP, who responded with an MSP FAA-certified
K-9 team. Argenbright security personnel accompanied the MSP
to the ARNF boarding gate and identified the female passenger.
Her carry on bagl we£ searched with negative results. Due to
the timing of the incidant and boarding of the flights, it was
determined by the air carrier representatives that the flights
3S?S IlrJdy boarded (DALA Right 2557 SWRF Flight 127
COMA Right 6008, VTZA Flights 6157 and 6187) would not be
evacuated. ARNF deplaned 190 passengers and crew from its
flight. DALA Flight 2455 had only nine passengers and they,
a ong with the passengers from the ARNF flight, were removed
from the concourse. The concourse was completely evacuated
and searched by MSP and the K-9 team. The passengers for
DALA Flight 321 and ARNF 2455 were re-screened. No weapon
was found. Although Initially It was questionable as to whether
this Incident was a result of the new Threat Image Projection
Software (TIP) being ussd, a preliminary Investigation into this
incident has determined that it probably was not a TIP image
that the screener observed on the screen.
Disposition
The BOS CASFO continues its follow-up investigation with
DALA, ARNF and the MSP to determine why a delay occurred m
notification to the airlines and MSP.

Incident Details On August 31, 2001, at approximately 2100 the IAD FSM was

team leave". The Honduran team was scheduled to depart IAD

on TACA airlines at 1540 on 09/01/2001. To avoid any possible
confrontations, fn the public or sterile area from over-zealous
fans, the IAD FSM, MWAA ASC, Honduran soccer team
representatives, and TACA management decided that the team
and their baggage would be taken to cargo area 6 where they
would undergo screening. The team would then be transported
to the aircraft via the ramp.
Disposition The Honduran National soccer team reported to IAD cargo area
• . Six/ but the plan was changed and the team was transported to
the' B terminal intranslt lounge. Argenbright Security then
manually screened all of the personnel and baggage that were
flying out. They were transported to the aircraft at 1540 and
departed as planned. Other than some disappointed fans, there
were no incidents reported and the plane left as scheduled,

Narrative Information
Incident Details On August 31, 2001, SA Philip Eastberg responded to IAD

reports stated that an unknown mother had kidnapped her child

from New Zealand and was returning to IAD with that child. The
Virginia States Attorneys Office and the Loudoun County
Sheriffs office Detectives were going to meet the flight and
arrest the mother. The report also alluded to the fact that the
National TV news shows 60 minutes and 20/20 had taken an
active interest in this story and possibly had a reporter on
board the same flight. When SA Eastberg reached, the IAD
Airport Operations Office he was provided with an up to date
briefing that changed the initial reports substantially. The
Mother, Robin Mclaughlin, and her FOUR children were arriving
at IAD because she was forced by the Government of New
Zealand (they have dual citizenship) to return to the United
States and attend a Virginia Child Custody Hearing brought on
by her ex-husband, Bruce Mclaughlin and his mother. Bruce
Mclaughlin was convicted of sexually abusing these same
children in 1998 in Leesburg VA. Mr. Mclaughlin is currently
serving a lengthy prison term in Virginia and had attempted to
escape once before so the States Attorney did not want to take
any risks with these previously traumatized children. The trial
and conviction were highly publicized in the Washington DC
area. The Virginia States Attorney felt that it was in the best
interest of these children that they be shielded from the press
as much as possible, MWAA Airport Operations and Police
Department were able to assist The Virginia States Attorney
and Loudoun County sheriffs office by deplaning these
passengers directly to the ramp at gate D-l, They then took
the mother and children Into protective custody to await their
court hearing. This avoided a potentially ugly situation in the
sterile area at IAD. The entire transfer had gone so smoothly
that the only individual that was upset by this sequence of
events was Mr. Mclaughlins attorney who was unable to serve
the mother with a summons.
Disposition UALA Flight 199 arrived at 2250 hours and the transfer was
accomplished with no major incidents, SA Eastberg stayed with
the concerned parties until they left Airport property.
