I am sending the following letter to Governor Brown in support of SB 569 in case any other organizations want to endorse this important legislation:

Brown, Jr. State Capitol, Ste 1173 Sacramento CA 95814 By Fax: 916.558.3160 SB 569 (Lieu)--Support Honorable Governor Brown: The California League of Latin American Citizens (CALLAC) urges you to sign Senator Ted Lieu's legislation, SB 569, to stem the tide of wrongful juvenile convictions based upon false confessions. A study cited by Senator Lieu indicates that juveniles aged 1215 who have been exonerated had a 69% rate of conviction due to false confession resulting from manipulative and/or coercive interrogations by law enforcement. False confessions by juveniles are not unlike the discredited manipulative techniques that produced false accusations of child molestation in the infamous McMartin (California), Michaels (New Jersey), and Amirault (Massachusetts) cases. The latter case caused the Massachusetts Supreme Court to mandate taint hearings so that evidentiary hearings could examine the investigative methodology itself could be examined to determine whether the evidence produced by the process of interviewing children was reliable enough to allow a prosecution. We also urge that you contemplate the continuing need for further reform of law enforcement practices and procedures in other areas, including but not limited to:

Repeal of Section 3307 of the Government Code so that peace officers, like all other public employees in California, can be asked to take polygraph examinations when swearing contests otherwise create a roadblock to resolving allegations of police misconduct Including Mexico as a mandatory reporting nation in Section 834c of the Penal Code and amending Section 834c to make it self-executing at the equivalent basis of Miranda warnings Making the proposals of the California Commission on the Fair Administration of Justice for the reform of eyewitness identification procedures mandatory and not simply recommendations.
