Shipowners decry changes to ship recycling regulation
Shipowners are opposing proposed amendments to the European Union Ship Recycling Regulation slated to voted on by the European Parliament (EP) this week. Shipowners' associations led by the European Community Shipowners Associations (ECSA) criticised the amendments being pushed by the EP's Environmental Committee, particularly one imposing tax on merchant ships calling at EU ports, with the money collected to be used for funding recycling facilities. ECSA chief Alfons Guinier said the measure is "unacceptable" as it will cause "grave concerns" to trading partners such as China, Japan and India. It is also unethical as parties concerned were not consulted properly. "As a matter of principle, it is wrong to impose a tax on one industrial sector in order to assist another, especially without proper consultation with the parties affected," Guinier said. "Shipping is a global industry operating under global rules. The European Parliament should really not be contemplating measures which will work against the aim to improve recycling conditions globally, an aim which we fully support," he added. Shipowners are likewise convinced that should the proposed amendments take effect, they might hamper the implementation of the International Convention for Safe and Environmentally Sound Recycling of Ships adopted by the International Maritime Organisation (IMO) in 2009. The convention, which has yet to be ratified by the IMO, seeks to improve working and environmental conditions in ship recycling yards world-wide.
PH govt told to improve provincial port
The Batangas international seaport should be able to handle more traffic in order to lessen port activity in Manila. The Japanese Chamber of Commerce and Industry of the Philippines (JCCIP) made the suggestion as it urged the government to make full use of the Batangas port. The certificate should state the method and standards that have been followed when obtaining the samples that have beentested (preferably ISO 10835: 2000)
