Guam Department of Labor Right Sizing Strategies for Growth

For the past few years, the Guam Department of Labor (GDOL) has consistently and purposefully began cultivating right sizing strategies and posturing for growth. GDOL continues to navigate the many programs and empowers workforce teams to deliver Guam’s workforce agenda, especially at a time of critical review for embracing Guam’s position for population growth and economic expansion due to the military’s global repositioning in the Pacific Theater. Jun-03 Courtesy Visit with USDOL ETA: Maria Connelley, Chairperson of the Guam Workforce Investment Board (GWIB), visited USDOL ETA Region VI Regional Administrator Armando Quiroz, John Humphrey, Jon Lampman, and John Jacobs. Topics on workforce investment system and military build-up were discussed. ETA Technical Assistance and Training (TAT): USDOL ETA Region VI John Jacobs and Jon Lampman provided TAT to Case Managers from Guam and Republic of Palau. During the Guam visit, ETA made a courtesy visit with Commander Naval Forces Marianas, Captain McNaught, Commanding Officer, Naval Base and discussed workforce development, training, and services available at the One Stop Career Center. ETA officials were accompanied by Maria Connelley, and Ms. Roxanne Garrido, Director Agency for Human Resources Development (AHRD). Pacific Jurisdiction Meeting in Honolulu: USDOL ETA Rosemary Cowan, John Jacobs, and Maria Weidmark met with pacific jurisdiction WIA Directors and staff. Guam, CNMI, Republic of Palau, Federated States of Micronesia, and American Samoa officials and discussed uniqueness and challenges of each insular areas. Workforce development, policy for Master Craftsmen, registered apprenticeship and other structured training for demand-driven occupations were also addressed. Guam Workforce Summit Strategic Plan: Arranged and facilitated by USDOL ETA John Jacobs and Maria Weidmark, Guam GWIB Chairperson, Maria Connelley met with Ernesto Sirolli of Sirolli Institute and discussed enterprise facilitation strategies for Guam. Governor Felix Camacho appointed Director, Guam Department of Labor: GWIB Chairperson Maria Connelley accepted Governor Felix Camacho's appointment to lead Guam Department of Labor. USDOL OSHA in Marianas: USDOL OSHA, Regional Administrator Frank Strashiem, Connie Hunt, and Adrienne Huey visited GDOL. Concerns on the high number of non-English speaking workers in the

Marianas and need to form an alliance with the Guam Contractors Association, general contractors (small businesses) and safety community to reduce workplace injury and fatality were discussed. Aug-04 H-2B Visa Program: GDOL hosted Labor Conference for employers with non-immigrant hires under the H-2B Visa Program. Conference focused on employee's protection laws, regulatory compliance issues. Pacific WIASRD Training: USDOL ETA John Jacobs, Maria Weidmark, and GDOL MIS Jaime Rodriguez introduced the Pacific WIASRD; a data based system for WIA reporting requirements. Guam, CNMI, Republic of Palau, Federated States of Micronesia, and American Samoa representatives participated in the one-week hands on technical training in Guam. Guam Workforce and Economic Development Summit: USDOL ETA John Jacobs, Ernesto Sirolli of Sirolli Institute, and Mike McBreen, Oregon Workforce Investment Board, were guest speakers at the Guam Workforce and Economic Development Summit. Approximately 300 participants from businesses, NGO, educators, and government representatives attended the 2-day summit and appreciative inquiry discussions. One Stop Career Center Co-location of Partners: WIA, Wagner Peyser, SCSEP moved from three separate locations and into one facility located in the central part of Guam, Hagatna. WIA Funds Leveraged For USDOL BAT Approved Apprenticeship: GDOL/AHRD entered into an agreement with Guam Power Authority and Guam Shipyard to train WIA Youth at Risks, Adults and Dislocated Workers in pre-apprenticeship and registered apprenticeship for industrial skilled positions. Life Long Learning: GDOL submitted to USDOL ETA the Learning Continuum model - Governor Camacho's vision to improve the quality of life of Guam’s citizens. Courtesy Visit with USDOL OSHA: GDOL Director, Maria Connelley made a courtesy visit with USDOL OSHA and met with Deputy RA Christopher Lee, Connie Hunt, and Adrienne Huey and discussed challenges facing the Marianas with its large population of non-English speaking laborers.

Mar-05 Western Micronesia Regional Collaboration: Guam Governor Felix Camacho hosted the 4th Western Micronesia Chief Executives Summit. The Chief Executives approved to include workforce investment system initiative for regional collaboration. A Resurging Economy Summit: Guam Chamber of Commerce and Guam Economic Development Authority & Commerce (GEDCA) hosted a 2-day summit attended by business/community leaders, educations, NGO, community-based organizations and government agencies. USDOL Wage and Hour, RA George Friday Visits Guam: Regional Administrator George Friday, District RA Terrence Trotter, and local USDOL Wage & Hour representative Patrick Candoleta visited Governor Felix Camacho and key cabinet members and discussed Fair Labor Standards Act and wage and hour issues/concerns. USDOL OSHA, RA Frank Strashiem in CNMI for Governor's Annual Safety Conference: GDOL Director Maria Connelley, GDOL OSHA Consultation Administrator, Tony Anderson and staff attended the Governor’s Annual Safety conference. USDOL ETA Pacific Jurisdiction Meeting: WIA Directors from Guam, CNMI, Republic of Palau, and American Samoa met and discussed National strategic directions, innovations, transformations, and implementation. Courtesy Visit with Ms. Maureen Kleintop, Deputy Chief of Staff for Total Force Manpower and Personnel, Commander in Chief, US Pacific Fleet (CINCPACFLT): After the Pacific Jurisdiction Meeting, the Guam team (Maria Connelley, Peter Barcinas, Erica Perez and Vera Topasna) visited Ms. Kleintop to brief her on how GDOL is posturing for growth in an effort to address workforce needs, military spouses and training. Civilian Military Task Force (CMTF): By Executive Order 2006-10, Guam Governor Felix Camacho created the CMTF to maximize opportunities for the civilian and military community resulting from increases in military presence. BRAC Conference in Atlanta, Georgia: GDOL Director and governor's staff attended the BRAC conference and introductory meeting with Gary Kuwabara, OEA.

May-06 Guam Annual Safety Conference: Governor Felix Camacho and Guam Contractors Association hosted the Annual Safety Conference attended by local and federal contractors, general industry representatives, businesses, and government employees. Navy and Office of Economic Adjustment (OEA): Governor Felix Camacho and Guam National Guard commander Major General Donald Goldhorn held their first task force meeting to begin planning for the military expansion. DOD Office of Economic Adjustment members Anthony Gallegos and Gary Kuwabara were introduced to the CMTF members. USDOL ETA On-Site Review: Team Leader Rosemary Cowan, John Jacobs, Denise Dombek, and Yazmin Peralta conducted WIA and Wagner-Peyser on-site review and provided TAT for Guam and CNMI. Philippine Overseas Employment Administration (POEA): POEA and Philippine Consulate Teresita Mendiola met with GDOL officials and discussed collaborative efforts to protect non-immigrant employees. One-Stop Career Center Conference (OSCC): Hosted by the partners of the OSCC, approximately 350 employers, educators, NGO, community-based organizations, Consulate officials, and government officials from Guam and Northern Marianas attended the one-day conference. Ms. Rosemary Cowan, Division Chief, USDOL ETA was one of the guest speakers at the conference. AAFB Military Spouse Assistance Program: GDOL/AHRD MOA agreement with AAFB Family Service Center to support spouses and dependents eligible for OSCC services under the Dislocated Worker Program. DOI - Office of Insular Affairs - Business Opportunities in Honolulu: Governor Camacho and government of Guam agencies, businesses, and community leaders met with potential investors from CONUS. GDOL Courtesy Visit with Federal Agencies in Honolulu: GDOL Director, Maria Connelley, briefed each of the following federal officials of Guam’s workforce agenda: USDOL BAT Hawaii Office, OFCCP, Job Corps, and Department of Labor officials.

Nov-06 CNMI Workforce Development and Economic Summit: USDOL ETA Rosemary Cowan and GDOL Maria Connelley were guest speakers at the summit attended by business and community leaders, educators, and government officials. Western Micronesia Chief Executive Summit (WMCES): The 7TH WMCE met in CNMI. The Chief Executives support of the WIRED concept as the newest core emphasis areas of work is an achieved milestone for regional collaboration. USDOL State Directors Meeting: GDOL Director, Maria Connelley, AHRD Director, David Dell’Isola, and GWIB member Peter Barcinas attended the State Directors planning guidance meeting. Briefing on Military Expansion on Guam: GDOL Maria Connelley and OEA Gary Kuwabara briefed ETA officials on the Guam Integrated Military Development Plan. The comprehensive plan serves as the blue print on how U.S. Air Force and Navy Forces are to grow to complement the arrival of 8,000 Marines from the III Marine Expeditionary Force, Okinawa. Present at the briefing were: RA Richard Trigg, John Humphrey, Rosemary Cowan, John Jacobs, and Kirk Shrum. Joint Guam Program Office (JGPO): Major General David Bice and Captain Robert Lee, JGPO visited GDOL/AHRD officials and discussed manpower staffing and funds to train the local workforce. Federal and local government officials and community are working together to orchestrate and leverage available Federal and local resources for growth management to achieve and realize positive results. 5th Annual Labor Conference: GDOL hosted the 5th Annual Labor Conference for employers under the H-2B Visa Program. Among the guest speakers were: Ms. Karen Waltz-Davis, Fraud Prevention Manager, State Department, Manila Embassy; Walter Haith, OIC Guam Office, U.S. Citizenship and Immigration Services; Patrick Candoleta, USDOL Wage and Hour; Melinda Swaverly, Esq. Immigration Attorney; and James Martinez, Executive Director, Guam Contractors Association.
