MARCH 2006 The goal is to publish the 2006 Minnesota State Building Code with amendments by June 2006. Final rules would be published by Dec. 2006, with a 90-day implementation period ending in March 2007. In conjunction with this decision, DLI has contacted the International Code Council (ICC) and requested a booklet showing the changes in the model code from the 2000 to the 2006 code. A copy will be provided to each jurisdiction adopting the code to ease the transition.

State decides to adopt 2006 codes
The Department of Labor and Industry (DLI) and the Department of Public Safety, have decided to adopt the 2006 International Building Code (IBC), 2006 International Residential Code (IRC), and 2006 International Fire Code (IFC), instead of the 2003 model code editions. DLI and State Fire Marshal staff are comparing the differences between the editions. The intent is to take the amendments approved for the 2003 model code by our advisory committees and fit them into the 2006 editions. The final draft will be sent to the advisory committees for comment prior to publication. “After considering the feasibility of adopting the 2006 codes, which included reviewing timelines, we decided it was possible to move the code cycle ahead,” said Tom Anderson, assistant director, CCLD Administrative Services.

New CCLD organizational structure announced
Tom Joachim, CCLD executive director, presented the new CCLD organization to division employees March 6 in St. Paul. Over the past several months, functional teams have conducted an analysis and have developed a plan to realign the Construction Codes and Licensing Division to enhance the agency’s Education, Rules and Code Development, Licensing and Certification Services, Enforcement, and Inspection Services to shape CCLD across functional areas.

Spring Seminar: 2006 Minnesota Accessibility Code
This seminar provides a thorough and in-depth examination of the 2006 Minnesota Accessibility Code. New criteria, as well as changes from the old code, will be highlighted. The focus will be on provisions that affect commercial buildings, dwelling units and sleeping units. The 2006 Accessibility Code presents an entirely new look with several changes. Manufactured Structures 2006 Seminar
This seminar will provide a comprehensive review of current manufactured structure topics beginning with a review of proposed new Federal HUD changes and effective dates. The morning session will include information regarding possible changes to Minn. Chapter 1350 and licensing of Manufactured Home installers. Manufactured Housing Institute (MHI) updates will also be presented including sales person licensing and continuing education units (CEUs), and dealer file records and reporting. The afternoon session will cover onsite installation requirements, footing loads, soils and anchoring, general installation and permitting submittals. Attendance is strongly recommended for dealers, installers, and manufacturers, as attendance will be reviewed during future license and registration renewals. This seminar is open to all interested individuals and would be of particular interest to manufactured home salespersons, dealers, installers, manufacturers, service personnel, Building Officials, inspectors, general contractors, and park owners and managers.
