Postion Title: Project Services Lead Officer Effective Date 01/02/2008 General Purpose

Reports To Chief Information Business Unit: Information Services

Develop, maintain, ensure compliance with, educate employees about, and support project management processes and methodologies within the IS Project Management Office (PMO) in order to improve outcomes associated with IS projects. Responsible for oversight and management of IS projects, and supervision of project manager staff. Essential Duties/Responsibilities * Project Management Process Support Eliminate PM methodology obsolescence by monitoring and updating IS project methodology based on process changes and input from IS staff and customers where necessary. Promote consistent application of project standards and processes, and help maintain individual project health and scope management, by conducting individual project audits at key points in project schedules. Promote reuse of processes by creating and maintaining standard development and project templates for individual project/team usage/tailoring. Improve individual project health by creating/maintaining metrics and process to evaluate individual project status and progress. Maintain project documentation quality by reviewing project documentation and providing feedback as necessary. Continuously monitor all IS project management processes and tools to keep a pulse on the need for improvement to stay in alignment with IS vision and business goals and strategy. Provide centralized management of IS project selection and prioritization processes by serving as chairperson of the Project Advisory Council (PAC). Assist in promoting project decision-making consistency and appropriate resource allocation by monitoring projects across IS teams. Serve as liaison between PAC and project stakeholders to communicate IS project decision changes. Maintain common, consistent method for project communication and reporting at all levels by managing the IS project/work request database and related processes and tools. Develop and maintain processes and tools for project status reporting. Develop and maintain standards and techniques for IS staff to use in project cost and time tracking estimations to better utilize IS project resources. Provide mentoring for project methodology, project management processes, principles and tools to ensure consistency across IS. Provide regular reporting to the CIO on the effectiveness of IS project management and the PMO. Oversee development of reports and other information tools to provide project information to IS managers and customers.

Essential Duties/Responsibilities Project Management and Delivery Leads project proposal efforts in order to assist customer and technical lead with presenting the most complete and accurate business cases for approval and confirmation. Assist project leaders to help customers define high-level business requirements to create optimal value opportunities. Plan and facilitate project meetings that are well organized, efficiently run, and ensure complete participation. Creates project work plans and revises as appropriate to meet changing needs and requirements. Identifies project roles and resources needed. Monitors day-to-day project lifecycle activities. Manage customer expectations by working with the project leader to define and control project scope. Resolves and/or escalates issues effectively and to the appropriate levels. Reviews project documentation prepared by IS staff before passing to customer. Effectively applies our methodology and enforces and promotes project standards. Identifies potential risk exposure and suggests solutions. Ensures project documents are complete, current, and stored appropriately. Provide project status reports on a timely basis to customers, project team and Information Systems Management team. Helps maintain the information completeness and quality of the project database by tracking and logging project data on a weekly basis. Attend Project Advisory Council meetings, presenting new projects and participating in the prioritization and approval process. Keeps project team and stakeholders well informed of changes within the organization that may affect the project. Ensure that positive and effective relationships with business customers are maintained. Consistently acknowledges and recognizes each project team member's contributions. Helps ensure that each project team member is utilized appropriately per the project requirements and plan. Motivates project team to work together in the most efficient manner. Mitigates project team conflict and communication problems. Other Duties/Responsibilities * Perform other duties as assigned. Supervisory Duties * Responsible for all supervision functions of the PMO including: hiring, discipline, establishing performance expectations and providing performance evaluations to staff, time keeping activities, etc. * Maximizes the focus and performance of the PMO. Encourages team approach with both internal and external resources via regular and informal team strategy meetings. * Establishes and develops PMO standards and policies. * Conduct employment interviews to identify and attract highly qualified project managers who share the company's values. *

* Ensure that the PMO has necessary knowledge and skills by providing learning materials and coordinating training, self study, and other educational activities. * Monitor and guide PMO members to develop business, technical, and leadership skills. *

Supervisory Duties Assure PMO follows company policies. Make recommendations on status changes for PMO members. Job Qualifications Knowledge, Skill & Ability Expert understanding of project management principles, practices and methodologies. Demonstrated ability to effectively lead large-scale IS projects. Solid understanding of software development lifecycle and decision support process. Solid understanding of computer programming practices. Strong conflict resolution, negotiating and influencing skills with customers, project team members and executive staff. Ability to coach, mentor and manage employees, including people in leadership positions. Highly organized and detail oriented, yet able to see the `big' picture. Ability to effectively communicate in written and oral form. Possesses facilitative leadership and presentation skills. Ability to use BrioQuery and SQL*Plus. Extensive proficiency in Microsoft Windows and Microsoft Office. Extensive proficiency in Microsoft Project. Experience working with Oracle and/or other relational database management systems, and the use of database query tools such as SQL. Basic understanding of workers' compensation. Ability to do comprehensive analysis for executive staff. Experience working with business users to determine their needs and match their requirements with the appropriate solutions. Ability to manage customer expectations throughout the project lifecycle. Ability to lead meetings of all types. Possesses general understanding in the areas of application programming, database and system design. Education or Formal Training Bachelors Degree or equivalent experience on a year for year basis in computer science, business or related field preferred. Experience At least five years of business and IS programming/operations experience. At least five years of experience in project management or managerial with implementation of projects. Experience working with business users to determine their needs and match their requirements with the appropriate solutions Certifications/Licenses University-level project management certificate and/or PMP certification desired.
