CITY MANAGERS MESSAGE CARTA DEL ADMINISTRADOR


Over the past several months, we have intensely reviewed and analyzed each departments budgets to look for efficiencies to reduce costs without affecting core Jimmy L. Morales services. We also negotiated new contracts with all of our labor unions that will provide significant pension savings over the years. As we enter this new fiscal year, I am proud to share that we have adopted a balanced budget that not only has provided tax relief to residents, but also improves services. A key community outcome is to improve our residents quality of life. Weve been able to use our supplemental funds for elder meal programs that supplant funds lost via the federal sequester. Additionally, we will implement technology upgrades to deliver quality, high-speed Wi-Fi signal to select facilities/areas rather than slow and intermittent connections citywide. We continue to maintain the citys strong financial health, while maximizing value to our residents for the tax dollars spent. General Fund budget includes $4.6 million in employee givebacks; $365,000 of additions and enhancements that are offset by $617,000 in efficiencies; brings in an additional $2 million in Resort Tax revenues to the General Fund to offset tourism-eligible expenditures; brings in an additional $1.2 million in Parking Fund surplus revenues to the General Fund, and includes modest increases in revenues. In order to continue to be a cultural, entertainment tourism capital and an international center for innovation and business, we also need to continue focusing on making Miami Beach a cleaner, safer and a more beautiful and vibrant community. We have made a commitment to hiring a manager for Lincoln Road Mall that will ensure maintenance of one our internationally recognized districts. Together, lets continue to make Miami Beach an even better place to live, work, learn and play. Doing the Right Thing!


Miami Beach Police Officer Earl Hackworth was first on the scene of a fiery car wreck over Labor Day weekend on I-95. Until more help arrived, Hackworth managed to work alone to tend to victims, including pulling a young lady to safety from inside a burning car, direct traffic and organize Good Samaritans who had gathered. You just do what youre trained to do, Hackworth modestly said.

While vacant storefront businesses are in transition waiting for a new tenant, the City is offering to dress up empty windows for free with attractive, approved window wrap coverings. Storefronts may also choose to design their own wraps, to be reviewed and approved for aesthetics and appropriateness. Businesses can no longer make do with unsightly brown bag craft paper, and failure to comply with this ordinance may cost a hefty code violation.

Every 10 years, the City Charter is reviewed by seven board members appointed by the City Commission known as the Charter Review Board (CRB). The CRB reviews the Charter for relevancy, fairness and efficiency to help ensure the best governmental system possible for our city. They ultimately present their recommendations to the Miami Beach City Commission. Recent discussion items by the CRB include the election of officials by open seats, preserving the historical value of Miami Beach and whistle blowing protection for employees. Upcoming discussions, among others, will include the preservation of beaches, commission salary/ compensation and term limits for mayor.

Commission meetings are generally held monthly on Wednesdays at 9 a.m. in the Commission Chambers, third floor, City Hall, 1700 Convention Center Drive, unless otherwise scheduled.

The parade route will run along Washington Avenue to Flamingo Park baseball stadium. High flying guests this year include the United Veterans Parachute Team, who will be touching down at the stadium immediately following the parade. A patriotic picnic will also follow. Update on the Development of the Miami Beach Convention Center


The Miami Beach Convention Center referendum that was slated to go before voters this November has been postponed. A state appeals court has ruled that the city should provide voters with a more detailed proposal of their lease with Tishman SBACE, the developer selected by the City Commission, before seeking voter approval. The next steps are to finalize a lease agreement and bring it before voters in 2014.

When your child is feeling under the weather in class, you no longer need to make a mad dash to school. Health suites are now open at all Miami Beach feeder public schools. The citys nurse initiative expands access for students seeking medical attention on site, buying parents reassurance and comfort that their child is seen by a medical professional at every Miami Beach public school.

Registered Nurse Ariel Vazquez does not just hand out bandages at North Beach Elementary, he monitors medication use, refers students to specialists and helps more than 2,600 students and their teachers manage chronic conditions such as diabetes, asthma and seizure disorders. Vazquez has a team of medical assistants stationed full-time at North Beach Elementary, Treasure Island Elementary and Ruth K. Broad Bay Harbor K-8 Center.

The citys nurse initiative funded the Childrens Trust Health Connect in Our Schools (HCiOS), currently utilized in Miami-Dade County Public Schools (M-DCPS) in three Miami Beach feeder schools for the 2013-14 school year. This initiative provides a shared registered nurse, full-time medical assistant and social worker accessible to every child. The City of Miami Beach, in support of its Education

Access to a health professional is extremely important for the wellbeing of the children in our schools, Dr. Maria Rodriguez, principal, Ruth K. Broad Bay Harbor K-8 Center said. They address the physical and medical needs of students, help fight obesity and deliver health-course content to the children and staff. Federal, state and local resources to open and operate school health suites are limited, but community partnerships like that in Miami Beach, realizing the need for such convenient healthcare services, have stepped in with the necessary resources.

This successful partnership not only fulfills the communitys desire to enhance health services to all students in the Miami Beach feeder pattern public schools, it also demonstrates a shining model for how the combined efforts of many stakeholders in a community can work together to reach a goal that benefits everyone, stated Dr. Peter Gorski, Chief Health and Child Development Officer for The Childrens Trust. No Place For Hate: The City of Miami Beach, in partnership with the AntiDefamation League (ADL) and all Miami Beach M-DCPS public schools, participates in the ADL No Place For Hate Initiative to enhance community appreciation of diversity and foster harmony amongst diverse groups throughout the 2013-14 school year. Information regarding school activities will be provided directly from your childs home school. Miami Beach earned the Community of Respect designation by hosting a community event and sponsoring teacher/student training. Mobile Pediatric Clinic The University of Miami Pediatric Mobile Clinic, in support of the City of Miami Beach Education Compact, will be visiting recreational facilities to provide comprehensive health care services free of charge to youth in our community who do not have medical insurance. Health suites have been appearing on a growing number of public school campuses as a way to reach children often missed by the health care system. Members of the Citys Committee for Quality Education say healthier children do better in school and have fewer absences. Health suites also can help reduce teen pregnancy, smoking, and alcohol use; ensure children are immunized; and contribute to fewer hospitalizations. In addition, Chapter 62 provides certain benefits and rights for domestic partners. If passed, by a majority of voters, this ballot question would create a new section 1.07 in the Miami Beach Charter. This section would provide that a Citywide referendum would be required in order to repeal, diminish, or otherwise negatively impact a right or duty established in Chapter 62 of the City Code (Human Relations) with regard to the classification categories of race, color, national origin, religion, sex, gender identity, sexual orientation, disability, marital status, familial status, and age as these terms are defined in Section 62-31 of the City Code. This question, if passed by a majority of the Citys voters, would amend City Charter Section 1.03(b) which concerns the Citys powers with regard to the Citys ability to sell, lease, convey, or exchange certain City-owned property. Currently, Section 1.03(b)(2) of the City Charter requires, in relevant part, approval by a majority vote of the voters in a City-wide referendum for the sale, exchange, conveyance or lease of ten years or longer of the Citys Convention Center Parking Lots. The Convention Center Parking Lots are defined as the City-owned surface parking lots located in the Civic and Convention Center District, generally bounded by Lincoln Lane on the South, Washington Avenue on the East, Meridian Avenue on the West and Dade Boulevard on the North. Approval of this ballot question would change the percentage of voter approval required for the sale, exchange, conveyance or lease of ten years or longer of the Convention Center Parking Lots from a majority voter approval, to 60% voter approval. This Charter change will also add the Convention Center Campus to the category of City-owned properties requiring the 60% voter approval before the Citys sale, exchange, conveyance or lease of ten years or longer of the Convention Center Campus. The Convention Center Campus is defined as all City-owned property, except for the Convention Center and Carl Fisher Club House, located within the Civic and Convention Center District (includes City Hall, 1701 Meridian Street, 555 17th Street, 21st Street Community Center, The Fillmore Miami Beach/Jackie Gleason Theater, and the 17th Street Parking Garage). There are an abundance of roads in Miami Beach that belong to the state, county or city government. It is sometimes a challenge for residents to decipher who is responsible for a specific street or avenue.

Before breaking ground, these roadway projects solicit public input from our residents and businesses.

Community response also prompted the sidewalk on Alton Road between 7 Street and 17 Street to be built two feet wider on either side of the roadway. Community meetings will continue to be held throughout the length of these roadway improvements. Please drive safely while you navigate through work zones. Allow extra time to reach your destination and obey all posted signs and speed limits they can sometimes change daily. Be aware that workers are present in and around the construction zones.

Two major state road arteries, Alton Road and Collins Avenue, are currently under construction by the Florida Department of Transportation (FDOT), and Miami-Dade County is working on the Pine Tree Drive Bridge. The City is working in Bayshore, South Pointe and Biscayne Point neighborhoods. Construction on Venetian Islands and Parkview Island will also soon be underway.

During construction, we continue to work with the community to minimize impacts whenever possible. With the City and contractors help, the department has been able to provide areas of free on-street parking at meters covered with white bags where its safe to park within an existing work zone on Alton Road. We want to be good neighbors during this work, said Heather Leslie, public information officer for FDOT. The scopes of these projects are often altered in response to public participation. Safety Tips to Keep Your Smartphone and Mobile Devices Safe Be aware of your surroundings and the people around you, especially late at night or in the early morning hours. Dont text and walk, and keep eye contact with those around you. When dining out, never leave your phone out and within easy reach of passersby. Use the security features, such as a security code log-in, to protect your information from identity theft. Activate location enabling features, such as Find My iPhone/iPad and Google Places. If you are a victim of a crime, do not resist. Take mental notes of the suspects description and report the incident to police immediately. If you see a theft in progress, please call 911.

Today, it seems like everyone has a smartphone. According to the Pew Research Center, more than half of adult Americans have a smartphone, and the New York Times reported that a Eurobarometer survey of almost 1,000 children in 29 countries found most had cellphones after age nine. Yet, what most people are not aware of is that smartphones are increasingly prime targets for thieves. Apple picking, a term coined by the New York Police Department, describes a new nationwide epidemic the theft of smartphones. In 2012, 1.6 million Americans were victimized for their smart phones. This growing epidemic accounts for a majority of the robberies in our major U.S. cities. In San Francisco, 50 percent of the robberies involved a stolen mobile communications device last year. In 2012, Washington D.C.s Metropolitan Police reported smartphone theft accounted for 38 percent of their robberies, with Philadelphia Police reporting 33 percent for this type of theft. In Miami Beach, the same trend is emerging. During the first six months of the year, approximately 50 percent of all

robberies involved a stolen cellphone. We have seen a dramatic increase in robberies by sudden snatching, where smartphones are the targeted property, shared Miami Beach Robbery Squad Detective Sergeant Steven Feldman. I had no idea that iPhone thefts were so commonplace, said Ali Patino, a visitor on South Beach. Why is it so common, you may ask? Because it is very profitable for thieves. According to the Miami Beach Criminal Investigations Unit, investigations have revealed that stolen iPhones are sold on the black market for up to $300 and are many times exported to other countries. While MBPD has made several arrests, the problem persists. In August, the Miami Beach Police Department launched a public information campaign to inform residents and visitors about apple picking, but more importantly, to provide

safety tips. The best way to prevent becoming a victim of this type of crime is situational awareness. It is important that residents and visitors be aware of their surroundings at all times, especially when engaged in cellphone conversations or use, warned Sergeant Feldman. However, the most important safety tip: If you are approached by a thief, do not resist. Several cases of robberies involving smartphones across the country have involved serious injury and in some cases loss of life. Take mental notes of the suspects description

Proper Tree Pruning


Regularly scheduled tree pruning will improve tree health, control growth, and enhance fruiting, flowering and overall appearance. Step back and look at the tree to be pruned. Try to imagine what it will look like when it is going to be larger, and remember that tree limbs will increase in diameter and lengthen but will not move upward on the trunk as the tree matures. Trees should be pruned for the first time two to five years after planting, then inspected for pruning needs every five to seven years thereafter. Keep in mind that younger trees require significantly more pruning than older mature trees.

SINCE YOU ASKED USTED PREGUNTO

Why is the city discontinuing the iPark service and how will we [Miami Beach residents] continue to receive a parking discount? The iPark is an in-car parking meter, manufactured by ePark, which was implemented in 2008 as an alternative payment platform for metered parking. Last year, ePark notified the City of Miami Beach of their decision to discontinue the production distribution and support of the Park Model 10, first generation. The company further advised that a second generation device termed EOS was in production and assured us a seamless transition between devices. EOS was promised to have updated technology and enhanced features making its use and operation more user friendly than its predecessor. The 10 Model had its shortcomings. Customers experienced failing liquid crystal displays caused by direct sunlight and loss of data including reload values. Subsequently, ePark the manufacturer of iPark,advised that they were discontinuing production of the 10 Model and that the EOS Model would be available as its replacement; however, it would have the same functionality as the 10 Model until such time that the enhanced features were available. Unfortunately, after only several days of sales of the new device, we had no choice but to recall the units due to software issues. All EOS units were returned to ePark for corrective action. The sale of EOS units was suspended until such time that its functionality and reliability could be vetted and resolved satisfactorily.

On August 30, ePark notified us that because of the failure of the EOS units, it can no longer support the device and that they were shutting down their operation and business. As a result, iPark users that have an active reload and balance of unused time may continue to use their device as intended. However, no further reloads will be available once the current values are exhausted. An alternative payment platform, pay-by-phone, is currently in development. From an industry perspective, pay by phone service is the next progression in technology. Pay by phone offers more flexibility than an in-car parking meter platform. These enhancements include freedom from having to purchase display or repair a device and no need to purchase reloads. Pay-by-phone subscribers, who are Miami Beach residents, will enjoy the same discounted parking meter rate in South Beach as in-car meter users. The new pay-by-phone service is expected to be operational by the first quarter of the 2014 calendar year. Why do I still need to put my receipt on the dashboard of my car when using the new pay-by-plate? The pay-by-plate parking payment option available in South Beach has not yet been fully implemented throughout the city. Therefore, parking attendants still need to check paper receipts for proper enforcement. Soon, youll be able to skip that step once the pay-byplate system has been fully implemented.
