INTENT: To establish a position for the Vice President of DISD ESP Affairs, Vice

President DCS ESP Affairs and Vice President of Administrator Affairs Article V: Executive Officers Section 1: Executive Officers The Executive Officers of this Association shall be President, Executive Vice President, Vice President for Teacher Affairs, Vice President for DISD ESP, Vice President of DCS ESP, Vice President for Paraprofessional, the Secretary, and the Treasurer. These officers shall comprise the Executive Committee. Section 2: Qualifications for Executive Office 1. President, Executive Vice President, Secretary, and Treasurer All candidates for these Executive Offices shall have been an active, paraprofessional, or educational support member of the Association for at least three (3) years immediately proceding the year in which the election takes place. These Executive Officers shall maintain active, paraprofessional, or educational support membership, respectively, in the Association for the term of their office. 2. Vice President of Teacher Affairs All candidates for the Vice President of Teacher Affairs must have been an active member of the Association for at least three (3) years immediately proceding the year in which the election takes place. The Vice President for Teacher Affairs shall maintain active membership in the Association for their term of office. 3. Vice President of Paraprofessional Affairs All candidates for the Vice President of Paraprofessional Affairs must have been an active member of the Association for at least three (3) years immediately proceding the year in which the election takes place. The Vice President for Paraprofessional Affairs shall maintain active membership in the Association for their term of office. 4. Vice President of DISD ESP Affairs All candidates for the Vice President of DISD ESP Affairs must have been an active member of the Association for at least three (3) years immediately proceding the year in which the election takes place. The Vice President for DISD ESP Affairs shall maintain active membership in the Association for their term of office. 5. Vice President of DCS ESP Affairs

All candidates for the Vice President of DCS ESP Affairs must have been an active member of the Association for at least three (3) years immediately proceding the year in which the election takes place. The Vice President for DCS ESP Affairs shall maintain active membership in the Association for their term of office. Rationale: Due to the high number of administrative and ESP members in both Dallas County Schools and Dallas ISD, it has become difficult to represent all members equally. By separating the groups, they would have someone dedicated to voice their concerns and issues. Organizational Impact: This change eliminates the position of Vice President of ESP Affairs, and creates the following three new positions: VP of ESP Affairs for Dallas County Schools, VP of ESP Affairs for Dallas ISD, and Vice President of Administrator Affairs. Financial Impact: None Vote required: Majority

Article VII: Removal of Office 1. Any of the executive officers and district directors may be removed from office for violation of the Code of Ethnic of the Education Profession, for malfeasance, misfeasance, and/or nonfeasance, but only after due process has been provided as required in Article XIII. 2. Executive Officers and district directors with 4 or more unexcused absences for NEA-Dallas Board Meeting within a school year (September – August) will be considered for removal under the NEADallas Bylaws. Rationale: An adequate number of executive officers and district directors must be present in order to have a quorum. Financial Impact: None Vote required: Majority
