WHAT DOES STAFF RECOMMEND?
County control of 2,400 parking spaces within four blocks of the Arena – enough parking for about two-thirds of the events For the remaining one-third of events supplement these 2,400 spaces with:
Private market parking sold directly to users (1,417 daily-fee spaces within 4 blocks) On-street parking (963 spaces within 4 blocks) Shuttle service to park and ride locations within and/or outside downtown depending on the size of the event, the time of day and day of week of the event, and whether or not additional events are scheduled Public coordination of private market parking and park and ride service

HOW DO WE GET THESE 2,400 SPACES?
Parking Type County constructs a surface parking lot on the arena site County partners with City/State to use S.O.B. garage County partners with City/State to use S.O.B. surface lots County partners with City to use surface lot east of RR tracks County pays to construct additional parking on City land east of tracks County pays to construct new surface parking on City land @ Emporia/Lewis County pays to construct new surface parking under Kellogg at St. Francis County leases existing parking spaces from private owners* Spaces 262 450 253 347 213 175 100 600 2,400 *Another more costly option is for the County to pay to construct a parking garage on the City land east of the railroad tracks
