LogSafe Training Evaluation– Trainee Satisfaction

Introduction
LogSafe seminar participants expressed general satisfaction with the LogSafe program in a customer survey administered to participants during seminars conducted in Spring 2004. Seminar participants reported that they were satisfied with the training facilities, the instructor’s knowledge, and the instructor’s ability to answer questions. Attendees also believed that the training helps them with their day-to-day work and that the training makes their worksites safer. In addition to the current training, participants would like to see training in the use of a Global Positioning System, safe use of mechanized equipment, equipment repair, forest worker diseases, and fire and personal safety. Participants expressed preferences for the current one-day, eight-hour seminars held in the Spring and Fall. About half of LogSafe seminar attendees categorize themselves as employees; about one-third list themselves as sole-proprietors; and the remainder categorize themselves as employers.

The LogSafe program
The LogSafe program is a service of the Workplace Safety Consultation (WSC) unit at the Minnesota Department of Labor and Industry (DLI). WSC offers free consultation services and training to help employers prevent workplace accidents and diseases. WSC’s services are targeted to smaller employers in high hazard industries – such as the logging industry. LogSafe seminars are free training sessions for employers and employees in the logging industry conducted throughout the state. The mandatory, one-day, eight-hour seminars include training on proper felling techniques, high-speed disc-saw safety, how to document and avoid near-miss accidents, what to do in case of severe weather, and CPR and other first-aid techniques. In addition to private sector employers and employees, WSC also provides LogSafe training to public sector employers involved in tree removal. The state earmarks $125,000 per year for LogSafe. Logging employers receive workers’ compensation premium “rebates” from a targeted industry fund if they show that they have workers’ compensation insurance and that each of their employees has participated in either LogSafe training or another 8-hour DLI-approved training program.

The survey
LogSafe seminar participants were surveyed in March and April, 2004, at seminars conducted in Baudette, Bemidji, Brainerd, Cloquet, Eveleth, Grand Marais, Grand Rapids, International Falls, Rochester, and Two Harbors. In each case, surveys were handed out at the end of the day-long seminar. After handing out surveys, the instructor left the room. Participants left their surveys in a box by the door and after everyone had left the instructor returned, sealed the box without looking at its contents and delivered them to DLI Research & Statistics for analysis. Surveys were turned in by 954 of the 1,049 seminar participants (an 88% response rate). LogSafe seminars are mandatory. Although OSHA Consultation does not have the means to assure that all loggers attend, it is believed that most do. Although no attempt was made to evaluate whether the respondent group was constituted similarly (age, tenure, employer/employee, etc.) to the whole

population, the large response rate suggests that aggregate responses are very likely representative of those of all loggers.

Training attendees
Most attendees are either employees or sole proprietors, with employees representing just under half (48 percent) and sole proprietors making up one-third (33 percent). Sixteen percent responded that they were employers and 3 percent of those who turned in surveys did not respond. LogSafe seminar participants are most often repeat customers. More than two-thirds (69 percent) had attended four or more LogSafe seminars prior to this seminar. Only 9 percent of participants were attending their first seminar. Three percent of those who turned in surveys did not respond to this question.

Satisfaction
LogSafe seminar participants are generally satisfied with the seminars. Satisfaction for the purposes of this analysis means that participants responded that they either agree or strongly agree with statements about whether or not they were satisfied with an aspect of the seminar. Eighty-eight percent of respondents were satisfied with the meeting facilities and 85 percent were satisfied with the training. When asked about the instructor, 90 percent of respondents were satisfied with the instructor’s knowledge and 86 percent were satisfied with the instructor’s ability to answer their questions. “Information from LogSafe training has been useful in my day-to-day work” and “My worksite is safer as a result of attending LogSafe training sessions” got slightly lower scores than other questions. Still, 79 percent of respondents agreed that the training has been useful in their day-to-day work and 79 percent said that their workplace was safer because they attended LogSafe training. Differences between employers, employees and sole proprietors were minor. Employers had slightly lower average satisfaction scores for each of the satisfaction items and sole proprietors had slightly higher ones. The difference was greatest on training usefulness, where 7 percent of employers and 3 percent of others were dissatisfied with the usefulness of the seminar’s content in their day-to-day work. Satisfaction was also lower among respondents who had attended ten or more previous LogSafe seminars. About 10 of the 316 respondents in this group responded consistently that they were dissatisfied on every measure, lowering average responses slightly. In contrast, respondents attending their first LogSafe seminar had the highest average satisfaction scores for four of the six items.

Future training topics
When asked what topics they would like to see in future seminars (respondents could check as many options as they liked), the use of a Global Positioning System received the highest number of responses (20 percent). At the time of the last survey in 2002, this topic was ranked fourth, indicating a significant increase in interest in this new technology. Respondents also indicated preferences for training on the safe use of mechanized equipment, equipment repair, forest worker diseases, fire safety, and personal

safety. Few respondents listed training on workers’ compensation and wage and hour restrictions as important. There were few differences among employers, employees and sole proprietors on this ranking.

Training options
When asked about future training options, “continue to conduct training seminars at same locations around the state” received the highest number of responses (42 percent). Respondents could check as many options as they liked. About half as many responses were received for “conduct safety training in the woods” and half of that were received for “conduct some safety training at MLEP Conference.” There were few differences among employers, employees and sole proprietors on this ranking.

Conclusions
LogSafe attendees are generally quite satisfied with the quality of the training they receive. They are happiest with the knowledge of seminar instructors. Employers had slightly lower average satisfaction scores and sole proprietors had slightly higher ones. The greatest dissatisfaction, though small, is with the usefulness of the training in day-to-day work. Seven percent of employers versus 3 percent of others were dissatisfied with the usefulness of the seminar’s content in their day-to-day work. Participants would like to see training in the use of a Global Positioning System, and like the current one-day, eighthour seminars held in the Spring and Fall.

Recommendations

Diana Klakoski is a marvelous instructor. CPR class instructor was great. Very good lunch. The food wasn't bad this year. P.S. your getting better Great Lunch. (2) Constructive Onsite use of equipment. And loader truck and contermount safety. Onsite training or field training. Less lecture about grounding. How to be more productive and safer. Electrical part could have been more job related. Discussion of new laws and regulations are helfpul! All should be voluntary. Safety training every 2 or 3 years. Repeat employees shouldn't have to attend every year. Combine training so three days are not needed to met requirements otherwise lower requirements. Combine resources but make sure we don't lose benefits. (rebates, grants, more OSHA) The meth lab inst. Was kind of poor. Find someone else. Mile presentation, relevant info. Meth labs - very important and safe info. Meth labs was valuable info - was effective to have local investigators with hands on experience doing it. MLEP and LogSafe at same location. Log safe, MLEP & any other training seminars should promote a course, teaching employers the benefits of a (loggers union). Have MLEP in Grand Marais It would be very convient for everyone involved if LogSafe could be incorporated with MLEP. The loggers could get all of their training done at one spot/one time including their ISO Training for their mill contracts. Please help push this with the necess If possible, keep changing/adding different videos/presentations to "engage" audience. Seems to be fine now, but "knowing" what to expect each time can be fatigue producing. I think the MLEP and LogSafe should be every 2 years, not yearly. It seems like if you go one year you know what's happening every year. You learn something once. It doesn't need to be gone over and over. Negative Too long. (2) Boring Better subjects to logging! We need new topics!!!!! Get better instructors! Etc., etc. Much of what was covered was good information but not necessary for my job. In six years I have never used anything in logsafe on my actual job! Experienced logging operators are safe - they have been doing this a long time.

Most subjects are at kindergarten levels such as Hydraulic Class with wood splitter and stick people. This is the biggest waste of *ing time I have ever seen. Get a life and quit *ing up ours. Lots of strong language even in some of the video materials (swearning, names). After so many seminars this seems to be the same old program. I realize we can always work safer and can always learn more. But this is all been taught before. Nonsensical We want caps. Turn heat on. not the casino Brian was sleeping in class.
