by A.R.Arudpragasam-Wednesday, September 4, 2013 ( September 4, 2013, London, Sri Lanka Guardian) There is no good military rule and bad military rule. All military rule is pariah rule and in this case it is pariah rule of a pariah race over Tamil homeland. Sinhala rule is good for the Sinhala people. The military rule of the North East keeps away two million Tamils from returning to their homeland. The watchful eye of the military stifles the civilizational process and breeds the culture of barbarism. No dignified people will want to live under it however good the military is. Tamil people are civilized people. If you trust them they will not betray you.
The only justifiable objective of Sri Lankan Army in the North East could the defense of Sri Lanka against possible Indian invasion. And the army should concentrate on that possibility and orient its preparedness towards this objective. It should give up other political operations like, Operation Winning the Hearts and Minds of Women, Operation Stud Bull, Operation Land Grab, Operation Settle Sinhalayo, Operation Resource Grab, Operation Freebee Distribution. If the army is going to waste time on these political projects, the army will lose the orientation and will to fight the Indian Army. The political projects of the Sri Lankan army may be an Indian conspiracy to incapacitate the fighting capability of the Sri Lankan Army. Don’t go and dig the grave of Prabakaran in Vanni if Indian Army invades Sri Lanka tomorrow. Sinhala Vitharai Aanduwa (SVA ), Sinhala Only Government is good for the Sinhala race, but when it is imposed on the Tamil people in the North East, it becomes Sinhala Vitharai Jarawa Huttha Aanduwa (SVJHA), Sinhala only very bad government.
Never in history have the Sinhalese ruled the North East. The Kingdom of Jaffna rule over whole of Sri Lanka lasted for four hundred years before the arrival of the Portuguese. The country was ruled by the Kingdom of Jaffna as a flexible dynamic confederation of principalities and minor kingdoms. It is bunkum that the Kandyan kingdom ruled the East. Even if it has, Kandyan kingdom was not a Sinhalese Kingdom. It was a rebirth of the Kingdom Jaffna and Kandyan claim for sovereignty over Sri Lanka was nominal as the coastal areas were under the occupation of foreign powers. After wars that lasted for one hundred years, the sovereignty of North East went from the Kingdom of Jaffna to the Portuguese. The principalities which were reasserting themselves with the decline of Kingdom of Jaffna, soon followed and they too went into the hands of Portuguese, from there to the Dutch and from the Dutch to the British who reunited Sri Lanka after Kingdom of Jaffna. The change was only at the top. Below, the authority structures continued with the same customary rights and village structures and cast system which remains intact today. The historical title to self-rule and territory is the foundation of Tamil homeland demand. And it is basis of settlement of ethnic conflict. The historical experience is the root of the conflict that determines the rights, customary rights and right perceptions that govern the lives of Tamil people and their economic life and its violation has led to the conflict with the Sinhalese and Muslims of the Northeast, who have become serial violators of these rights of Tamil people. Every square inch of the land we claim as Tamil homeland has been under Tamil rule historically. Even the Veddah territory of Ampara were attached to the Eastern principalities. No conspiracy to divide or annex the Tamil homeland will ever succeed. Sri Lanka is a nation of divided sovereignty. The shared sovereignty experiment has been a disastrous experience for the Tamil people as by natural disposition Sri Lanka is a nation of divided sovereignty. The sovereign experience of people are different. Tamils have been under foreign rule for 400 years whereas the Sinhalese have been under foreign rule for 800 years. Of this 400 years have been the rule of the Kingdom of Jaffna. Tamil people should be sympathetic to the apprehensions of the Sinhala people as there are valid reasons for it. Constitutional solution has to be found to unite a country which by natural disposition remains a country of divided sovereignty like the United States of America. You can assure the freedom of people of Sri Lanka only by providing for the effective governance through the free articulation of different sovereign traditions and will within Sri Lanka as dictated by the collective will of the respective people. Don’t waste time fooling the world playing the development card to hide your sinister designs to annex Tamil homeland as Sinhala Buddhist country. End the military rule and seek peace with the Tamil people, and in a dignified and honorable manner, permanently merge the North East based on historical title to self-rule and territory of the Tamil people and merge the seven provinces into Sinhala Ratta and create two equal parliaments for the two territories and a national assembly for a united Lanka, installing the necessary powers for the respective units,
free Sri Lanka from the Indian yoke. When this is done we will negotiate with the minorities within the Northeast and solve their problems. The continued prevarication of the Sinhala race and refusal to recognize the territoriality and self-rule rights of the Tamil people may be due to the will of the Guardian Gods of Lanka, who wish to reinstate the rightful Tamil sovereignty over all of Sri Lanka and the Tamil rule may dawn on all of Sri Lanka in the not so distant future. In civilizations, sovereignty is hereditarial and successional and not elected. The British created this Sinhala Aryan race out of rubble only in the 19th and 20th centuries and turned the history of Sri Lanka upside down. Before this, the tag Aryan, only belonged to the Kingdom of Jaffna and the Sinhala race was fighting the Aryan influences. During the past 60 years of independence, the Sinhalese only demonstrated that they have never ruled Sri Lanka in history and have no capacity to provide a just rule to Sri Lanka. That honor still rests with the Tamils. Starting from Elara to the present day, only a Tamil rule can be a just rule over Sri Lanka.
