State Construction Code Initiative Results in Consolidation - Building Codes & Standards Impacted
Governor Pawlenty signed an Executive Order on Monday, April 4, 2005 transferring a number of construction code-related organizations to the Department of Labor and Industry. The Executive Order goes into effect 30 days from the filing with the Secretary of State. The organizations impacted include: • Building Codes and Standards Division - Department of Administration • State Board of Electricity • Plumbing Unit - Department of Health • Contractor Licensing - Department of Commerce • Minnesota State Fire Marshal’s Office - fire code rulemaking

Customers will receive improved service while the state will reduce costs. “Now the real work begins,” states Tom Anderson, BCSD Assistant Director. “The process, estimated to take several months, will identify technology changes needed to consolidate the various agency computer data bases, develop an organizational structure for the new agency, review building lease contracts to make the physical move and identify statutory changes necessary to clarify responsibilities.” “In the mean time, we will continue to provide our customers with the services they have become accustomed to and will provide updated information as it becomes available,” he added. WHEREAS: The safety of the buildings we occupy daily is essential to our health, safety, and welfare; and ; WHEREAS: The laws and ordinances that provide standards for the safe construction of buildings in which people live, work, and play and critically important; and WHEREAS: It often goes unnoticed that building safety affects so many aspects of our daily lives, and because of building safety code enforcement, we enjoy the comfort of structures that are safe and sound; and WHEREAS: For construction and building codes to be effective and enforceable, understanding and cooperation must exist between code officials and the people they serve; and WHEREAS: Through the efforts of code officials, and their cooperative relationship with the construction industry, the administration of these health and life-safety standards is ensured; and WHEREAS: Building Safety Week is an opportunity to educate the public and increase awareness of the life-safety services provided by local and state building departments; and WHEREAS: In partnership with dedicated building safety and fire officials, architects, engineers, and the construction industry, codes are developed and administered that safeguard us in our homes, schools, and workplaces; and WHEREAS: The theme of Building Safety Week 2005, “Making Homes, Schools, and Workplaces Safer Together,” encourages all of us to raise our awareness of building safety, and to take appropriate steps to ensure that the places where we live, work, play, and learn are safe; and WHEREAS: Countless lives have been saved because of the building safety codes adopted and administered by building safety and fire prevention officials in government agencies; NOW, THEREFORE, I, TIM PAWLENTY, Governor of the State of Minnesota, do hereby proclaim the week of
