Message from the director of the Apprenticeship unit The Apprenticeship unit at the Minnesota Department of Labor and Industry (DLI) is proud to launch this directory of approved Minnesota apprenticeship training programs and sponsors. The directory is designed to serve as a resource tool for Minnesota employers interested in apprenticeship training. Employers who are willing to ensure their future business needs are met by investing in the training and education of employees through registered apprenticeship programs make a good investment for their company’s future. DLI’s Apprenticeship unit continues to serve as a support mechanism to Minnesota’s businesses by promoting, developing, certifying and monitoring quality registered apprenticeship training programs. This service is free for all employers. Keeping businesses informed with the various types of apprenticeship promotional materials is essential to our program. Building Minnesota’s Workforce Through Apprenticeship is designed to provide information to a variety of audiences, most importantly employers looking for help determining the type of training needed to train a current or future workforce. A copy of this booklet may be downloaded from the apprenticeship page on the DLI Web site at www.doli.state.mn.us/appr.html. We have also revised our brochure directed toward veterans, developed informational bookmarks and created a pocket-sized apprenticeship “Q and A” piece for students. We believe these promotional items are essential to the people seeking information about the “other four-year degree.” Employers who implement apprenticeship programs today will be but a few short years away from a fully trained workforce. Employers who choose not to implement any type of structured training program will always be looking for trained employees, while those employers using apprenticeship programs will be “growing their own.” Therefore, the purpose of this directory is to acknowledge the support and foresight of all of the registered sponsors found in this booklet. The listed sponsors of apprenticeship training programs are doing their part to preserve the state’s skill-based workforce.

Mission and vision for registered apprenticeship in Minnesota The Minnesota Department of Labor and Industry’s mission is “to ensure Minnesota’s work and living environments are equitable, healthy and safe.” Using this as the foundation, the department’s Apprenticeship unit’s mission – with advice, support and guidance from the Minnesota Apprenticeship Advisory Council – is “to promote, develop, certify and monitor quality registered apprenticeship training programs for Minnesota’s workplaces.” The mission of the Minnesota Apprenticeship Advisory Council is to support and provide timely advice to the Department of Labor and Industry’s Apprenticeship unit in its efforts to ensure quality apprenticeship training programs for Minnesota’s workplaces. The Minnesota Apprenticeship Advisory Council’s vision statements are: • Apprentice occupations offer a meaningful career path to rewarding lifelong employment. • Apprenticeship programs provide equal access for all members of society. • Apprenticeship training should spread throughout the state and across a wide variety of occupations and industries. • Apprenticeship training requires participants to be highly motivated and academically prepared to learn high-skill occupations. • Apprenticeship training significantly enhances the workplace skills of apprentices and instills in them an understanding of the need for lifelong learning. • Apprenticeship graduates are highly trained and highly skilled for productive and rewarding careers. Minnesota apprenticeship training programs, through strong partnerships with industry, labor, education and government, deliver high-quality service to its customers, supported by the latest technology. Through qualified and widely used joint employer/employee sponsorship, apprenticeship graduates are highly skilled and highly trained employees who have greater advancement possibilities and status in the workplace. DLI Apprenticeship strives to provide equal access to all members of society. What is registered apprenticeship training? Registered apprenticeship training in Minnesota is a formal system of employee training that combines on-the-job training with related technical instruction. It is designed to produce skilled workers who are fully competent in all aspects of an occupation, including knowledge, skill and proficiency on the job. With apprenticeship training, there is a written agreement between the apprentice and the sponsor, approved and registered with the state of Minnesota, that specifies the length of the training, school hours, an outline of the skills of the trade to be learned and the wages the apprentice will receive throughout training. Minnesota’s apprenticeship program assists employers in designing their apprenticeship program, which provides apprentices with specific skills, training and job-related instruction tailored to the company’s immediate and long-term needs.

What is a sponsor? A sponsor is a single employer, group of employers, a Joint Apprenticeship Training Council (JATC) – which consists of equal representation of union and management personnel – or a public institution that has committed adequate resources to the training or upgrading of their employees. Further, apprenticeship programs are beneficial and useful for both union and nonunion sponsor’s needs. What are the benefits of becoming a sponsor? Current sponsors of registered apprenticeship programs will confirm the benefits are: • lower employee turnover; • more productive employees; • highly motivated employees; • more employees with overall job satisfaction; • better applicants attracted to apprenticeship programs; • improved employee safety records; and • future employees taught sponsor-identified work ethics and employability skills. What is an apprentice? An apprentice is a person at least 16 years of age, who has entered into a written training agreement with an employer. The training agreement provides for not less than 2,000 hours of reasonably continuous employment and for participation in an approved training program employment and concurrent, supplementary education in related subjects. If an employer hires an apprentice under the age of 18, it is recommended the employer call DLI’s Apprenticeship unit to determine if the apprenticeship deals with hazardous occupational duties. In those cases, the apprentice will need a special exemption or the employer could be found to be in violation of Minnesota child labor law. How many apprentices have participated in the state’s registered program? The federal government recognized the need for states to have trained and skilled workers and subsequently approved the Minnesota Apprenticeship Program submitted in 1939. Upon approval by the federal Bureau of Apprenticeship, the state of Minnesota conducted its first Apprenticeship Advisory Council meeting Sept. 18, 1939, chaired by Dr. C.A. Prosser of the Dunwoody Institute in Minneapolis. Since the start of the state’s apprenticeship training program in 1939, more than 130,000 apprentices have been registered in Minnesota and thousands of large and small businesses have trained those apprentices to meet the needs of the specific company and industry, as well as to provide highly skilled, high-wage jobs for the apprentices.

What are the benefits of a registered apprenticeship program? Employers are becoming increasingly concerned about the shortage of job candidates with the necessary skills and abilities to help keep their company competitive. Apprenticeship helps recruit viable employees. Employers need well-trained people and registered apprenticeship is the mechanism that can – and does – provide the structure to ensure employers have well trained, safe and motivated employees. Many times, employers are unable to hire employees who have the skills necessary to step into a position and be fully productive on a job. Apprenticeship allows the employer to “grow their own” skilled workers. Apprentices gain valuable skills and knowledge, which makes the employer more competitive. Both the apprentice and the employer gain through registered apprenticeship programs. After successfully completing the prescribed hours of on-the-job training and related technical instruction, the apprentice will be graduated as a highly skilled worker and a fully productive member of the organization. Are registered apprenticeship training programs good for Minnesota? Registered apprenticeship training programs are good for Minnesota, because they keep sponsors highly competitive in local and world markets. Registered apprenticeship programs provide sponsors with: • highly skilled workers at all levels within the company; • workers trained in a structured, sequential training program that begins with entry-level skills and concludes with complex occupational skills; • quality products produced by apprentices and apprentice graduates who have been trained in all aspects of the sponsors product lines; • employees who earn a higher wage because of the acquired skills they learned during their apprenticeship program. Finally, apprenticeship programs provide apprentices and graduate apprentices with more spending power, because of earning higher wages, which in turn adds to the quality of life for all Minnesotans. Are sponsors satisfied with their apprenticeship programs? Can I talk to a sponsor about their apprenticeship training? As an employer interested in obtaining more information about registered apprenticeship programs, can I call any of the sponsors appearing in this document to talk to them about their apprenticeship program? Yes, this booklet is intended to recognize sponsors who have committed to using the apprenticeship program to ensure all of their employees are trained to company expectations. The sponsors have chosen to maximize their training dollars, by using a state of Minnesota registered apprenticeship training program. Talking with the person identified in the company is encouraged. In most cases, the sponsors are very proud of their training program and will discuss their programs strengths and benefits. Note: If you are an individual searching for a job, calling a sponsor would not be the proper method of seeking employment. You are encouraged to send a letter of employment inquiry to the sponsor if you feel you qualify for a position in the company. How do I set up a similar registered apprenticeship training program? To set up an apprenticeship program, the employer must have occupations suitable for apprenticeship training. If an employer is interested in pursuing registration of an apprenticeship program, a field representative from the Department of Labor and Industry Apprenticeship unit will meet with the employer to assist in the development of the program. The Apprenticeship unit uses several criteria to determine if an occupation should, or can, be an apprenticeable trade. Generally the occupation must: • involve manual, mechanical or technical skills and require at least 2,000 hours of training; • be customarily learned in a practical way, through on-the-job training and classroom technical instruction; • be clearly identified and recognized throughout an industry or profession as an occupation, the occupation may have upward mobility for career advancement. If the occupation is deemed apprenticeable, the Apprenticeship unit field representative will continue to meet with the employer to develop and register the program. This involves identifying work processes and related instruction. It is generally the most time-consuming part of the process, because this is when the program will be tailored to the company’s needs. A tour is made of the work area to ensure all the training can be provided as outlined and to identify the skilled worker(s) who will assist in the training of the apprentices. After the program

is established, the employer recruits the applicants and completes the apprentice training agreements. The unit's field representatives are available to provide continual and timely supportive services to all sponsors after they have registered with the Apprenticeship unit. The Minnesota Department of Labor and Industry is the state’s approving agency for apprenticeship programs. Role of the Department of Labor and Industry’s Apprenticeship unit The Apprenticeship unit promotes, develops, certifies and monitors quality registered apprenticeship training programs for Minnesota’s workplaces. Upon the employer’s request, one of the Apprenticeship unit’s five senior field representatives will: • • • • provide employers with detailed information about how the apprenticeship program operates; provide technical assistance for developing a training program to fit the employer’s specific needs; act as liaison with local education agencies to recommend related technical instruction based on company or individual needs; and provide continual support to the sponsor and to the apprentice, through the duration of the apprenticeship training program.

If an employee in training is an eligible veteran, can they receive GI benefits? Yes, if the veteran is eligible, he or she may receive their full GI benefits if they are registered in a state of Minnesota registered apprenticeship or on-the-job training (OJT) program. If the employer or the veteran contact the Apprenticeship unit prior to the beginning of their training, the unit will assist the veteran to complete and submit the necessary VA forms allowing the veteran to begin receiving benefits. Another benefit for veterans on the GI Bill is the VA will pay the costs of a license or certification test for certain occupations. DLI Apprenticeship staff can further explain this benefit.
