support of President Uhuru Kenyatta to compel all state agencies to adhere to the 30% procurement quota for the youth and women. She asked the head of state to include the procurement requirement among the key performance indicators during the assessment of performance contracts for Ministries and other public agencies to facilitate compliance. The Cabinet Secretary expressed fears that women and the youth may not relent in their quest for their rightful share of government contracts especially now that the new procurement regulation had been ratified into law. “In line with the policy directive that 30% of public procurement be established as preference to women, youth and persons with disability the national treasury has already gazetted regulations to this effect,” she announced. Waiguru made the plea to the president who was the Chief guest during the official launch of the UWEZO Fund project at the University of Nairobi. She insisted that it was critical that the beneficiaries of the UWEZO Fund leverage on the procurement preference to sustain both their businesses and the credit kitty for continuity. The Cabinet Secretary however warned that women contractors will no longer take cheap manual contracts as before and were forming a movement to push for a better deal in public contracts. “Our women contractors will no longer accept those so called bush clearing contracts and have formed a movement dubbed ‘Beyond Bush Clearing (BBC)’ to prove their point and make things right,” she said. The UWEZO fund is part of the pledge the Jubilee government made to Kenyans during the last general polls after leaders promised to divert the Ksh. 6 billion budgeted for a possible election run off to youth and women empowerment programmes. According to the framework of the fund the beneficiaries will get a maximum credit of Ksh. 500,000 and refund only half of the amount as the rest will be secured in the form of grants. Constituency UWEZO Fund management committee will be tasked with the vetting of proposals while the National UWEZO Oversight Board will audit the overall operation. The funds will employ the principle of table banking and revolving funds to create a unique blend for financing groups within the framework of the Constituency development.
