LogSafe Training Evaluation: Trainee Satisfaction

Introduction
LogSafe seminar participants expressed general satisfaction with the LogSafe program in a customer survey administered to participants during seminars conducted in Spring 2005. Seminar participants reported that they were satisfied with the training facilities, the instructor’s knowledge, and the instructor’s ability to answer questions. Attendees also believed that the training helps them with their day-to-day work and that the training makes their worksites safer. In addition to the current training, participants would like to see training in safe use of mechanized equipment, the use of a Global Positioning System, equipment repair, and forest worker diseases. Participants expressed a preference for the current one-day, eight-hour seminar conducted at the annual MLEP conference. About half of LogSafe seminar attendees categorize themselves as employees; about onethird list themselves as sole-proprietors; and the remainder categorize themselves as employers.

addition to private sector employers and employees, WSC also provides LogSafe training to public sector employers involved in tree removal. Attendance is required for application to the Targeted Industry Rebate program, pursuant to Minnesota Statutes §176.130, and is a requirement to maintain membership in the Minnesota Logger Education Program (MLEP). The state earmarks $125,000 per year for LogSafe. Logging employers receive workers’ compensation premium rebates if they show that they have workers’ compensation insurance and that each of their employees has participated in either LogSafe training or another 8-hour DLIapproved training program.

LogSafe training 2005
Participants in the LogSafe 2005 seminars chose one of two tracks, one on Cardio-pulmonary resuscitation and first aid, the other on various safety topics (see below). Lunch and all resource and training materials were provided at no charge. Each seminar ran from 8 a.m. to 4:30 p.m., with registration beginning at 7:30 a.m. 1 As a convenience, LogSafe training was offered on the second day of the annual MLEP conferences (April 13 and April 27). The LogSafe program
The LogSafe program is a service of the Workplace Safety Consultation (WSC) unit at the Minnesota Department of Labor and Industry (DLI). WSC offers free consultation services and training to help employers prevent workplace accidents and diseases. WSC’s services are targeted to smaller employers in high hazard industries – such as the logging industry. LogSafe seminars are free training sessions for employers and employees in the logging industry conducted throughout the state. The eight-hour seminars include training on proper felling techniques, high-speed disc-saw safety, how to document and avoid near-miss accidents, what to do in case of severe weather, first-aid, and mandated safety and health programs. In

evaluate whether the respondent group was constituted similarly (age, tenure, employer/employee, etc.) to the whole population, the large response rate suggests that aggregate responses are very likely representative of those of all loggers.

Training attendees
Most attendees are either employees or sole proprietors, with employees representing just under half (49 percent) and sole proprietors making up about a third (32 percent). Eightteen percent responded that they were employers and 2 percent of those who turned in surveys did not identify their status. LogSafe seminar participants are most often repeat customers. More than three-quarters (76 percent) had attended four or more LogSafe seminars prior to this seminar. Only 8 percent of participants were attending their first seminar. Less than one percent of those who turned in surveys did not respond to this question.

Satisfaction
LogSafe seminar participants are generally satisfied with the seminars. Satisfaction for the purposes of this analysis means that participants responded that they either agree or strongly agree with statements about whether or not they were satisfied with an aspect of the seminar. Eighty-five percent of respondents were satisfied with the meeting facilities and 78 percent were satisfied with the training. When asked about the instructor, 87 percent of respondents were satisfied with the instructor’s knowledge and 83 percent were satisfied with the instructor’s ability to answer their questions. “Information from LogSafe training has been useful in my day-to-day work” and “My worksite is safer as a result of attending LogSafe trainin g sessions” got slightly lower scores than other questions. Still, 72 percent of respondents agreed that the training has been useful in their

The survey
LogSafe seminar participants were surveyed in March, April, and May 2005, at seminars conducted in Baudette, Bemidji, Biwabik, Brainerd, Cloquet, Eveleth, Grand Marais, Grand Rapids, International Falls, Rochester, and Two Harbors. In each case, surveys were handed out at the end of the day-long seminar. After handing out surveys, the instructor left the room. Participants left their surveys in a box by the door and after everyone had left the instructor returned, sealed the box without looking at its contents and delivered them to DLI Research & Statistics for analysis. Surveys were turned in by 861 of the 939 seminar participants (a 92 percent response rate). LogSafe seminars are mandatory. Although OSHA Consultation does not have the means to assure that all loggers attend, it is believed that most do. Although no attempt was made to

day-to-day work and 74 percent said that their workplace was safer because they attended LogSafe training. Differences between employers, employees and sole proprietors were minor. Satisfaction among respondents who had attended ten or more previous LogSafe seminars also did not differ substantially from other groups.

Future training topics
When asked what topic s they would like to see in future seminars (respondents could check as many options as they liked), safe use of mechanized equipment received the greatest number of responses (22 percent) and use of a Global Positioning System received the second greatest number (19 percent). At the time of the last survey in 2004, these two topics also ranked first and second. Respondents also indicated preferences for training on equipment repair and forest worker diseases. Few respondents listed training on workers’ compensation and wage and hour restrictions as important. There were few differences among employers, employees and sole proprietors on this ranking.

The additional comments are sorted into “compliments” (28), “constructive” (17), “negative” (9), and “other” (8).

Conclusions
LogSafe attendees are generally quite satisfied with the quality of the training they receive. The greatest dissatisfaction, though small, is with the usefulness of the training in day-to-day work. Five percent of employers versus six percent of others were dissatisfied with the usefulness of the seminar’s content in their day-to-day work. Participants would like to see training in the safe use of mechanized equipment and use of a Global Positio ning System, and about a third would like to see the standard LogSafe training delivered at the MLEP conference.

Training options
When asked about future training options, “conduct an eight-hour LogSafe training seminar in the current format at the annual MLEP conference” received the highest number of responses (31 percent). Respondents could check as many options as they liked. About half as many responses were received for “conduct an eight-hour on-site LogSafe training on a specific piece of equipment” and roughly the same number for “a half-day LogSafe seminar and a half-day Safety Consultation visit.” There were few differences among employers, employees and sole proprietors on this ranking.

Recommendations
• Expand the survey next year to ask how how the training can be more relevant to day-today work.
