(f) 9.7 If internal access to mounded vessel is not possible, the external surface of the vessel shall be exposed to enable examination. Any repairs or modifications shall be carried out only after taking approval from applicable authority. A manual for operation and maintenance procedure with necessary details for both normal and emergency operation shall be developed.
