Recruitment and Placement

To succeed in today’s changing and challenging employment environment, federal managers and HR practitioners must work collaboratively. Building a first-class workforce requires a unified strategy to recruit and hire highly qualified employees, and to train and retain
them. Now is the time to move beyond traditional roles and long-standing practices. Whether you need to implement hiring reform, cope
with reduced funding, or manage an exodus of retirement-eligibles, you can depend on Graduate School USA for up-to-date, relevant
federal HR training.

Government Austerity

Retirement Surge

During periods of reduced appropriations and hiring and
pay freezes, HR professionals must provide critically needed
guidance and support. The courses below prepare you to assist
your organization during lean times:
• Internal Consulting Skills for Federal HR Professionals
• Federal Workforce Analysis and Planning
• Employee Performance Discussions
• Reduction-in-Force (via classroom or distance education)
• Federal Position Management
• Calculating Service Computation Dates — NEW!
(via classroom or distance education)

The federal pay freeze may cause your retirement-eligibles to
leave sooner rather than later, since their “high three” years of
earnings may not rise. Make sure your benefits staff is fully
trained to handle the anticipated increase in retirement claims,
with these practical, hands-on classes:
• CSRS Benefits Applications
• FERS Benefits Applications
• Federal Employee Benefits

Federal Hiring Reform
Make sure your hiring program involves supervisors and managers throughout the process, and incorporates well-designed,
streamlined assessment strategies, including structured interviews and other valid and reliable tools. To retain your new
hires, take advantage of all available HR flexibilities. These
Graduate School USA courses show you how to make your
hiring process simpler, faster, and more effective:
• Category Rating
• Interviewing Techniques
• Federal Hiring Reform for Supervisors
and Managers — NEW!
• Federal Staffing and Placement

Graduate School USA offers a three-level certificate program for human resources practitioners. Consisting of courses that are practical,
job-related, and federal-specific, our certificate program focuses on
the real issues that confront contemporary HR practitioners and
managers. Courses required for the Level I Certificate cover the
conceptual, technical, and procedural knowledge and skills needed
by the successful HR practitioner. The Level II Certificate courses
build on these concepts and significantly broaden and expand the
student’s competencies. The Level III courses further develop the
analytical and consulting skills that equip the HR practitioner to
serve as a valuable advisor to management. The HRM Certificate
program includes classroom and distance education courses. Level

I of the program may be completed entirely by distance education.
Graduate School USA classroom courses are enhanced by instructors who know firsthand the issues faced by today’s human resources
managers. Our distance education courses provide students with
an alternate method to satisfy the requirements of the certificate
program. In 2010, more than 350 HR practitioners enrolled in
Graduate School USA’s Certificate of Accomplishment in HRM
Nearly 150 individuals have successfully completed the program.
Show your commitment to your field by earning this well-regarded
credential.
