Q.22 Now for something a little different. Governor Brown has proposed a plan to change the way
the state transports water from Northern California to the agricultural areas of the Central Valley
and to Southern California cities. The plan has two main parts. The plan would build miles-long
tunnels to divert water from the Sacramento River to the south, and it would also restore more
than 100,000 acres of wildlife habitat, which is fragile and environmentally endangered.
From what you know, would you favor or oppose Governor Brown's proposal to change the way
the state transports water?

the way the state transports water. The plan would cost 25 billion dollars, paid for partly with
higher water bills for many people and partly with state and federal funds. Now let me ask you

way the state transports water?

Q.24 Now I am going to ask you about another proposal. This proposal is separate from Governor
Brown's plan that we just discussed. As you may know, some people are proposing that the state
raise money by issuing a bond to pay for water improvement projects throughout California. The
funds would be used to do such things as clean up groundwater and repair levees, and they would
also be used to help restore fish and wildlife habitats.
From what you know, would you favor or oppose this proposal to finance water improvement
projects throughout the state?

Q.25 Now let me read you a little more information. The state will have to borrow possibly
between 5 and 6 billion dollars for this proposal to finance such water improvement projects, to be
repaid eventually out of the state budget. Knowing this information, do you think these water
improvement projects are worth borrowing between 5 and 6 billion dollars, or not?

Q.26 Now I'm going to read you a pair of statements about this bond proposal to finance water
projects throughout the state.
Supporters of this bond proposal say the current water system is inadequate, leaving many
Californians without enough water and putting our future water supply at risk. This plan would
upgrade our water system and secure a reliable, long-term water supply that is vital to California's
economy and quality of life.
OR
Opponents of this bond proposal say California has more important priorities right now than
billions in more wasteful government spending. This plan would just raise water costs for
Californians without actually solving the problem, and is just another pork project for Sacramento
politicians to get perks for their own districts.
Now that you've heard more information, from what you know, would you vote yes to support or no
to oppose this bond proposal to finance water projects throughout the state?

Q.36 Now let me give you some more information.
[750 Respondents]
(SPLIT A) In response to the court order, Governor Brown and other state leaders have proposed
a plan to ease prison crowding without releasing any inmates early.
[750 Respondents]
(SPLIT B) In response to the court order, some people have proposed a plan to ease prison
crowding without releasing any inmates early.
The plan has a couple parts, but I'll want to get your opinion on the overall plan.
They will ask the courts for more time to reduce the prison population, so they can expand
rehabilitation services for inmates, such as drug and mental health treatment. They believe that
with such help, more offenders will stay out of prison once they have served their time. Supporters
say that will ultimately reduce the prison population. Expanding those rehabilitation services
would initially cost 75 million dollars, and an additional 240 million dollars would be divided up
between rehabilitation services and the state's general fund.
If the courts do not give the state extra time to reduce the prison population, the state cannot have
more time. If that happens, the state will move thousands of inmates to privately-owned prisons in
California and other states, and to some county jails and other facilities. That would cost 315
million dollars the first year, paid from the state's budget reserve.
Now from what you know, do you favor or oppose this plan to reduce the prison population by
expanding rehabilitation services if the court grants more time, and if the court does not grant
more time, move prisoners to other prisons and jails?

Q.37 Now for something a little different. As you may know, in 2008, California voters approved a
ballot proposition to borrow 9 billion dollars to build a high-speed rail line connecting Southern
California and the San Francisco Bay Area. Since 2008, construction of the high-speed rail line
has been delayed several times and has run into problems with funding and environmental
clearances. Construction is now slated to begin in 2014. Meanwhile, whether the project should
proceed is the subject of a court dispute.
From what you know, do you believe this project should be allowed to go ahead, or do you believe
it should be stopped?

Q.45 Now let me read you a little more information. Hyperloop is a working concept, not a finished
product. However, some people, including Musk, have proposed Hyperloop as an alternative to
the high-speed rail line connecting Southern California and the San Francisco Bay Area.
According to Musk, using Hyperloop, the trip would take 30 minutes.
