KOCHI, OCT 04: An NIA special court on Friday sentenced 13 people to life imprisonment on charges of recruiting young men from Kerala for terrorist camps in Jammu and Kashmir. National Investigation Agency (NIA) special judge S. Vijayakumar had on Tuesday held the 13 guilty of waging war against the nation but let off five others for lack of evidence. Of the 13, four were handed out a double life term. They included T. Nazeer, the selfstyled south India chief of the terrorist group, Lashkare-Taiba. Railways has imposed 15 per cent levy as the busy season charge on all commodities from October 1 and the FAClinked revision is likely to take effect from October 10. According to the budget proposal, the fuel component is segregated from tariff as FAC and the railways is expected to revise the passenger and freight tariff after every six months taking into account the input cost and the prevailing market condition.

NEW DELHI, OCT 04: As part of efforts to build up military infrastructure along the border with China, the IAF on Friday said it plans to develop a fighter aircraft base at Nyoma in Ladakh and is upgrading seven airfields for carrying out 24X7 operations in the northeast. The service is also considering extending the runway length and upgrading the Kargil airfield close to the Line of Control with Pakistan, its chief NAK Browne. "Nyoma is an important location for both the Army and the IAF in the south east of Ladakh where we have good weather all round the year... The cost of developing the

air base would be around Rs 2,173 crore and it will take 45 years to develop it," he said, addressing the 81st Air Force Day press conference. Browne said the proposal for developing the Nyoma air field was mooted in 2010 with the landing of an An-32 transport aircraft there. It is right now with the finance ministry and is expected to

KERAN INFILTRATION : TRUTH NOT TOLD

ROHIT SINGH RANA With a ban like situation imposed by the army on its operations in Shala Batu area Keran sector it is not clear what actually happened at this sensitive area eleven days back. It is intriguing why the army held back the information of the heavy infiltration and occupation of a ghost village when the Prime Minister was in New York readying to meet Nawaz Sharif. Perhaps he could have been given a lever to tell Pakistan more bluntly about its misadventure. Did army knew about the incursion is another r matter. But on a whole the picture that is unfolding is not to the best interests of the nation. It will be unfair to directly implicate the army and hold it responsible. But if truth is not told and analysed thread bare, it will have even graver implication for the security of the country. Having said so, the questions remain unanswered. Responsibility has to be fixed on some one. If as per reports, one unit of army was withdrawing and other was taking its place during the process why the bunkers were not manned till the deployment of the other unit was made complete is not clear. Army is not supposed to work like a government office, where employees come at their sweet will have a laid back attitude and work at a leisurely pace. Especially in a such a sensitive and terror prone border area, where from across the LoC hundreds of die hard terrorists are waiting to be launched in a war against India, such a laid back attitude is last that could be tolerated. Seems Kargil lessons are yet to be learnt. Obviously if the national leadership had learnt the lessons of 1962 Chinese treachery, it would have faced today the Chinese from a position of strength. They would not have developed the audacity to intrude at their sweet will that too at the moment of their own choosing. The question is why the army not report the heavy infiltration when it was reported on 24th September. By 29th September the full blown infiltration was already evident. Why the army chief did not share this information with his defence minister or why the Prime Minister was not informed of the intrusion, when he was in New York. It raises doubts that either the army was not willing to share its responsibility or it was hiding the facts. On both counts it has to do some soul searching. We regard our armed forces in highest esteem but there are times when it has to share its blame and responsibility. Hiding behind a ban or not revealing the truth will have a detrimental effect of our forces. It is also in uncertain whether the Prime Minister would have taken up the issue with Nawaz Sharif. The Indian foreign office was too busy to get the two people meet. The result for us was Keran and Dehati Aurat. Remember Kargil, the same sinister settings are repeated. Vajpayee goes in Bus to Lahore. Nawaz Sharif is Prime Minister. Behind Vajpayee, in the Kashmir Himalayas, Kargil operations are given final touches by Gen. Musharraf. Slowly Pak army takes over positions vacated by Indian army. Fourteen years down the line Pak Special Forces capture Indian bunkers and occupy a ghost village. As this goes on Nawaz Sharif is yet again the Prime Minister of Pakistan. The bus diplomacy now turns to New York. The two Prime Ministers meet. Nothing happens. Sharif returns home with shoulders held high and Manmohan gets Keran in gift. This way the story is complete a full repeat takes place. May be Shala Batu is not another kargil but it is not less significant. It has exposed that we have not learnt from Kargil and how long will we continue to behave in the same way is distressing for the nation to think.

In jail too, he will get his share of jail lime light. Sentenced to five years of rigorous imprisonment, he will have to do some work and earn. Intriguingly, the Jail Superintendent thinks that due to his status, he will not be given heavy work. It is baffling on the part of the jail head to think he has a status higher than other jail inmates. Ok, he may not be given tough job but to treat him a celebrity in jail is not good. However, who cares for he brings in his Lalu magic with him in the jail too. He will be given the job of teaching jail inmates political science. Funny yet true, he has addressed Harvard Business School and Indian Institute of Management Ahmadabad. For what is yet a riddle? Political science and he may be a good combination but his social theories stand already rejected by the Bihar people. What he will teach the Jail inmates is a matter of curiosity but it could be otherwise too. When his students come out how they will behave, a research project on them is for asking. His resignation had not been accepted. "The Congress' decision to bifurcate AP is against democracy. The Congress will be totally wiped out in Seemandhra," Erasu told reporters after meeting the governor. Last week, animal husbandry minister P Viswarupu had quit his post as well as the Congress party over the proposed bifurcation of the state. His resignation was accepted by the governor on the advice of the chief minister. Meanwhile, YSR Congress chief Y S Jaganmohan Reddy, whose release from jail a few days ago is expected to provide added political muscle to the anti-Telangana movement, has announced he would undertake an indefinite fast from tomorrow against the Centre's decision to divide Andhra Pradesh. A delegation of YSR Congress party would call on the President and others to highlight "injustice" being meted out to Seemandhra region, Jaganmohan, whose movement had been restricted by the order of a court which granted him bail in a disproportionate assets case, said. He criticised the Centre for doing away with the practice of bringing a resolution for creation of Telangana in the state assembly for passage before deciding to bifurcate the state. Protests fuelled by the Centre's decision on Telangana have engulfed large parts of Seemandhra region with thousands of staterun buses off the roads. Global currency market sentiment is likely to be driven by the US deficit and debt ceiling negotiations, with markets likely to turn more risk averse closer to October 17, the date by which the US Congress must approve raising the country's borrowing limit. "The market should not be very complacent seeing the rupee stability. The economy fundamentally is worse off from a year earlier as the fiscal deficit is higher and growth is lower," said Samir Lodha, managing director at QuantArt Market Solutions. "The rupee will remain vulnerable to any dollar strength," he said. The partially convertible rupee closed at 61.43/44 per dollar compared with 61.735/745 on Thursday, a third day of rise and a fourth week of gains out of five. It rose to 61.25 in the session, its best level since August 13. Earlier in the session, stop-losses were triggered after the rupee hit 61.64, which marked the highest since the Federal Reserve's surprise decision to continue its bond stimulus last month. The currency's gains have come as the dollar continued to struggle near an eight-month low as the US government shutdown dragged on. Meanwhile, the euro held firm, boosted by positive euro zone data. In the offshore non-deliverable forwards, the one-month contract was at 61.91, while the three-month was at 62.94. In the currency futures market, the most-traded near-month dollar/rupee contracts on the National Stock Exchange, the MCX-SX and the United Stock Exchange all closed at around 61.82 with total traded volume of $2.7 billion.

For the first time, the EC will provide "none of the above" (NOTA) button on electronic voting machines (EVMs). "On the balloting unit, below the name of the last candidate, there will now be a button for NOTA option so that electors who do not want to vote for any of the candidates can exercise this option by pressing the button against NOTA. The CEC Sampath said the Commission would be spreading awareness among the voters about this new option, through fieldlevel officials to be especially trained for the purpose. It may be recalled that a September 27 judgment of the Supreme Court had directed the EC to provide NOTA option on the ballot papers and EVMs. Another recent Supreme Court judgment that will be implemented in the upcoming polls is the requirement of having all columns filled in affidavits to be filed by the candidate. A September 13 order of the apex court had made it obligatory for the returning officer "to check whether the information required is fully furnished at the time of filing of affidavit with nomination paper". If a candidate leaves any column blank, the returning officer will issue a notice to him to file the affidavit with all columns filled. If the candidate still fails to fall the columns, the nomination paper will be liable to be rejected. The incident is being labeled by many as Pakistan's attempt to do a second Kargil in the state. Army sources said intermittent firing continued in Shala Batu village between infiltrators and 1300 Gurkha Rifles jawans. The fighting has been going on in a one square kilometre area. The Army has been cautiously carrying out the operation since there are fears the infiltrators may have mined the area. Till now, five Army soldiers have been injured in the operation in which 12 infiltrators are reported have been killed. However, no bodies have been recovered from the area so far and the Army believes infiltrators could have taken them back across the LoC. The Pakistani Army has refuted the claims that its special troops were involved in the infiltration. The Indian Army suspects Pakistan's Border Action Team could be involved in the incident. Ironically, the infiltration took place just ahead of the crucial meeting between the Prime Ministers of India and Pakistan in New York on September 29, on the sidelines of the UN General Assembly. Meanwhile, the Army on Friday foiled another infiltration bid in Keran sector, killing two militants, a defence spokesman said.

Meet Dr Nirmal Singh and you will find a man of impeccable manners and chiseled demeanor. Every inch an academic and first impression one gets, the man is misfit in the politics. But as one talks with him and conversation unfolds, you gradually get an impression that a cold calculating politician with fine political acumen is getting better of you. It is a learning process to be with him and talking. Dr Nirmal Singh represents the return of good honest and intellectual politicians who are willing to leave for a considerable period , the hallowed walls of academia and work for the people.What makes him more special is his humble back ground where from he rose gradually up by sheer hard work. That makes a substantial difference because here is a learned man teaching History in Jammu University and at the same time bringing flavor of Mother India to the politics.

Student Age Editor -in- Chief Rohit Singh Rana had a talk with him on various issues. Here we present the full conversation so as to share his thoughts with our esteemed readers.
4ROHIT SINGH RANA: Dr. Sahib you have fought Parliamentary elections three times. Tell us how you could do it especially about your past? 4DR NIRMAL SINGH: I am from a poor family. My father was in the army who after retirement took to agriculture. Since my formative years I have been associated with agriculture and there is not a single work right from sowing to harvesting or even milking cows that escaped my hands. My brothers too joined me in various aspects of farming. I joined MAM College in 1972. At the same time I joined RSS where I was a Pracharak, the whole timer. During emergency I was interned and booked under Defence of India Rule. Then I joined Akhil Bharitiya Vidhathi Parishad (ABVP). In the mean time I went to Ludhiana and joined a job as lecturer. I was there till 1989. In that year I was joined Jammu University. In 1990 I was given the job of coordinating rehabilitation and relief effort of RSS forKashmiri displaced people who had come out of Kashmir as a result of terrorism? I was made ABVP President and after the death of Pandit Vaid Vishnu Dutt jee I fought the elections from Jammu Poonch constituency. I was at number two after the results of the polling. I lost with A narrow margin attributed to whole scale rigging. After wards I was made state president BJP and then again I fought another MP election in 2004. This time I got three lakh two thousand votes, the highest polled by any BJP candidate in the state. With no anti incumbency factor to help me still I lost by a narrow margin of 17000 votes to the congress candidate. Soon after the Sri Amarnath agitation of 2008 I was in the thick of things with plunging myself headlong in the agitation which was a water shed movement for all nationalist and right minded people of the entire state. When the unfortunate episode of lifting the dead body of martyr Kuldeep Verma from Parade ground took place I was present at the scene and vehemently opposing the police atrocity. In no time I was arrested and sent to aremote border police post cut off from my party and people, for two days nobody knew where I actually was. Thence after my party asked me to contest for the Assembly elections. This time it was a neck to neck contest and again I lost by a very narrow margin of 2000 votes. 4ROHIT SINGH RANA: Education and politics are two different things. How you maintain a balance and do you think you are doing justice to both? 4DR. NIRMAL SINGH: Emphatically politics and education are two different things. Being a university teacher, it becomes more a sacred duty because you are in the portals of higher learning. Interestingly UGC gave a guide line in 1987 that university professors can join politics in order to bring in academic precision and learning into the humdrum and rumble tumble of politics. My party and RSS, my nursery of political and social grooming, gave me a go ahead and thus I joined politics. It was not a spontaneous decision but a calibrated one that prompted my entry into politics. Besides, I think I am fortunate to have inherited tough genes which enable me to click in both fields. In University I forget the Nirmal Singh as a politician. I make it a point that I take classes regularly and ask any of my students they will echo the same sentiments. Presently eight students are doing research under me. Interestingly one among them is doing PhD on Article 370 whether it has brought any good to the people of the state or not. My students are my real investment and they are sacred trust with me. 4ROHIT SINGH RANA: It is a fact that you lost every election. Were you unable to capitalize on the political situation or the kind of milage that BJP as a party gives you? 4DR NIRMAL SINGH: Constant shifting took a toll. First I was given Jammu Poonch Parliamentry constituency, followed by Gandhi Nagar Assembly seat. Then I was shifted to Doda- Udhampur parliamentary constituency. Still if you impartially analyse all these elections which I lost I was new to the voters. I got scant time to touch a chord with them. Yet I am highly thankful to the overwhelming support I received from every place, I contested. The very narrow margin, by which I lost tells that all. Yet in a democracy victory is a victory and a defeat is a defeat. This time I see the opportune moment to reverse the tide, if I am asked to join the election fray. Now people know me well. They have understood my brand of constructive politics. Hence if given a chance it will be a different story this time. 4ROHIT SINGH RANA: In DodaUdhampur there are two factors working against you, one is Panthers Party because Prof. Bhim Singh has said he will contest from Doda- Udhampur, the other is Prof. Chaman Lal Gupta factor . How will you nuetralise rather tackle them both 4DR. NIRMAL SINGH: Both these factors will not matter. People see the credibility and past contributions of the people. Importantly persons do not matter much, what matters is ideology and a clean image. Voters are intelligent. They have seen through the games of some persons, hence they are today at the margins despite their bravado. Today the whole country is watching with avid interst and hopes the rise of Modi phenomena. Doda -Udhampur is not insular to this happening. Many issues drive voters to vote. The issue of terrorism, under development, criminalization of politics, and communalization of politics are pressing matters. The matter of refugees, displaced people, Kashmiri Pandits and decline of law and order are other matters which our party has taken up and raised voices for the depressed citizens of the state. Our party has raised these issues aggressively and we are in touch with the people. Since early morning to late evening, people ring me, ask me to do this or that or come to meet me or I go to listen to their problems. We in deference of their wishes and hopes have always tried to be with them, whether it is in the remote hamlets or hilly villages. In addition the work and contact with the people that we are presently focusing on, will result into a thumping victory for BJP. 4ROHIT SINGH RANA: During my talks with people of Kishtwar there is a resentment that it was BJP especially Prof. Nirmal Singh and Ashok Khajuria who acepeted the paltry compensation package of Rs 5 lakh when the loss on the ground was running into crores. 4DR. NIRMAL SINGH: This is far from the truth. We were heading an all party delegation to Kishtwar and we managed to bring the minority community on the table to discuss the matter. One day earlier the Chief Minister on his visit failed to do that. Our efforts were lauded by Taj Mohuddin and this is on record. Yes when it comes to the discussion in the compensation then Khajuria Ji and other BJP members of the Kishtwar dirstict had stuck to one and only demand of providing the comple loss to thore who were effected in riots. Yes when it comes to the discussion of Rs.2 lack or Rs.5 lack this was a demand of immediate reflief which the government said will be provided within two days. Rs.2 lack for minor loss and Rs.5 lack for those who had a major loss that too till the the time government agencies calculate the actual loss of the property lost. Previously no government had accepted the compensation of Rs 5 lakh for the damaged properties per owner. We were only mediating. The compensation package was not accepted by BJP. 4ROHIT SINGH RANA: Why did BJP call off the Jammu Bandh when nothing was paid to victims? 4DR NIRMAL SINGH: The reality is that BJP gave a one day call for Jammu Bandh. We were members of all party delegation. Then news appeared in a local daily in which DIG Doda Kishtwar was referred to have said that they had arrested the mastermind of the Kishtwar riots. We immediately criticized his statement and pressed for his suspension or removal because his statement was far from the truth. BJP had demanded that the Home Minister should resign which he did. We also demanded the investigation of the riots by a judicial commission, which was accepted. The compensation demand was partially accepted. In such a situation BJP had no reason but to call off the call for extended Jammu Bandh. BJP pressed that at least Rs 2 lakh should be given within two days but despite promises by Taj Mohuddin nothing happened. Now the government is back tracking on all matters. The findings of the Judicial Commission were to be submitted in a timebound manner and that too is not happening. 4ROHIT SINGH RANA: The judicial Inquiry is headed by Justice RC Gandhi who was given appointment letter 20 days after announcement. Do you think he will deliver as people of Kishtwar have doubts about the commission itself? 4DR. NIRMAL SINGH: The statements of Chief Minister, and Taj Mohuddin that the Kishtwar riots were an international conspiracy and BJP too believes that it was a large game plan to target minorities in Kishtwar. But the government has failed to deliver on the matter. The judicial commission is alright but people are not happy with the investigation which ought to be undertaken by CBI. In fact Taj Mohuddin said that if the judicial commission thinks it prudent to get the matter investigated by some other agency it will be done. Sadly all these promises have not been made. BJP hence doubts the sincerity of the government. 4ROHIT SINGH RANA: You say it was an international conspiracy then by this can it be construed that Ex-Home Minister Sajjad Kitchloo was also a part of international conspiracy. 4DR. NIRMAL SINGH: Of-course his role has to be investigated in these parameters. It is important to know why such a top government functionary sat still and did nothing when minorities were hounded, killed and their properties and housed razed to ground by a JCB machine. Instead our party functionaries are being targeted as the master minds. It is complete nonsense and a cruel joke played on the minorities. A gun shop was looted and 43 guns were distributed. These guns were used to target minorities. In such an atmosphere of fear and government apathy we demand the dubious role of National Conference politician like Sajjad Kitchloo who was sitting just meters away from the place of incidents. There are credible reports that the riots were planned months earlier and people saw masked men entering the entire Chenab valley with nefarious designs to create another Kashmir like situation in Kishtwar. It was only BJP which first raised the Kishtwar issue in the Parliament and will continue to agitate for the victims of the riots and press for their complete rehabilitation. 4ROHIT SINGH RANA: What is your message to the people of Kishtwar? 4DR NIRMAL SINGH: First of all me and my party has apprehensions about the credibility of DIG. He is a dubious official who is harassing the minorities and young people for no reason. He must be shifted at once. Secondly, the one man judicial commission will do nothing because the person who is heading the commission has no credibility among the people. BJP wants a CBI inquiry in the matter. My message to the people of Kishtwar is to be united and fight the evil forces with full vigour. Entire nation is rock solid behind them. India will not be cowed down by a bunch of scoundrels, looters and terrorists. People of Kishtwar are brave. The role of the people of Kishtwar, Doda & Bhaderwah to fight militancy is historical. We salute their patriotism. BJP will not allow harassment of any nationalist person whether Hindu or Muslim in any part of the state. 4ROHIT SINGH RANA: How you envisage yourself as a prospective candidate for the parliamentary elections 2014? In fact there are reports that you are the party candidate for Doda -Udhampur parliamentary constituency. How will you like to react on it? 4DR NIRMAL SINGH: It is in fact the prerogative of the party high command. I am a foot soldier of the party. But if given the opportunity, this time it will be different and we shall win taking into view the work that we have done at the grass root level. 4ROHIT SINGH RANA: There is an impression that you are ignoring Jammu and focusing much on Kashmir. Secondly, is it true that the lack of leadership has cost you dearly? 4DR NIRMAL SINGH: We are a nationalist party. But Jammu will never be ignored. Previously BJP was touted as a Hindu party with only a support base in Jammu. Being a nationalist party we have look for Ladakh and Kashmir as well but it does not mean Jammu will be ignored. For the state unit of BJP, Jammu is like Karam Bhoomi. 4ROHIT SINGH RANA: There is an impression that your party has ignored Doda, Bhaderwah and Kishtwar. How you feel about it and what about your presence in other regions? 4DR NIRMAL SINGH: It is a figment of imagination. We have a strong presence in these important regions, and in the last one and a half years we are working to strengthen our party base at the grass root level. To be precise, during last two years I have been most of the time in the Doda, Kishtwar , Bhaderwah regions than I have been in Jammu. So it is an allegation which has no basis at all. Leadership is slowly coming up in these regions and as you well know, it is not in days that a credible leadership is developed. It takes time and this time the party is optimistic that things are improving. Our presence in the state has increased. In Kargil local body elections our candidates, all Muslims came third ahead of PDP. I was in charge of the poll committee in Kargil. In Ladakh we are first factor in the political stakes. Similarly we are having a presence in Kashmir and every day we are increasing and improving our acceptability. 4ROHIT SINGH RANA: Translated into seats, how many seats will BJP win in the coming elections? Will not the breakaway BJP group turn spoiler in the electoral calculations? 4DR NIRMAL SINGH: As said earlier BJP has improved its base and acceptability quotient. This is very important. We have come out of the past happenings and we intend to look to the future with enthusiasm and vigour. BJP has energized 60% of booths. The Modi factor is working wonders and people are looking to BJP eagerly. In seat terms I am sure that this time we shall win 2 Lok Sabha seats from Jammu and one from Ladakh. In the valley our vote share will improve significantly. This will result into consolidation of votes for Assembly elections scheduled late 2014. In the Assembly elections we shall win 15 to 20 seats. This way we shall become political drivers of the State. To reach this level we are working hard. All our party men are full of hope but not leaving anything to chance. 4ROHIT SINGH RANA: What about Delimitation and Article 370. If BJP gets majority will it do away with the article? 4DR NIRMAL SINGH: Delimitation was a cunning ploy and a trick played on the people of Jammu and Kashmir. At that time the discussion was on the ban on the number of seats but it turned out to be otherwise. The NC passed delimitation instead, which unfortunately will continue till 2026. The Kashmir centric parties spearheaded by NC had a brute majority. So the Delimitation Bill was passed with brute majority in utter disregard to democratic consensus. So Far as Article 370 is concerned, BJP is opposed to it in letter and spirit. But we have to understand that it is a constitutional provision and will go through an act of parliament amending the Constitution. It is not as easy as saying. We have to be practical. To achieve we have to educate the masses as well as the members of Parliament that this Article runs counter to the very spirit of Indian Constitution. This Article will have to go some day but the opposition to it and education on its immense evil effects will go side by side. Even eminent jurists feel that it has not helped the people of Jammu and Kashmir. On the contrary if Article 370 is something of a revolutionary Article then it ought to be extended to other states as well. Here the need is to educate the people of Jammu and Kashmir that it is a big stumbling block in their way to progress and development. 4ROHIT SINGH RANA: What will be the agenda of BJP for the people of Jammu and Kashmir? 4DR NIRMAL SINGH: The people of the state have seen Congress -PDP alliance and now they have tasted the bitter fruits of Congress- NC alliance. Corruption, non deliverance and opacity in the governance are now order of the day. Law and order is in shambles, so are the developmental schemes. Separatism and terrorism has again taken centre stage. The people are fed up with these parties. They have an urge to see change. In this dismal scenario, it is only the BJP that is a better alternative. Development, fair play, no communal politics, rather a clean inclusive politics, corruption free system will be our agenda for the Assembly elections. 4ROHIT SINGH RANA: Recruitment policy is in shambles, despite promises for a central recruitment package nothing has come. What is your take on it? 4DR NIRMAL SINGH: The government is sitting still of the promise of providing one lakh jobs as promised during Ghulam Nabi Azad's tenure. Nothing has happened. Udaan and other schemes are only on the papers. The jobs promised for Kashmiri Pandits, displaced from the valley are only on finger tips. Youth are feeling demoralized. Jammu this time is in sociological crisis. The young people have been forced to seek employment elsewhere. It is a heart breaking scenario. The refugees of 1947 and PoK refugees are living as second class citizens. We promise to reverse this trend. Providing jobs will be the top most concern of BJP if it comes to power. Still we have fought for youth and shall continue to do so every minute. 4ROHIT SINGH RANA: Your Political message to youth 4DR NIRMAL SINGH: I have a message to the youth. They should join the BJP. It is a party of nationalism, a party that is against any appeasement and strives hard for the rise of youth who are the base if India and its very fabric. Narendra Modi has attracted youth with his total focus on them. We want to make a new India which is possible only if youth in large numbers join us. We have a comprehensive programme for youth based policies. We have chalked out a strategy where by larger number of youth will be given tickets to fight elections. We intend to bring in fresh ideas and blood in the politics. To me BJP is the best address for youth of this great nation.

Govt released Rs. 754.88 cr for implementation of CSS last fiscal: Sadhotra
SRINAGAR, OCT 04 : The Minister for Planning, Mr. Ajay Sadhotra informed the House that an amount of Rs. 754.88 crore was provided by the State Planning Department for the implementation of the Centrally Sponsored Schemes in the State during last financial year and against which Rs. 688.82 crore have been spent by the end of March 2013. Replying to a question by Mr. M. Y. Tarigami in Legislative Assembly here on Friday, the Minister said that the funds under Centrally Sponsored Schemes (CSS) do not lapse adding that un spent balances at the end of the financial year are revalidated by the concerned departments in the following years for their utilization. The Minister informed that at the end of 2012-13 out of the total availability of Central share of Rs. 4703.31 crore, an amount of Rs. 1150.55 crore has remained un-utilized under different Centrally Sponsored Schemes (CSS). He said the same are now being utilized far as possible. He however, said the decisions involving policy matters and having huge financial implications are critically examined by the concerned administrative departments and if found technically feasible are implemented in a phased manner subject to availability of resources. The Planning Minister said that the developmental works in the State particularly in respect of CSS have not been hampered for want of matching state share. He said while conveying authorization of the annual plans, the departments are advised to earmark the State share out of their allocations for the projects to be taken up under NABARD as per the norms / guidelines of the schemes adding that similarly, matching state share as per the funding pattern is being released in respect of various flagship programmes / CSS. Supplementaries were also raised by Mr. Harshdev Singh, Ms. Mehbooba Mufti Mr. G. M. Saroori, Ch. Zulafkar Ali, and Peer Mansoor.

SRINAGAR, OCT 4: J&K Academy of Art, Culture & Languages Friday gave away the 2nd Best Film Competition Award recognizing quality work in fiction and non-fiction categories by local film makers and artists. The entries for competition, invited earlier, were judged by a committee of experts. In all, nine awards were given including the Best Film, the 2nd Best Film and the 3rd Best Film in both fiction and non-fiction categories, the Best Director, the Best Actor (male) and the Best Actor (female). The awards were given away by Minister for Housing, Horticulture & Culture, Raman Bhalla, at a function held at the Institute of Hotel Management auditorium here. Increase in cease fire violation during current year: Sagar


SRINAGAR, OCT 04: The Minister for Rural Development and Panchayati Raj Mr. Ali Mohammad Sagar on Friday said that there has been increase in incidents and cease fire violation during the year 2013 along the Line of Control during the year 2013 up to September 25, adding that 105 cases of cease fire violations have been reported along the Line of Control (LOC) in Jammu Province which includes the areas of Poonch and Rajouri. Replying to a Calling Attention Notice of Dr. Shahnaz Ganai in Legislative Council about the situation that has arisen due to the unprovoked firing along Actual Line of Control in entire Poonch and Rajouri districts from across the border and steps taken by the Government for shifting and rehabilitating and provide compensation to the people of these areas. The Minister said that people living in border areas are affected by cross-border shelling on the area near the LOC particularly in Poonch and Rajouri districts. He said 6 civilians living near LOC of Poonch got injured due to these cease fire violations. He said ex-gratia relief has been paid to the injured persons, adding that no incident of either loss of life or injury has been reported in District Rajouri and Jammu. At present there is no proposal for shifting rehabilitation of the people of border areas under the consideration of Government.

Healthcare facilities cum infrastructure reviewed at Kulgam


KULGAM, OCT 04: Reiterating its commitment to develop better health infrastructure in the district, the Deputy Commissioner Kulgam exhorted upon the executing agencies to expedite the work on projects under execution to attain the targets with stipulated timeframe. Chairing a review meeting of officers of health and engineering departments, the Deputy Commissioner said that heath sector is on top priorities of the government and every possible effort shall be put in place to realize the goals set by the NRHM. "We need to work in a scientific and coordinated manner to upgrade the health facilities of the district so that the common masses can be benefitted from the scheme", officers were impressed upon. It was given out in the meeting that the work on three Sub district Hospitals viz Yaripora, Quimoh and D.H Pora is going on in full swing at an estimated cost of Rs. 2.7 crore. DC directed the Superintendent of District Hospital Kulgam and Block Medical Officers to desist from making any unnecessary referrals to the territory hospitals and try to provide every possible medical care at the Primary Health Centres in the District. The meeting was informed that during current financial year as many as 615798 patients were attended in OPD and 1110 major surgeries were done in the District Hospital besides generating revenue of Rs. 1.3 crore.

In this regard the Minister for Consumer Affairs and Public Destitution and Transport Choudhary Mohammad Ramzan laid on the Table of the House a copy of the Audit Report on Accounts of the J&K State Road Transport Corporation for the years 2007-08, 200809, 2009-10, as required under Sub-Section 4 of Section 33 of the State Road Transport Corporation Act, 1950. The Minister for Tourism Mr. G. A. Mir laid on the Table of the House a copy of the Annual Reports on the Accounts of J&K State Cable Car Corporation Limited (J&KSCCC) for the financial years 2001-02, 2002-03, 2003-04, 2004-05, 2005-06, and 2006-07, as required under Section 619A of the Companies Act, 1956. 4288 families, 1614 hectares affected in Kulgam hailstorm: Ajaz


SRINAGAR, OCT 04: Minister of State for Revenue, Relief and Rehabilitation, Mr. Ajaz Ahmad Khan on Friday informed the House that two tehsils have been affected due to hailstorm in Kulgam and D.H. Pora and as per the reports 4288 families have been affected involving a total area of 1614 hectares. He said the total loss assessed is to the tune of Rs. 86.70 lakhs and the reports from other districts are awaited. The matter, he said, shall be placed before the State Executive Committee for sanctioning of the claims so that the farmers are paid compensation as per the SDRF norms, he added. The Minister was replying to a Calling Attention Notice by Mr. M. Y. Tarigami in the Legislative Assembly. He said it was reported that due to the hail storm on 15.09.2013 there were some damages to the crops in District of Kupwara and Kulgam.

The Meeting was attended by DIG Jammu Shakeel Beig, Chief Engineer PHE K. K. Gupta, Commissioner JMC Kiran Wattal, Director Health Services Dr. B. S. Pathania, Joint Director Information Jammu Smita Sethi, ADC Jammu K. S. Parihar, SP Security Mahmood Ahmed, ARTO Kuldeep Singh, SE PWD, SE PDD and other senior officers of concerned departments. He also called for completion of repair and renovation works of residential quarters for move employees at various locations. Divisional Commissioner directed the concerned offi-

21 water filtration schemes to be completed in Wachi : Sham


SRINAGAR, OCT 04 : As many as 21 new water filtration schemes will be completed in Wachi Constituency in Shopian district during the current financial year. The information was given by the Minister for PHE, Irrigation and Flood Control, Mr. Sham Lal Sharma while replying to a question by Mr. Showkat Hussain Ganie. The Minister further said that in Wachi Constituency 36 water supply schemes and 13 filtration plants are presently operational.

SRINAGAR, OCT 04 :Minister for Tourism, Mr. Ghulam Ahmad Mir replying to a question by Vijay Bakaya said that the government has earmarked an amount of Rs. 71 lakh under Tourism sector for development and promotion of Siyar Baba waterfall near Reasi as a tourist destination. The Minister said that out of total allocated funds an amount of Rs. 21.50 lakh has been spend so far for developing tourism related infrastructure and parking facilities for the tourists visiting the spot. Rs. 3.79 cr sanctions for conservation, restoration of Poonch Fort: G A Mir


SRINAGAR, OCT 04 : Minister for Tourism Mr. Ghulam Ahmad Mir replying to a question by Dr. Shahnaz Ganai said that restoration of Poonch Fort was taken up in hand in the year 2006-07 under Central Financial Assistance at a cost of Rs. 40.55 lakh. The amount was utilized for conservation and re-use of Darbar Hall building of the Fort. The Minister said that during the year 2011-12, another project namely "Conservation and Restoration Plan for Poonch Fort" was sanctioned at a cost of Rs 379.14 lakh. The components mainly comprise dismantling works, repair/reconstruction works of the fort Rs 194.99 lakh, re-construction of damaged rampart wall Rs 64.23 lakh, providing plinth protection within and outside along the fort wall Rs 20.45 lakh and providing storm water drainage Rs 23.65 lakh. The shifting of Revenue record room from the basement of the Fort is under consideration for which land is being identified, he said. Mr. Mir said that there are 10 encroachments around the Fort in Khasra No. 1553. The encroachments/constructions have been raised/made illegally prior to the issuance of preliminary notification SRO 17 dated 9.1.2012 under Ancient Monuments and Archaeological Sites and Remains Act 1958 without seeking permission from any authority. Commission of inquiry set up to enquire violence arson in Kishtwar: Sagar


SRINAGAR, OCT 04: Government Vide SRO-375 dated 23rd August has set up a commission of enquiry headed by a retired Judge of Hon'ble High Court to enquire into the circumstances which led to the violence and arson and the consequent loss of life and property in District Khistwar and to enquire into the administrative lapses, if any, while handling the situation. The commission will also to fix the responsibility of the persons, involved in acts of violence, arson and the loss of life and property. This was stated by the Minister for Rural Development and Panchayati Raj, Mr. Ali Mohammad Sagar in reply to a calling attention notice of Syed Naeem Akhtar Andrabi about the activities of some Villages Defense Committee (VDC) members in Padder Tehsil of Kishtwar district following communal clashes in Kishtwar township on August 9th who allegedly opened fire on the unarmed villagers of Kejai in Padder tehsil leaving around 4 persons critically injured and abducted a villager Lassa Khanday, whose body was later found in the nearby forest area. The Minister said that on 10th August, 2013, communal trouble erupted at Paddar Gulabgarh. During the Skirmishes between the two communities, 04 persons sustained injuries. He said Members of one community again attacked the members of other community when they were evacuating injured persons near the helipad but were rescued by the Police. He said One Lassa Khanday, attendant of one of the injured persons, went missing during the night and his dead body was found in the area on 11-08-2013 which flared up the situation in the area and stray incidents took place throughout the day. He said the State Administration took all measures to contain the situation, including imposition of curfew and deployment of Army to assist the Civil Administration, so as to control law and order situation and ensure that no further loss of life and damage to property is caused. One coy of CRPF was mobilized from Khistwar to Padder area to deal with the rioters while another coy of CRPF was air dropped in the area area to deal with the situation. One column of Army was also mobilized. He said with the timely efforts of the State Administration and the active cooperation of the people, normalcy was restored in the area. Mr. Sagar said cases Fir No. 16/2013 u/s 307, 336, 147, 148, 427, 34 RPC and FIR No. 17/2013 u/s 302/307/364/336/427/34/147/148 RPC were registered at Police Station, Atholi and investigation taken up to investigate the role of the accused persons including some VDC members. After competing all the necessary formalities, charge sheet in case FIR No.16/2013 u/s 307, 336, 147. 148, 427, 34 RPC P/S Atholi has been produced in the Court of law on 25-09-2013 against 08 accused persons, out of whom 04 accused persons (including VDC members) have been arrested so far and the remaining 04 accused persons are absconding, against whom proceedings u/s 512 CrPC have been initiated. He said the investigation of the case is in progress and the case will be challaned after the arrest of the accused persons.

2500 pension cases in Srinagar cleared: Sakina


SRINAGAR, OCT 04- The Minister for Social Welfare, Ms Sakina Itoo on Friday informed the House that against 7350 pendening cases in Srinagar district under ISSS, 2500 cases have been sanctioned reducing the figure to 4850 adding that the 50% funds for this purpose have already been released. Replying to a question by Peer Afaq Ahmad in Legislative Assembly, Social Welfare Minister informed that there are 9300 cases pending as on date under IGNOAPS, ISSS and NFBS in Srinagar district out of which 3200 cases are under IGNOAPS, 4850 cases under ISSS and 1250 cases under NFBS. The Minister said that regarding clearance of pending cases under IGNOAPS and NFBS the matter has been taken up with the Centre. In reply to the supplementaries by Mrs. Bimla Luthra, Mr. Irfan Ahmad Shah, Mr. Nizam-ud-Din Bhat, Mr. Jugal Kishore and Mr. Yashpal Kundal, the Social Welfare Minister said that due to concerted efforts of the government out of one lakh pendening pension cases under different schemes 50% cases have been cleared during last over 4 years in the State and matter for clearance of remaining cases has been taken up with the Centre for release of funds. She said there is no discrimination in the clearance of pendency cases under NFBS or other schemes to any constituency adding that the cases are being cleared as per the demand. PEOPLE POWER PREVAILS


The Government's decision to withdraw a controversial ordinance and a Bill, both of which offered protection to convicted lawmakers, is a resounding victory for the people of the country who were outraged by the Congress-led UPA Government's brazen attempt to shield the corrupt. It was the people's powerful voice, heard through the regular and social media, which compelled the Government to retract. The Congress is busy giving credit to its vice president Rahul Gandhi for the reversal by the Central regime. While it's true that the party and the Union Government swung into damage control mode after Mr Gandhi made his famous remark about the ordinance being a piece of nonsense and deserving to be torn up and thrown away, the Congress must remember that Mr Gandhi's grandstanding came after he realised that the public mood had turned not just against the ordinance but also against the party which had initially cleared the law in its core committee meeting, and which had no problem when the ordinance went to the President for his approval. Not just that, the Congress had even piloted a Bill which would have replaced the ordinance in due course of time, with provisions similar to that in the ordinance. Mr Gandhi had silently watched these developments. Its only when it became clear that even the President had strong reservations about the ordinance and was not inclined to sign it, that Mr Gandhi erupted. The party vice president may have upstaged Prime Minister Manmohan Singh and established, if ever there was any doubt, that he is the real boss even when it comes to matters of Government policy. But, while his efforts to derive personal political mileage may have succeeded to an extent, it has come at the expense of the Prime Minister's prestige. Mr Singh is now looking more vulnerable than before. Those who had believed that the Prime Minister would take a tough stand and say enough is enough' to the Congress's first family, seemed to have forgotten his past submissive conduct. Mr Singh has admitted that he does not get upset easily as he has developed a thick skin. That quality does not deserve merit in the situation at hand. The UPA regime had been completely isolated over the ordinance, with the Bharatiya Janata Party and several non-UPA parties taking it to task. The BJP even petitioned the President against the ordinance, with its senior leaders calling the law morally, politically and constitutionally wrong. Pushed to the wall, the Congress has tried in vain to implicate the BJP by claiming that the principal Opposition had initially supported the the Bill on providing shelter to convicted lawmakers. But Congress leaders forget that the Bill was referred to a parliamentary panel because the BJP had strongly objected to it. Since all is well that ends well, we must hope that our lawmakers will not take any more foolish steps to protect the convicted among them. The Supreme Court had on July 10 struck down as unconstitutional Section 8(4) of the Representation of the People Act, which provided relief to convicted MPs and MLAs. It had also dismissed a review plea by the Government seeking the court's reconsideration of the earlier verdict. This is where matters must now rest.

There are larger numbers of other emotions including anger, envy, jealousy, gluttony and the list can be endless. The model of action, response and learning remains remarkably similar in all emotions. This model can be extended beyond the life span of individuals, societies and generations. Across the millennia people have said the same things in love, anger, hate and more. Sometimes, one wonders whether there is any cumulative human learning, and if so, what it totals up to. ual considers himself to be the smartest of all. If all individual or group behaviour could be so easily programmed, the path to behavioural success would be simple. There would be coaching, training and operational universities in this domain. There are such institutions but without

certification of predictive validity. They are fiddling with wires in the dark. People handle conflict and emotions by techniques ranging from withdrawal to violence. Napoleon Bonaparte, the strategist, is reported to have stated that surprise is one of the biggest ingredients of conflict resolution. When this is laced up with treachery, concealment and rigorous planning, the goddess of success could smile. Smarter and more ruthless personalities are born, and they undo the successful people of yesteryears by applying techniques and methodology of the preceding victors. The chain goes on. The smarter leader of the currently dominating generation is more often than not betrayed by his own cohorts who want to be leaders. Other fatal errors are made. In an emotionally weak movement or out of smugness, the leader lets his defences down and is demolished. Most of all, it is soulful to realise that victory in the overall scheme of things is of righteousness and of an order which is moral in character. If this was not so, the history of the globe and humanity would have been different. Lalu Prasad may be down, but not out

RJD supremo Lalu Prasad is currently languishing in cell no 3312 in Birsa Munda Jail in Ranchi, battling for his future. On Monday, the court found him guilty of corruption and criminal conspiracy in the Rs 37 crore fodder scam case, which surfaced in 1996. He not only has to serve a jail sentence but also has to forego his membership of Parliament after the recent Supreme Court verdict. At a time when the RJD was recovering the lost ground in the state, the conviction has come as a great setback to both the RJD and its leader. Mr Lalu Prasad would have got away from losing his membership had Mr Rahul Gandhi not put a spoke on the ordinance brought by the Government to help him. Many wonder whether this is the end of the road for Mr Lalu Prasad who has seen many ups and downs. The truth is that the RJDs future hangs on how his core votebank reacts to the conviction and what kind of new political equations emerge in Bihar before the 2014 polls. Mr Lalu Prasads career graph is very interesting. He came to power by exploiting the anti-Congress sentiments. He ruled Bihar twice from 1990 to 1995, and returned for a second time from 1995 to 1997. When the fodder scam surfaced he had to step down, but he put his wife Rabri Devi as his puppet for eight years and virtually ruled the State from jail. He rule by proxy. If the party is handed over completely to his family, senior leaders may rebel while some may opt for the JD(U). On the other hand, if he goes for collective leadership, with people like Mr Raghuvansh Prasad Singh, there could be a way out. The RJD chief would still call the shots as far as ticket distribu-

The US Government shutdown, even if for a brief period, is a failure as much of the conciliatory efforts of the Obama Administration as it is of the Republicans who decided not to rise above politics. President Barack Obama has on several occasions reached out to the Republican Party, including Speaker John Boehner, but GOP leaders believe that he and his Democrat colleagues have not done enough to forge bipartisan consensus. At the crux of this showdown is the question of how to fund the federal Government. The Republicans, who control the House of Representatives, are determined not to pass any spending measures unless President Obama agrees to defund his flagship healthcare programme, The Affordable Care Act. Better known as Obamacare, the scheme which gives health insurance to uninsured, low-income Americans, has been a bone of contention between the Democrats and the Republicans, with the latter considering it to be an unacceptable expansion of state power. Either way, the tussle over Obamacare is nothing new. Nor is the partisan confrontation over Appropriation Bills that has become routine in recent years. Finally, members of Congress were well aware of the September 30 deadline when the previous funding bill, passed earlier in May, expired. In other words, everybody on Capitol Hill knew that this was coming but their inability to prevent it points to collective irresponsibility. As of now, there seems to be no resolution in sight. Mr Obama has made it clear that he will not cower before a cabal of far-Right legislators who refuse to pass a straightforward spending bill that pays for expenditure both Democrats and Republicans have already agreed upon. And so, on Tuesday, even as the federal Government went into shutdown mode, Senate Majority leader Harry Reid rejected a proposal from the House to appoint negotiators. Previously, the Senate had rebuffed Republican plans for continued funding to services such as maintaining national parks, veterans needs and the District of Columbia. Now, the Republican Party has clearly put its full weight behind a small, radical group of Conservatives who are leading the fight against Obamacare, even though a majority of moderates within the party does not endorse such a hardline approach and agrees that the stance is deeply damaging the party's prospects. Caught between a rock and a hard place, the Republicans have allowed the uproarious Tea Party to hold hostage the entire United States Government, as President Obama said on Tuesday ironically, the first day of enrolment in the regimes pet Obamacare project. The situation is eerily similar to 1996 the last time the US Government shut down in this manner when Mr Newt Gingrich as Speaker of the House took a similar stand against President Bill Clinton. Seventeen years later, it is Mr Ted Cruz, a Senator from Texas and the darling of the Tea Party, who has brought upon the avoidable crisis.The issue might worsen if Congress fails to pass the Bill that will increase the nation's borrowing limit. If that happens, the US will default on its payments for the first time ever. Needless to add, the failure will send shock waves across the world market.

Since Mr Lalu Prasad has a huge task of keeping his vote-bank intact, he may have to struggle hard to keep himself and his party afloat. He can do it sitting in jail, provided he chalks out his strategy well. The track record so far is that no politician is out until he dies.

Interestingly, while he did some good things for social empowerment, his contribution to governance and development was minimal. With the aspirations of the people moving towards development and good governance, Mr Lalu Prasad will have to work hard to woo voters by things beyond caste. Mr Lalu Prasad has used his communication skills to remain durable. Going by the reactions coming from Bihar, while the people are happy that justice has at last caught up with Mr Lalu Prasad, they are also questioning why only he and not others. BJP never supported bill: Jaitley


Lok Sabha Sushma Swaraj had made it abundantly clear that a bill of such nature would be unconstitutional without a simultaneous amendment of the Constitution. He said that he was opposed to a constitutional amendment as it would have conveyed to the people that lawmakers could go to the extent of amending the Constitution to shield themselves. Accusing the government of indulging in a disinformation campaign, Mr. Jaitley maintained the bill was never brought up during the all-party meeting. National spokesperson of the BJP, Prakash Javadekar, also questioned the so-called minutes of the meeting, which were flaunted by the Parliamentary Affairs Minister, and challenged him to produce proof of when and where they were prepared. Mr. Jaitley suggested that the governments managers were trying to create confusion by citing the agreement reached at the meeting, on passing a bill to nullify the Supreme Court judgment on barring candidates in police custody. The apex court, he said, had delivered two separate judgments in quick succession one on debarring candidates in police custody and the other on disqualification of convicted legislators. All the political parties, including the BJP, felt that debarring candidates in police custody would be prone to misuse, thereby destroying democratic process, Mr. Jaitley said. Following up on the all-party agreement, the law amending Section 62(5) of The Representation of the People Act was passed at the recently concluded monsoon session of Parliament. On the apex courts judgment on disqualification of convicted lawmakers, Mr. Jaitley said that the impression conveyed was that the government would finalise a proposal and refer the matter to a Standing Committee for formulation of opinion. Against this backdrop, the BJP, Mr. Jaitley said, had opposed the bill when it was introduced in the Rajya Sabha, and compelled the government to refer it a Parliamentary standing committee. We were shocked when the Ordinance was issued even though a Bill was pending consideration before the Standing Committee. We opposed the issuance of the Ordinance on several grounds.

Tripura gets special courts for crimes against women


AGARTALA, OCTOBER 4: The Tripura High Court has constituted two fast track courts to deal with cases of crime against women following a request from the State government, an official said in Agartala on Friday. A notification issued by the Tripura High Courts Registrar General, Manik Chakraborty, said all pending cases of crimes against women will be transferred to these two courts. The Tripura High Court has declared the West Tripura Additional District and Session Judge Court and the first class judicial magistrate court in Agartala as two separate fast track courts, Mr. Chakraborty said. Tripura Law and School Education Minister Tapan Chakraborty said that after the December 16, 2012 rape incident in New Delhi, the Union Law Minister had requested Chief Ministers of all states to take steps to set up fast track courts for speedy trial of cases of crimes against women. Tripura Chief Minister Manik Sarkar said the strength of women police personnel would be increased to 20 percent from the current eight percent of the total police personnel to deal with crimes against women. The Tripura government would set up all-women police stations in each of the eight districts in the state, and subsequently, in each of the 23 sub-divisions. Currently, three all-women police stations are working, another one would start soon in the state, Mr. Sarkar said at a meeting on Thursday. Mr. Sarkar, who also holds the Home portfolio, said there are special women desks in all the 67 police stations across Tripura to deal with cases of crimes against women. Following an increase in incidents of crimes against women, the Tripura government had held an all-party meeting here June last and finalised multi-pronged strategies to check the menace.

Supreme Court to hear govt plea on Aadhaar


The Centre on Friday moved the Supreme Court seeking modification of an earlier order, which said Aadhaar card is not mandatory and no person should be deprived of any government schemes for want it. A bench headed by Chief Justice P. Sathasivam said that the plea of the Centre would be taken up for hearing on October 8. We seek modification of the order, which said that Aadhaar card is not mandatory, Solicitor-General Mohan Parasaran, appearing for the Centre, said, adding that the order may come in the way of various welfare schemes. Earlier, the Supreme Court had said that the Aadhaar card, being issued by Unique Identification Authority of India (UIDAI), was not mandatory for availing any government services and nobody should be deprived of any such facilities for the want of the card. The Centre had also told the court that the Aadhaar card was optional and that it has not made it mandatory for the citizens. The apex court had passed the earlier order while hearing a batch of pleas against decisions of some States to make Aadhaar cards compulsory for a range of activities including salary, PF disbursals and marriage and property registrations.

Justice P.R. Ramachandra Menon stayed the proceedings for two months. The stay order came on a petition filed by the Transport Commissioner challenging the recommendations made by the SPCA . The authority had made the recommendations against Mr. Singh to the Chief Secretary for his failure to appear before it though he had been issued many summons. The complaint was filed by Welgate Video relating to raids conducted for seizing pirated CDs in 2006. In his petition, Mr. Singh said the authority had never served any summons on him. It was unheard in civil jurisprudence that penal action was recommended in a civil matter for not responding to the summons. In fact, the recommendation was made by the Chairman. It was not a full quorum decision or even a majority decision, he said. He also contended that he was protected by Section 113 of the Kerala Police Act. QUITO, OCTOBER 4: Ecuadors National Assembly on Thursday gave the go-ahead to drill in the Yasuni National Park, after failing to secure international compensation for leaving it untouched. President Rafael Correa asked the assembly in mid-August to allow the move, after a call went unanswered for developed countries to pay Ecuador for not drilling in the nature reserve. The Yasuni park in the east of the country has been declared a UNESCO biosphere reserve for its exceptional biodiversity, and is home to several indigenous tribes. But in the six years since Ecuador launched the ITT-Initiative, named after the three oilfields of Ishpingo, Tiputini and Tambococha under the park, pledges have only reached 13.3 million dollars, or 0.37 per cent of the target, prompting Correa to abandon the project. After touching the days high of 20,052, the Sensex fell to a low of 19,833.17 before ending moderately higher by 13.88 points, or 0.07 per cent, at 19,915.95. The gauge had gained 522 points in the last two trading sessions. For the entire week, Sensex gained 188.68 points or 0.96 per cent. Intraday volatility was high as investors were seen cautious ahead of Q2 FY14 results starting in coming and fell by 2.40 points, or 0.04 per cent, at 5,907.30. Also, SX40 index, the flagship index of MCX-SX, ended at 11,852.38, down 0.89 points or 0.01 per cent. Brokers said while governments plan to inject funds in PSU banks to provide cheaper loans sparked off interest in interest-sensitive stocks but a mixed trend in global markets capped gains.In 30-share Sensex, 15 stocks gained while other 15 ended with losses. On the other hand, RIL and its partner BP plc of UK feel that the reserves have dropped one-third to under 3 trillion cubic feet due to previously unknown geological factors and the undrilled quota of 11 wells would not increase production. Mr. Moilys ministry has been mulling appointing an international reservoir expert to ascertain facts. NEW DELHI, OCT 04: The Jammu and Kashmir State on Friday received the Award of Excellence for the most expeditious implementation of Results-Framework Document (RFD) at State level from the Union Government. The Excellence Award was given on Friday at a symposium on "New Public Management" held at Indian Institute of Foreign Trade (IIFT) New Delhi. Mr. Asif Hamid Khan, Additional Resident Commissioner, J&K Government, New Delhi received the "Excellence Award" on behalf of Chief Secretary Mr. Mohammad Iqbal Khanday, from Dr. Prajapati Trivedi, Secretary (Performance Management), GOI and Chairman, National Authority Chemical Weapons Convention, Cabinet Secretariat, New Delhi. Jammu and Kashmir State has already completed the implementation of the first round of RFD in a record time and has the distinction of achieving excellence in implementing various specific and critical aspects of RFD policy. The Cabinet Secretariat having recognized the excellent performance of the State expressed deep appreciation for the effective leadership of the State Government particularly Chief Secretary Mr. Mohammad Iqbal Khanday in implementing the RFD. The Union Government presented a trophy to the State Government in recognition of its contribution. At present, 80 departments of Government of India and 800 Responsibility Centers under these departments are covered by the RFD. In

Calls for promotion of languages and literature; effectively showcasing heritage

JAMMU, OCT 4 - Mr. N. N. Vohra, Governor, conferred Dogra Ratan Awards-2012 to five prominent personalities for their exceptional contributions in varied fields at a function held at Jammu Club, here on Friday. The recipients of the Dogra Ratan Awards include Hony. Capt. S. Bana Singh, PVC; Prof. Zahur-ud-Din Zahur, eminent Urdu writer; Mr. Ravinder Jamwal, reputed sculptor; Mr. Amit Dutta, noted film maker; and Mr. Vijay Kumar Chopra, Editorin-Chief, Punjab Kesari Group of Newspapers, Jalandhar. The Award to Mr. Chopra was received by Mr. Balram Saini, Bureau Chief, Punjab Kesari, J&K. The Awards instituted by the Council for Promotion of Dogri Language, Culture and History comprised a plaque, a framed citation and a shawl. Speaking on the occasion,

the Governor observed that the Jammu region has produced many prominent personalities who have made outstanding contributions in the field of art, culture, literature, law, journalism and varied other fields. He said that this region and the adjoining areas of Himachal Pradesh and Punjab have remained an important catchment area for the Army and other two Defence Services and, besides, for the Central Para-Military Forces and the State Police. He observed that this extended region has produced a very large number of Army officers and men whose valourous deeds have brought laurels to the State and the country. In this context, he referred, among today's awardees, to Hony. Capt. Bana Singh, the recipient of Param Vir Chakra, and to the scores of other highly decorated gallant officers and men who had made com-

mendable contributions in maintaining the territorial integrity of the country. He noted that Dogras have a long history and saga of bravery and valour. The Governor emphasized the need to protect and promote our languages and literature, which portray history and carry forward our invaluable heritage. In this context, he referred to the initiatives being taken by the Shri Mata Vaishno Devi Shrine Board for the promotion of Dogri language and literature for which a committee has been set up under the chairmanship of Dr. S. S. Bloeria, Vice Chancellor, Central University of Jammu, and the other initiative for the revival and showcasing of the traditional performing art forms of the areas around Trikuta Hills and other adjoining districts which was being done by Mr. Balwant Thakur, Director Natrang.

Referring to the proposal for setting up a Cultural Centre at Jammu, as stated by Prof. Bhim Singh, Convenor, Council for Promotion of Dogri Language, Culture and History, the Governor observed that it should be planned in such a manner that it provides support to the coming generations to showcase our composite cultural heritage. The Governor interacted with the recipients of the Dogra Ratan Awards and congratulated them for their contributions in the various fields. The Governor was honoured on this occasion by the Council for Promotion of Dogri Language, Culture and History by presenting to him a memento. NGOs have no role in implementation of Scheme
SRINAGAR, OCT 04: Minister for Higher Education Mr. Mohammad Akbar Lone on Friday said that Union Ministry of Human Resources has announced a Special Scholarship Scheme (SSS) for the 12th class or equivalent passing-out students belonging to J&K State. The information was given by the Minister during the question hour while replying to a clubbed question raised by Sheikh Ghulam Rasool and Ravinder Kumar Sharma. The question was initially replied by Minister for Rural Development, Ali Mohammad Sagar. Mr. Lone said that the scheme launched in 2011-12 provides 5000 fresh scholarships per annum (4500 for General Degree Courses, 250 for Medical and 250 for Engineering) to the students of J&K. He said an amount of Rs. 3 lakh tuition fee and Rs. I lakh hostel charges for Medical, Rs. 1.25 lakh tuition fee and Rs. 1 lakh as hostel charges for Engineering and Rs. 30,000 tuition fee and Rs. 1 lakh hostel charges were been paid to the students got admission under the scheme, adding that as per the latest information provided by the Union Government an amount of Rs. 31.9 crore has been released for grant of 2858 scholarships. The Minister stated that the J&K State has no role in the implementation of the scheme and acts only as the facilitator. He said the scheme has been started by MHRD and is being implemented through AICTE. The Minister said that the Education department has time and again notified that no NGO or any other organization has been authorized for sponsoring the scheme. The matter of certain NGOs misleading the students has been viewed seriously and taken up with the CID for investigation to inquire into the role of NGOs who presented themselves as the sponsors of the schemes to mislead the students. The Minister further informed the House that after receiving representation made by various students stating that they have got admission outside the State with the hope that they will get benefit of scholarship but have not yet receive scholarships so far, he took the matter with the Union Minister of HRD to redress the grievances of such students. Moreover, the Chief Minister has already taken up the matter with the Prime Minister, he added.

The programme included village meet, debate and painting competition in which students from various schools, local residents, Sarpanchs and Panchs of various blocks, school teachers and Wildlife Officials participated. Wildlife Warden Jammu, Sayed Ahmed while interacting with the villagers and school children emphasized upon them to help in maintenance of ecological balance and sustainable use of natural resources. 'Wild Life Week' observed in Chenab Region


JAMMU, OCT 04- A series of programmes are being organized by the Wild Life Department in Chenab Division to celebrate the ongoing Wild Life Week w.e.f 2nd of OCT to 8th of OCT 2013. According to Wild Life Warden, Chenab Division Kishtwar, Altaf Hussain Shah, on 5th of OCT a drawing and painting competition for school children besides a symposium competition will be organized by the Department at Govt. HSS Jammu, Range Officer Zoo Jammu and Veterinary Assistant Surgeon Wildlife Department Jammu were the judges for the debate and painting competitions. Prominent among the locals who participated in the village meet included Mohd. Sadiq Sarpanch Nandni, Saraj Din Sarpanch Tarha, Rajinder Kumar Panch, Jamal Din Numberdar and Noor Jahan of Nandni. The wildlife officials including Shazad Choudhary Wildlife Warden Zoo Jammu and field staff of Nandni Wildlife Sanctuary interacted with the participants during the village meet. In Painting competition, Divyanshi, Tanib Sharma and Manavi Sharma from Holy Drmity Convent School Dhansal got the first, second and 3rd prize respectively while Mannkaran of Shining Star High School Jajjhar Kotli and Madhurya Sharma of Holy Drmity Convent School Dhansal won the consolation prizes.

PUNE, OCT 02: Areas having a minimum of 200 Urduspeaking population can now have Urdu-medium schools, provided at least 30 students from such pockets are willing to study in each school, a statement issued by the state education department said. The government has recently given a go-ahead to local selfgovernment bodies like zilla parishads, municipal corporations, municipal councils and cantonment boards in the state to open Urdu-medium schools

as per the requirement. As per figures supplied by the state government, Maharashtra has 1.03 lakh primary and secondary schools. It includes around 4,785 Urdu-medium, 9,130 English-medium and 87,120 Marathi-medium schools. The government's decision to allow local self-government bodies to open Urdu-medium schools has come in the wake of last month's move to clear a Rs 10-crore package for 200 of the 1,889 madarsas in the state.

KVS organizes two days sub-regional Social Science Exhibition


JAMMU, OCT 04: Kendriya Vidyalaya Sangathan on Friday organized two days sub-regional Social Science Exhibition cum Social Integration Camps at the venues- KV No.1, Srinagar; KV Sunjuwan and KV No.1, Pathankot to promote Socio - cultural Spirit of Common Brotherhood and unleash the knowledge amongst all the pupils of India transcending religious, linguistics and regional barriers. Governor visits Sanatan Dharam Sabha School; announces support for its rejuvenation and smooth functioning

First batch of IIITians up for grabs


HYDERABAD, OCT 04: Months before the first batch of 6000 engineers graduate from the Rajiv Gandhi University of Knowledge Technologies (RGUKT), dozens of public and private sector companies are already queuing up for recruitment. The university will be the first technological institute in the state to have such a large batch of engineering graduates from six streams such as electronics and communication, computer science, civil, mechanical, metallurgical and chemical engineering pass out in May 2014. A total of 34 public and private sector companies have signed up for the placement drive, including TCS, Infosys, Mahindra Satyam and HCL. From the public sector, the Defence Research and Development Organisation (DRDO) have expressed interest to recruit engineers, varsity officials said. The varsity was established in 2008 with three separate institutions functioning under it at Nuzvid (Krishna district), Idupulapaya (Kadapa) and Basar (Adilabad), to provide world-class technical education to rural students. Although it had started out with a total of 6,000 seats in all the three institutions, the number of seats were later reduced to 3,000 in 2010, due to lack of proper infrastructure facilities. While a majority of the students of the institute come from rural areas, RGUKT has been imparting special English training to bridge the language gap. English courses will continue in the form of technical writing classes and similar modules, an official said. "Students can match the soft skills of those graduating from premier institutions in the country. Recruiters are looking forward to hiring such talent," the vice-chancellor said. The varsity offers a six-year course that includes a two-year pre-university schooling equivalent to Intermediate education. Students from government schools, who topped SSC exams from each mandal in the state, are eligible for admissions. Over 50 per cent of the students studying in the varsity are girls. The new recruitment drive will be a shot in the arm to the institute which has not been getting government funding in recent years.
