Aldermen Approve TIF Notes Toward Walmart Store

Shrewsbury is ready to roll on its longanticipated – if not always happily anticipated – Walmart Superstore project in Kenrick Plaza. The Shrewsbury Board of Aldermen on Tuesday approved the issue of two series of credit obligations – tax increment financing notes (TIF) – to provide up to $15 million to reimburse expenses incurred by G.J. Grewe, Inc., the project’s developer. The $46-million project was strongly opposed by some citizen groups and members of the board. Alderman Elmer Kauffmann, Ward 1, who voted against the project when it was approved in January, abstained from the votes approving the TIF bonds and hiring bond counsel. “Initially the developer will finance the project through a combination of equity and construction loans,” said Mark Grimm, addressing the board as representative of the city’s newly hired bond counsel, Gilmore & Bell P.C. “The city’s obligation to the developer is like an I.O.U. payable from TIF revenues.” These revenues will include both incremental real estate taxes and sales taxes from the completed project, Grimm said. The city might later want to refinance the notes with a bond issue, should interest rates move in a favorable direction, Grimm told the board. “This is simply the process that we all knew would be coming along as we moved into the redevelopment plan,” Mayor Felicity Buckley told the board. Plans for the new Walmart are well ahead of schedule, Building Commissioner Jim Wilder said. Paging through a thick book of site plans for the project, Wilder said, “I didn’t expect to see these before next year, but here they are.” The plans appear to represent an upgraded version of Walmart’s construction standards, including brick facades and other relatively attractive architectural details, Wilder said. Considering the advanced state of the company’s plans, excavation could begin in late fall and construction could start early next year, Wilder said.
