Web Site Content Inventory
The Office of Federal Contract Compliance Programs (OFCCP) developed this inventory of web site content as required by Section 207(f)(2) of the E-Government Act of 2002. This inventory is intended to provide advanced notice to the public of the Program’s planned web site content additions/revisions for the current fiscal year. OFCCP enforces the Executive Order 11246, as amended; Section 503 of the Rehabilitation Act of 1973 as amended; and the affirmative action provisions (38 U.S.C. Section 4212) of the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended. These laws prohibit discrimination and require Federal contractors and subcontractors (herein after “contractors”) to take affirmative action to ensure that all individuals have an equal opportunity for employment, without regard to race, color, religion, sex, national origin, disability, or status as a protected veteran. OFCCP’s jurisdiction covers approximately 26 million or nearly 22% of the total civilian workforce. In carrying out its mission of monitoring contractors’ compliance with their equal employment opportunity (EEO) and affirmative action obligations, OFCCP conducts compliance evaluations of selected contractor establishments. No other Government agency conducts comparable systemic compliance evaluations of contractors’ employment practices to identify and eliminate discrimination in the workplace. OFCCP also investigates complaints alleging discrimination on the basis of race, color, sex, religion, national origin, disability, or protected veteran status. OFCCP also provides compliance assistance to contractors and the constituent communities covered by our laws. OFCCP’s compliance assistance helps contractors understand their contractual obligations for EEO and affirmative action. The President’s Management Agenda initiative, Expanded Electronic Government, focuses on leveraging information technology to make the Federal government more citizen-centered and results oriented. OFCCP has responded to the initiative by developing OFCCP Internet resources such as the “Guide for Small Business with Federal Contractors”, “Sample Affirmative Action Program (AAP)”, “Small Contractor Affirmative Action (AAP) Job Group Availability Determinations”, and the “elaws Federal Contractor Compliance Advisor.” These resources, and the others found on the web site, provide practical information on how contractors can meet their mandated obligations. OFCCP staff from our Regional and District Offices offer guidance to contractors on developing affirmative action programs, maintaining and analyzing employment data, and information on what to expect during the compliance evaluation process. Compliance assistance is provided through company seminars, training programs held in conjunction with industry liaison groups, and one-on-one consultations. In addition, OFCCP offers guidance to contractors on engaging in self-analysis for the purpose of discovering any barriers to EEO outside of the evaluation process.

In preparing this inventory, the OFCCP has reviewed information collected from various sources including our constituent groups, citizen comments received via e-mail, compliance assistance seminars, current web site statistics indicating usage of existing content, and related information developed through the Information Quality Guidelines process (per Section 515 of Public Law 106-554, known as the Data Quality Act).
