State of the State’s Code consolidation
A capacity crowd was on hand Jan. 11 at the general assembly meeting of the 2006 Annual Institute for Building Officials. Labor and Industry (DLI) officials provided an overview and a progress report about the state of the State’s Construction Codes and Licensing Division (CCLD). Roslyn Wade, DLI assistant commissioner, and Tom Joachim, CCLD executive director, provided a detailed report about Governor Tim Pawlenty’s “Drive to Excellence” initiative and Construction Codes and Licensing Division goals for the new division. Participants learned about current CCLD projects and were given some insight into future rule proposals and CCLD’s legislative agenda. The legislative agenda includes statutory “housekeeping” language that will change to reflect the consolidation and move to the Department of Labor and Industry.

Joachim explained that one of the first outcomes of the different units working together has been proposals for consistent enforcement language and enforcement tools. Some of the enforcement language changes may include rules, orders, settlements, stipulation agreements, compliance agreements, licenses, registrations, certifications and permits. The CCLD is also reviewing enforcement tool changes such as denial to reissue permits, licenses, registrations, certificates, and administrative penalties. There was also discussion later in the day about future Building Inspection Technology online classes for code officials.
