KOCHI, OCT 04: An NIA special court on Friday sentenced 13 people to life imprisonment on charges of recruiting young men from Kerala for terrorist camps in Jammu and Kashmir. National Investigation Agency (NIA) special judge S. Vijayakumar had on Tuesday held the 13 guilty of waging war against the nation but let off five others for lack of evidence. Of the 13, four were handed out a double life term. They included T. Nazeer, the selfstyled south India chief of the terrorist group, Lashkare-Taiba. The right hemisphere processes intonation of language and general quantities. Men's technique measures and color-codes the varying thicknesses of subdivisions of the corpus callosum along its length, where nerves cross from one side of the brain to the other. These thicknesses indicate the number of nerves that cross and therefore how "connected" the two sides of the brain are in particular regions, which facilitate different functions depending on where the fibers cross along the length. Erasu was among a dozen ministers who had submitted their resignations to the chief minister following July 30 decision of Congress working committee giving the go ahead for splitting the state. His resignation had not been accepted. "The Congress' decision to bifurcate AP is against democracy. The Congress will be totally wiped out in Seemandhra," Erasu told reporters after meeting the governor. Last week, animal husbandry minister P Viswarupu had quit his post as well as the Congress party over the proposed bifurcation of the state. The incident is being labeled by many as Pakistan's attempt to do a second Kargil in the state. Army sources said intermittent firing continued in Shala Batu village between infiltrators and 1300 Gurkha Rifles jawans. The fighting has been going on in a one square kilometre area. The Army has been cautiously carrying out the operation since there are fears the infiltrators may have mined the area. Till now, five Army soldiers have been injured in the operation in which 12 infiltrators are reported have been killed. However, no bodies have been recovered from the area so far and the Army believes infiltrators could have taken them back across the LoC. The Pakistani Army has refuted the claims that its special troops were involved in the infiltration. The Indian Army suspects Pakistan's Border Action Team could be involved in the incident. Ironically, the infiltration took place just ahead of the crucial meeting between the Prime Ministers of India and Pakistan in New York on September 29, on the sidelines of the UN General Assembly. Meanwhile, the Army on Friday foiled another infiltration bid in Keran sector, killing two militants, a defence spokesman said.

The entries were evaluated and recommended for awards by a committee comprising, among others, Kuldeep Sinha, former Director General, Films Division, Government of India and S L Balmike prominent film expert. The Best Film in non-fiction category, Quality of Life, directed by Aakash Shakeel, deals with people suffering from mental ailment and highlights factors responsible for increase in the number of mentally ill people and the mental healthcare infrastructure available in Kashmir. Auqat, the Best Film in fiction category made in Dogri language, revolves round the struggle and aspirations of an unemployed graduate from a poor family and the dreams of his father about the future of his son who ultimately lands up accepting a job of a peon in place of his father on the latter's retirement.
Govt released Rs. 754.88 cr for implementation of CSS last fiscal: Sadhotra
SRINAGAR, OCT 04 : The Minister for Planning, Mr. Ajay Sadhotra informed the House that an amount of Rs. 754.88 crore was provided by the State Planning Department for the implementation of the Centrally Sponsored Schemes in the State during last financial year and against which Rs. 688.82 crore have been spent by the end of March 2013. Replying to a question by Mr. M. Y. Tarigami in Legislative Assembly here on Friday, the Minister said that the funds under Centrally Sponsored Schemes (CSS) do not lapse adding that un spent balances at the end of the financial year are revalidated by the concerned departments in the following years for their utilization. The Minister informed that at the end of 2012-13 out of the total availability of Central share of Rs. 4703.31 crore, an amount of Rs. 1150.55 crore has remained un-utilized under different Centrally Sponsored Schemes (CSS). He said the same are now being utilized far as possible. He however, said the decisions involving policy matters and having huge financial implications are critically examined by the concerned administrative departments and if found technically feasible are implemented in a phased manner subject to availability of resources. The Planning Minister said that the developmental works in the State particularly in respect of CSS have not been hampered for want of matching state share. He said while conveying authorization of the annual plans, the departments are advised to earmark the State share out of their allocations for the projects to be taken up under NABARD as per the norms / guidelines of the schemes adding that similarly, matching state share as per the funding pattern is being released in respect of various flagship programmes / CSS. Supplementaries were also raised by Mr. Harshdev Singh, Ms. Mehbooba Mufti Mr. G. M. Saroori, Ch. Zulafkar Ali, and Peer Mansoor.

The Minister said that out of total allocated funds an amount of Rs. 21.50 lakh has been spend so far for developing tourism related infrastructure and parking facilities for the tourists visiting the spot. One can understand that learning and the value-addition procedure is the domain of science and technology and even in mathematics, where the upgradation and the application of principles get increasingly enriched and progressively more dependable. Behaviour is another domain al together. Hence the basic question remains: Where do we go from here? Each individual is a separate script, each individual has his own symbols of expression, each individual has his own values of right and wrong. Each individtion are formed and personal strategies laid down. Some of us are more gifted in reading such behaviour and adapting to it. Some of us are not as adept. The laurels are often collected by people who are able to successfully conceal their real emotions and are able to strike the chord the situation demands. If all individual or group behaviour could be so easily programmed, the path to behavioural success would be simple. There would be coaching, training and operational universities in this domain. There are such institutions but without
certification of predictive validity. They are fiddling with wires in the dark. People handle conflict and emotions by techniques ranging from withdrawal to violence. Napoleon Bonaparte, the strategist, is reported to have stated that surprise is one of the biggest ingredients of conflict resolution. When this is laced up with treachery, concealment and rigorous planning, the goddess of success could smile. Smarter and more ruthless personalities are born, and they undo the successful people of yesteryears by applying techniques and methodology of the preceding victors. The chain goes on. The smarter leader of the currently dominating generation is more often than not betrayed by his own cohorts who want to be leaders. Other fatal errors are made. In an emotionally weak movement or out of smugness, the leader lets his defences down and is demolished. Most of all, it is soulful to realise that victory in the overall scheme of things is of righteousness and of an order which is moral in character. If this was not so, the history of the globe and humanity would have been different. The will of the larger cosmic order exists and that will ultimately decide not over a year, not for a decade, but in its own time.
Consider the act of being in love. Almost everyone has tried his hand at this emotion and almost everyone has gone through the same let-downs and the same heartaches. That has not prevented anyone from going through the next round of experimentation. Love and emotion is only the more visible and demonstrable set of human sentiments. There are larger numbers of other emotions including anger, envy, jealousy, gluttony and the list can be endless. The model of action, response and learning remains remarkably similar in all emotions. This model can be extended beyond the life span of individuals, societies and generations. Across the millennia people have said the same things in love, anger, hate and more. Sometimes, one wonders whether there is any cumulative human learning, and if so, what it totals up to.

The US Government shutdown, even if for a brief period, is a failure as much of the conciliatory efforts of the Obama Administration as it is of the Republicans who decided not to rise above politics. President Barack Obama has on several occasions reached out to the Republican Party, including Speaker John Boehner, but GOP leaders believe that he and his Democrat colleagues have not done enough to forge bipartisan consensus. At the crux of this showdown is the question of how to fund the federal Government. The Republicans, who control the House of Representatives, are determined not to pass any spending measures unless President Obama agrees to defund his flagship healthcare programme, The Affordable Care Act. Better known as Obamacare, the scheme which gives health insurance to uninsured, low-income Americans, has been a bone of contention between the Democrats and the Republicans, with the latter considering it to be an unacceptable expansion of state power. Either way, the tussle over Obamacare is nothing new. Nor is the partisan confrontation over Appropriation Bills that has become routine in recent years. Finally, members of Congress were well aware of the September 30 deadline when the previous funding bill, passed earlier in May, expired. In other words, everybody on Capitol Hill knew that this was coming but their inability to prevent it points to collective irresponsibility. As of now, there seems to be no resolution in sight. Mr Obama has made it clear that he will not cower before a cabal of far-Right legislators who refuse to pass a straightforward spending bill that pays for expenditure both Democrats and Republicans have already agreed upon. And so, on Tuesday, even as the federal Government went into shutdown mode, Senate Majority leader Harry Reid rejected a proposal from the House to appoint negotiators. Previously, the Senate had rebuffed Republican plans for continued funding to services such as maintaining national parks, veterans needs and the District of Columbia. Now, the Republican Party has clearly put its full weight behind a small, radical group of Conservatives who are leading the fight against Obamacare, even though a majority of moderates within the party does not endorse such a hardline approach and agrees that the stance is deeply damaging the party's prospects. Caught between a rock and a hard place, the Republicans have allowed the uproarious Tea Party to hold hostage the entire United States Government, as President Obama said on Tuesday ironically, the first day of enrolment in the regimes pet Obamacare project. The situation is eerily similar to 1996 the last time the US Government shut down in this manner when Mr Newt Gingrich as Speaker of the House took a similar stand against President Bill Clinton. Seventeen years later, it is Mr Ted Cruz, a Senator from Texas and the darling of the Tea Party, who has brought upon the avoidable crisis.The issue might worsen if Congress fails to pass the Bill that will increase the nation's borrowing limit. If that happens, the US will default on its payments for the first time ever. Needless to add, the failure will send shock waves across the world market.

Going by the reactions coming from Bihar, while the people are happy that justice has at last caught up with Mr Lalu Prasad, they are also questioning why only he and not others. He ruled Bihar twice - from 1990 to 1995, and returned for a second time from 1995 to 1997. When the fodder scam surfaced he had to step down, but he put his wife Rabri Devi as his puppet for eight years and virtually ruled the State from jail. He had also been a Union Minister from 2004 to 2009 as a partner in UPA1. He is the longest serving president of a political party today.

KOCHI, OCTOBER 4: The Kerala High Court on Thursday stayed further proceedings against Transport Commissioner Rishi Raj Singh on the basis of recommendations of the State Police Complaint Authority (SPCA) to initiate disciplinary action against him for not appearing before it in connection with the hearing of a complaint. Justice P.R. Ramachandra Menon stayed the proceedings for two months. The stay order came on a petition filed by the Transport Commissioner challenging the recommendations made by the SPCA . The authority had made the recommendations against Mr. Singh to the Chief Secretary for his failure to appear before it though he had been issued many summons. The complaint was filed by Welgate Video relating to raids conducted for seizing pirated CDs in 2006. In his petition, Mr. Singh said the authority had never served any summons on him. It was unheard in civil jurisprudence that penal action was recommended in a civil matter for not responding to the summons. In fact, the recommendation was made by the Chairman. It was not a full quorum decision or even a majority decision, he said. He also contended that he was protected by Section 113 of the Kerala Police Act. As per the section, there was total prohibition against prosecution of a police officer for action taken in good faith.

Sathasivam and Ranjan Gogoi said that it would hear the petition on October 8. Mentioning the matter, Mr. Swamy said it required urgent hearing in view of the approval accorded to the deal by the central government. Mr. Swamy had in his PIL sought a direction to set aside and revoke any action or decision or grant of any further approvals/permissions/ permits, etc. by the respondent (govt) authorities, based upon, relying upon or in furtherance of the impugned bilateral dated April 24. The petitioner challenges such arbitrary, irrational and mala fide act of grant of largesse in the form of bilateral/MoU dated April 24 and by way of the present petition seeks an investigation under the supervision of this court into the matters of national and public interest, he has said in his petition. He has also sought a CBI probe against the government officials who had cleared the deal. He questioned the Centres decision to execute the agreement in favour of Abu Dhabi under the existing Air Service Agreement between the governments of India and the UAE. The apex court on August 29 had conducted two-hour-long in-camera proceedings in the case for knowing the Centres stand and perusing top secret documents which formed the basis for interception of her calls. The apex court had decided on in-camera hearing after it found that many controversial and sensitive information and names of people figure in the various reports disclosure of which in public domain could harm national interest and could tarnish the image of people till they were established. The conversations were recorded as part of surveillance of Radias phone on a complaint to the Finance Minister on November 16, 2007 alleging that within a span of nine years she had built up a business empire worth Rs 300 crore. The government had recorded 180 days of Ms. Radias conversations first from August 20, 2008 onwards for 60 days and then from October 19 for another 60 days. Later, on May 11, 2009, her phone was again put on surveillance for another 60 days following a fresh order given on May 8. The apex court had ordered setting up of a team of investigators to examine the contents of the conversations. The court had perused the report and transcripts prepared by the special team of investigators and said that some of the items highlighted will become the subject matter of investigation.
HOSHIARPUR (PUNJAB): Police on Friday booked a 21-year-old man for allegedly raping a teenager at Rehali village in the district.The 19-year-old girl's mother today filed a complaint that Surjit Singh committed the crime around three months ago, a police officer said. Surjit, who used to visit the girl's house, got her engaged with his brother-in-law. But around three months ago Surjit came to their house in the evening and raped the girl after spiking her drink, according to the complaint. After a month of the incident, the girl's mother got her abortion done, police said.A case of rape was registered against Surjit, the officer said, adding the accused has been absconding.

HAZARIBAG: A 20-yearold woman was allegedly killed by her husband and in-laws for dowry in Boria Ganpachho village under Barkatha police station, according to police sources. According to the FIR lodged by the victim's brother Pankaj Kumar, Pramila Devi was married to Mahendra Prasad Mahto, two years back and handsome cash and gifts were given to the groom's family as per their demands. However, Mahto's greed knew no bounds and Pramila Devi's father had a tough time meeting them. Only few days back, Mahendra asked for a new motor cycle and a gold chain, alleged Pankaj. However, her family could not fulfill their demands, this time and Pramila had to bear the brunt of it. It is alleged her in-laws shoved her into a well thus killing her. After she went missing, her family along with other villagers looked for her in and around the village. On Wednesday, they found Pramila's body floating inside the well and informed police. The ongoing political uncertainty over the budget and the debt ceiling does not help. The government shutdown is bad enough, but failure to raise the debt ceiling would be far worse, and could very seriously damage not only the US economy, but the entire global economy, IMF Managing Director Christine Lagarde, said. So it is mission-critical that this be resolved as soon as possible, Ms. Lagarde said in her address to the George Washington University. The United States, she said, needs to slow down and hurry up, she added. That means replacing the sequester with more back-loaded measures that do not hurt the recovery. At the same time, the US needs to do more to make debt sustainable by containing the growth of entitlement spending and raising revenues, Ms. Lagarde said. Japan, she said, also needs a credible plan to bring down its debt, which is approaching 250 percent of GDP and amounts to about USD90,000 for every man, woman, and child in Japan. The initial consumption tax increase is a welcome first step. Entitlement reform is the next one. Without these policy fundamentals, any gains made so far could eas-
ily melt away, she said. The fiscal and financial efforts must be complemented by structural reforms - to make sure that policies to boost demand are supported by policies to boost supply. MUMBAI, OCTOBER 4: Rising for the third day, the BSE benchmark Sensex on Friday inched up by 14 points to end at a nearly two-week high of 19,915.95 in a volatile session ahead of the September quarter earnings season. Stocks took support from a stronger rupee which was last trading at 61.45 levels versus the dollar compared to 61.73 on Thursday. After touching the days high of 20,052, the Sensex fell to a low of 19,833.17 before ending moderately higher by 13.88 points, or 0.07 per cent, at 19,915.95. The gauge had gained 522 points in the last two trading sessions. For the entire week, Sensex gained 188.68 points or 0.96 per cent. Intraday volatility was high as investors were seen cautious ahead of Q2 FY14 results starting in coming and fell by 2.40 points, or 0.04 per cent, at 5,907.30. Also, SX40 index, the flagship index of MCX-SX, ended at 11,852.38, down 0.89 points or 0.01 per cent. Brokers said while governments plan to inject funds in PSU banks to provide cheaper loans sparked off interest in interest-sensitive stocks but a mixed trend in global markets capped gains.In 30-share Sensex, 15 stocks gained while other 15 ended with losses. Govt may appoint global experts on sharp fall in KG-D6 gas output
NEW DELHI, OCTOBER 4: Oil Minister M. Veerappa Moily on Friday hinted that the government may appoint an international expert to ascertain the reasons for sharp fall in natural gas production at Reliance Industries KG-D6 fields. There are world renowned experts who definitely can go into these things and can come out with the truth. We dont want to prevent any truth from coming out, he told reporters on the sidelines of a conference organised by Indian Chamber of Commerce. Oil regulator DGH has blamed RILs failure to drill committed wells for the gas output falling by 80 per cent to 10 million standard cubic metres per day from the main D1 & D3 fields in KG-D6 block, instead of rising to the planned 80 mmscmd. On the other hand, RIL and its partner BP plc of UK feel that the reserves have dropped one-third to under 3 trillion cubic feet due to previously unknown geological factors and the undrilled quota of 11 wells would not increase production. Mr. Moilys ministry has been mulling appointing an international reservoir expert to ascertain facts. PUNE, OCT 02: Areas having a minimum of 200 Urduspeaking population can now have Urdu-medium schools, provided at least 30 students from such pockets are willing to study in each school, a statement issued by the state education department said. The government has recently given a go-ahead to local selfgovernment bodies like zilla parishads, municipal corporations, municipal councils and cantonment boards in the state to open Urdu-medium schools
as per the requirement. As per figures supplied by the state government, Maharashtra has 1.03 lakh primary and secondary schools. It includes around 4,785 Urdu-medium, 9,130 English-medium and 87,120 Marathi-medium schools. The government's decision to allow local self-government bodies to open Urdu-medium schools has come in the wake of last month's move to clear a Rs 10-crore package for 200 of the 1,889 madarsas in the state.
