We are pleased to announce the availability of 2nd and 3rd optional year funding for eligible PY 2005 and PY 2006 HVRP and VWIP grantees as allowed by Solicitation for Grant Applications (SGA) Numbers 06-02, 06-03, 06-04, and 06-05. Attached is the “Technical Assistance Guide (TAG) for 2nd and 3rd Optional Year Funding Grant Modifications for Competitive Grants” to assist grantees and staff in completing this process. There are fifty (50) HVRP and twelve (12) VWIP grantees that are eligible to apply for 2nd or 3rd optional year funding (see TAG Attachments 1 and 2). Once the Grant Officer has approved the grant modification requests, the period of performance for the 2nd and 3rd optional years will begin July 1, 2007 through June 30, 2008. We also want to take this opportunity to thank each and every one of the current HVRP and VWIP grantees for their contributions towards meeting the Department of Labor’s (DOL) overall performance goals for Program Year 2005 (July 1, 2005 thru June 30, 2006). As a result, HVRP performed very well with 13,821 participants and of those 9,353 entered employment for a 67.7% entered employment rate with an average hourly wage rate of $10.13. The HVRP 180-day retention in employment rate achieved was 58% and the average cost per placement was $2,227.

As a result, VWIP also performed very well with 4,289 participants and of those 3,150 entered employment for a 73.4% entered employment rate with an average hourly wage rate of $12.76. The VWIP 180-day retention in employment rate achieved was 62.7% with an average cost per placement of $2,693. Overall, we are all very pleased with the performance of these reintegration programs for veterans. We are especially proud of the HVRP program, since it is now known as the “shining star” of all the DOL homeless reintegration programs.
