Council President Kay Sutch called the Highspire Borough Council meeting to order at 7:03 p.m. The prayer was offered by Member Dorothy Matesevac then followed by the Pledge of Allegiance. Roll call was taken: Council Members Present:

Mayor Hoerner presented the 2013 Merchant of the Year Award to Ron and Judy Lebo, Carvell Electric Service Inc. Minutes President Sutch presented the meeting minutes from the April 17, 2013 Council Meeting and asked for questions regarding them. Hearing none, a motion to accept the April 17, 2013 Council Meeting minutes was made by Member Hoch and seconded by Member Anderson. Motion approved unanimously. Financial Reports President Sutch presented the Treasurer’s Report and Financial Statements for the month of April 2013 and asked if there were any questions regarding them. Hearing none, a motion to accept the Treasurer’s Report and Financial Statements for the month of April 2013 was made by Member Matesevac and seconded by Member Thatcher. Motion approved unanimously. Mayors Report Mayor Hoerner noted he attended the following meetings and events: 4/21 Arbor Day Celebration; 4/30 Dauphin Lebanon Boroughs Association Meeting with Member Dengler; Upcoming event 5/27 Memorial Day Service 10:00 a.m. at Memorial Park Veteran’s Monument.
Police Department Report President Sutch presented the Police Department Report for the month of April and asked if there were any questions regarding it. Hearing none she noted that the April Police Department Report could be filed. Fire Department Report John McHale discussed the fire department’s proposed budget for the remainder of 2013 and asked that Council review the budget. President Sutch asked if they should meet one more time with the Finance Committee. Manager McHale stated it is not about the money but the details of the budget and could be accepted as a report. Bob Condran informed Council that he would like to return to his duties as Fire Chief. Mr. Condran stated he took a leave of absence due to an illness. Dave DeLuce noted that this discussion should be handled in an executive session or in a meeting with the Personnel Committee. Mr. DeLuce noted that the Fire Department Board would need to present a recommendation for Fire Chief to Borough Council for their approval. Shirley Sundy noted that Representative Patty Kim attended the National Fire Fighters Day on May 14, 2013 which was held at the House of Representatives. Representative Kim produced a bill that recognized May 4th of each year as a day to honor all fire fighters. Bob Condran noted that last month he met with Representative Patty Kim regarding some of the needs of the Highspire Fire Department. He informed Representative Kim for the need of fire hoses. Representative Kim contacted the Dauphin County Fire Companies informing them of Highspire’s need and asking for donations. Mr. Condran noted that there was a terrific turn out. Harrisburg City donated 800 feet of hose. A motion to accept the Fire Department Report for the month of April 2013 was made by Member Matesevac and seconded by Member Anderson. Motion approved unanimously. South Central Emergency Medical Services Report President Sutch presented the South Central Emergency Medical Services report for April and asked if there were any questions regarding it. Hearing none she noted that the April report could be filed. Citizens Comments Bill Mortimore, 183 Market Street, Highspire, PA – Mr. Mortimore noted the progress he has made with the Highspire Veteran’s Park Memorial Brick. He noted that 21 orders have been placed for the memorial bricks and that Representative Patty Kim bought one out of the six flag poles that are needed for Memorial Park. He also noted that a $250 donation was made by Giant in Carlisle. President Sutch asked how to get the word out to the public. Mr. Mortimore noted that he has been out in the community and has been mailing letters to businesses.
Correspondence Harrisburg Area Transportation Study (HATS) – Federal Highway Administration & Federal Transit Administration will be conducting a planning certification review, with meetings scheduled Thursday, May 30, 2013 from 8:30 a.m. to 5 p.m. at the Swatara Township Building and Friday, May 31, 2013 from 8:30 a.m. to 3:00 p.m. in the 2nd floor board room of CAT on Cameron Street. Meetings are open to the public. Harrisburg Area Transportation Study meeting for June, Technical Committee Friday, June 7, 2013 – 9:00 a.m. / Coordination Committee Friday, June 21, 2013 – 9:00 a.m. Committee Reports Public Facilities – Member Matesevac noted that the tulip bulbs were taken out of the planters and new plants were added. Two planters need to be reset on Lumber and Second Street now that the traffic signal is complete. She noted that there are a lot of property owners that need to cut their grass. Sanitation Committee – Member Dengler had nothing to report. Bi-Centennial Committee – Member Matesevac noted that the banners that were sold in conjunction with the bicentennial have been hung on Second Street and more inquires have been made about the banners. Member Matesevac noted that the company that made the banners would make more for the same cost of $200. Finance/Administration – Member Roman had nothing to report. Personnel – Member Roman had nothing to report. Community Development – Member Hoch had nothing to report. Public Safety Committee – Member Anderson asked when the traffic light on Second and Lumber Streets would be operational. Rob Lauriello noted that PennDot has an inspection scheduled for May 30, 2013 and the traffic light would start flashing on May 30, 2013 at 10:00 a.m. and will be in service on June 6, 2013 at 10:00 a.m. Staff Activity Reports Manager McHale noted that the Open House for the new addition is scheduled for June 8 th from 2:00 – 5:00 pm. Manager McHale noted that Skip Memi asked to attend the next Borough Council Workshop in June to discuss the KOZ issues regarding the airport property. Manager McHale discussed the concerns council members have regarding a news article concerning Dauphin County Land Banks. He noted that reporters referred to Allison Hill for rehabilitation of abandoned and blighted properties. Manager McHale noted that he spoke to Skip Memi and Mr. Memi stated that the county is looking at developing a land bank program and the ordinance has not been written. Manager McHale noted that Borough Council asked him to convey to Mr. Memi their support for the concept. Manager McHale mentioned that the bucket truck has been ordered and the lease agreement has been received and was given to Solicitor Deluce for review. Solicitor Deluce stated that he has reviewed the documents and has questions for the leasing company. Manager McHale noted that Council has information in their packet regarding Keystone opportunities along with a model resolution or ordinance that Skip Memi sent to the borough. Solicitor Deluce would need to review and determine if it would be an ordinance.
Von Hess noted that the Waste Water Treatment Plant has been watching phosphorus levels closely, especially in regards to nutrients. Mr. Hess noted that it is half way through the year and the nutrients are way below on both nitrogen and phosphorus. Terence Watts noted that Ron Lebo finished the wiring in the new addition at the borough; the TMI evaluation report was received and noted a job well done; the borough received money, (almost $11,000.00), from FEMA and the State for hurricane Sandy. Motion made by Member Matesevac, seconded by Member Anderson to approve the Staff Activity Reports for May. Motion approved unanimously. Solicitor’s Report Solicitor DeLuce had nothing to report. Engineer’s Report Engineer Rob Lauriello discussed the handout he submitted regarding the Roadway Rehabilitation Plan 2013 Funding Strategy. Mr. Lauriello also discussed FEMA funding on the proposed repairs to the bridges in Highspire. Old Business None New Business Motion moved by Member Roman, seconded by Member Thatcher, to approve the May 2013 Deletion List submitted by John Hoch, Tax Collection. Motion approved unanimously. Motion moved by Member Matesevac, seconded by Member Anderson, to approve the May 2013 Tax Exonerations List submitted by John Hoch, Tax Collection. Motion approved unanimously. Motion moved by Member Anderson, seconded by Member Dengler, to participate in the 2013 COG Auction, to be held on July 17, 2013 and to approve for sale at the Auction the 1994 & 2005 Ford Crown Victoria’s and the bucket truck. Motion approved unanimously. Motion made by Member Matesevac, seconded by Member Anderson to direct staff to release the May 2013 contribution to the Highspire Fire Department as indicated in the 2013 General Fund Budget. Motion approved unanimously. Moved by Member Thatcher, seconded by Member Hoch in support of the Dauphin County Commissioners efforts to establish a land bank using gaming funds for the rehabilitation of rundown properties and to direct staff to investigate and gain additional information. Motion approved unanimously. Moved by Member Anderson, seconded by Member Matesevac to authorize the solicitor and staff to work with the public safety committee to develop a “no panhandling” ordinance.
Moved by Member Roman, seconded by Member Anderson to approve a request by the Bicentennial Committee for permission to hold a Hat & Pet Parade on Eshelman Street, in May 2014, (specific date to be determined) and permission to use Memorial Park in December 2014, for Holiday decorations and events during the evening hours. Motion approved unanimously. Moved by Member Dengler, seconded by Member Anderson to proceed with Rettew’s Roadway Rehabilitation Plan 2013 Funding Strategy as described in a memorandum from Rob Lauriello dated May 22, 2013. Motion approved unanimously. Moved by Member Matesevac, seconded by Member Thatcher, to approve payroll and bills for May 2013. Motion approved unanimously.
