The BSF officers briefed them at Samba about the prevailing situation in the border areas and violation of ceasefire by Pakistan Rangers. BEIJING: Prime Minister Manmohan Singh arrived here on Tuesday on a threeday visit during which India and China are expected to ink several key pacts, including an agreement on a mechanism to prevent incursions by Chinese troops along the line of actual control. Singh, who arrived here from Russia tonight, will hold talks with Chinese President Xi Jinping and Premier Li Keqiang on Wednesday on a host of issues. He will also meet Zhang Dejiang, chairman of the National People's Congress, the Chinese parliament. Besides the Border Defence Cooperation Agreement, a series of pacts are expected to be signed after his talks with Li, officials said. The landmark agreement on border cooperation - expected to be signed on Wednesday - is aimed to avoid face-offs between the armies of the two countries like in Depsang valley in Ladakh recently. Beijing warms to India on river dam issue


BEIJING: China on Tuesday said it is paying attention to India's concerns on its plans to build more dams on the Brahmaputra river, an issue expected to figure prominently in visiting Prime Minister Manmohan Singh's talks with leaders here. Coal Gate: CBI writes to PMO's office for all records


NEW DELHI: CBI on Tuesday wrote to Prime Minister's Office seeking all the records related to allocation of coal block to Hindalco, three days after the top office said Prime Minister Manmohan Singh had approved it on the basis of "merits" of the case placed before him. ROHIT SINGH RANA Stung by the statement of Chief Minister Omar Abdullah that in the wake of continuous firing by Pakistanis along the border, India should exercise other options both factions of Hurriyat are spewing fire against his statement. Truth always is bitter to swallow; this time too it is difficult for the separatists to gulp it down. It is a obvious display of sinister consistency. If anybody talks tough with Pakistan, he is to be attacked, castigated, marginalized and derided. Pakistan is a holy word for the Hurriyat. Both factions whether of Geelani or Mirwaiz Umar are on the same page when it comes to love Pakistan and hate India? Loss of lives on Pakistani side makes them sad, but the killing of Indian soldiers turns them dumb. No word is uttered nor is a sigh heard. When our soldiers were beheaded, Hurriyat kept mum, this silence continued, when again five Indian soldiers were killed in cold blood. Perfidy and bias have its limits, unfortunately with Hurriyat there are none. On very few moments has the Chief Minister appeared so forth right. Being head of the government will he, like Hurriyat remain silent and say not a single word, when his people are being killed at the border or rendered homeless. Imagine the plight of people who have to bear the brunt of Pakistani shelling. They have no option left to leave their homes, cattle and standing crops ripe for harvested and search for a safer place. Hurriyat has no such pain. The separatists have played Holi with the blood of innocent Kashmiris being safe in their Bungalows under tight Indian security. Greatest paradox being that the nation that makes their lives safe is target of their rebuke, and malicious campaign. Separatists have taken umbrage over Omars statement and perhaps it has stung very deep in their hearts. They fear the statement of the Chief Minister is enough to ignite nuclear exchange between the two neighbours. In all experience and docility of Indias leadership, there is in fact no threat of a nuclear war between the two countries. India has assured this with its chicken hearted response by behaving like a choice punching bag which is getting pounded on all sides. This happens despite the over eager overreach of Indias leadership to have talks with Nawaz Sharif in New York. We got nothing in return, only cease fire violations, heavy shelling twin terror attacks in Jammu and Dehati Aurat remark. Separatists know it too well that India will not do much against Pakistan, given its past history of too much tolerance, otherwise all separatists should have been in jail for their known anti India mindset which is no less than pure treason. The separatists are peeved why Omar, a Kashmiri has taken a tough stance on Pakistan their ultimate dream destination. It is their natural home, thus beyond the realms of tolerance for them if anybody gathers guts to expose Paki Na Paki. Tolerance has a frontier and Omar who sometimes harps on pre-1953 status, partial revocation of AFSPA or whose loose cannon uncle, Mustafa Kamaal day in and day out issues warnings to India, has after all realized that enough is enough. India has to give a measured and surgical response to Pakistani firing. It cannot allow itself to be rammed and banged every day. If Pakistan indulges in such heinous acts, let them pay for it. After all they too should know the taste of their own medicine. Emphatically, it will not risk a nuclear war. Surgical strikes and hot pursuit is accepted way of taking on the enemies of humanity. India too has to do it now. This sentiment was rightly echoed by the Chief Minister. However Geelani and Mirwaiz will not tolerate this. For them, the fate of 130 million Kashmiris hangs in balance. Time has come to let them remind that among 130 million Kashmiris include people of Kashmir, Jammu and Ladakh of whom nobody is upset over Omars statement. Is it not thus best time for separatists to cross over to Pakistan, so that they reach their dream destination and kashmiris get rid of their dubious machinations and bloody protest calenders. It will be a win -win situation for both, Hurriyat reaching the Land of the Pure (Pakistan) while Kashmiris get rid of the perpetrators of hate and instigators of violence.

Prime Minister Manmohan Singh, who arrived here to a warm reception on his three-day visit, will meet Chinese Premier Li Keqiang on Wednesday after which the border agreement is expected to be signed. Giving indications that decks have been cleared for signing of BDCA, sources said, "Don't ask about the outcomes now. We will give you details tomorrow." The BDCA was cleared by the Cabinet committee on security last week as part of further confidence building measures to avoid incidents along the LAC which has seen many intrusions from the Chinese side. The case is going on in Gandhinagar court as Chandkheda area falls in Gandhinagar district. The elder of the two sisters, in her complaint, had accused Asaram of sexual assault between 1997 and 2006 during the time she had been living in his ashram on the outskirts of Ahmedabad. The younger sister had filed a complaint against Sai, accusing him of repeated sexual assault between 2002 and 2005 when she was living in their Surat ashram. The whereabouts of Sai are not known. Both Asaram and Sai had filed petitions in the Gujarat high court seeking quashing of sexual assault complaints against them. Sai has already filed for anticipatory bail in a court in Surat. Earlier, Asaram was arrested by Jodhpur police in a sexual assault case filed against him by a school girl studying in his ashram.

It said Birla met Parakh in July, 2005, requesting allocation of the block. "Pursuant to these letters and the meeting between Parakh and Birla, the former abused his official position and recommended the allocation of Talabira II along with Talabira III to Hindalco Industries without any valid basis or change in circumstances and with the sole intention to show undue favours," it alleged. NEW DELHI: Faced with the reality that the deal to buy 126 new fighters from Frances Dassault Aviation will not be inked for the next few months and could possibly be delayed till the next government is in saddle in May next year, the Indian Air Force has begun upgrading a major chunk of its fleet of fighters. The IAF faces a crisis as the key IAS official handling the Dassault Aviation purchase in the Ministry of Defence died of an heart attack a couple of weeks ago. The process is complex and the new appointee may take a few months to understand the matter that relates to purchase of 125 twinengine Rafale planes at the cost of $15 billion (approx Rs 90,000 crore at todays valuation). Moreover, the ongoing issue of localisation of production is yet to needed to bring the planes in tune with latest technology, but the slow place on deciding on the purchase of 126 Rafale has added a tinge of urgency. The IAF Chief had said on October 4: Negotiations are still on. Besides this, starting next year, three different versions of the MiG 21 planes are to be phased out. Also the MiG 27, another Soviet-era plane used by the IAF, will be phased out. These two planes form the lowest layer of IAF fighter jets in terms of technology. The MiG 29, the Mirage2000 and the Jaguar are the second layer while Sukhoi30 MKI is the frontline toplayer. The IAF has a sanctioned strength of 42 squadrons (some 16 to 18 planes in each) but it has just 33. The 34th, a Sukhoi-30-MKI squadron, is being raised at Sirsa in Haryana. The upgrades will make the IAF carry on with the older planes for at least 15 more years. The MiG 29 fleet of 62 twin-engined planes inducted in the mid 1980s is being upgraded at a cost of $964 million. The upgrade will convert these planes into multi-role fighters, a new avionics suite, latest radars. Similarly the fleet of 51 Mirage-2000 planes is being upgraded under a $2.4 billion contract by Dassault Aviation, its manufacturer. This will also have a new radar, a night vision compatible digital cockpit, helmetmounted sights and new missiles.

Minister of State for Cooperative, Fisheries, Printing, Finance and Planning, Dr. Manohar Lal Sharma, was the Chief Guest while Chairman, SPCB J&K, Vinod Ranjan was the guest of honour. The workshop was aimed to highlight the global and national concerns, associated with strategies to address the problem and provide an overview of Proper Management of E-Waste. This workshop presented a waste management system with shared responsibility for the collection and recycling of electronic wastes amongst the manufacturers/assemblers, importers, recyclers, regulatory bodies and the consumers. JAMMU: BJP State President Jugal Kishore Sharma, alongwith Suchetgarh MLA Sham Choudhary, addressed a massive public rally at village Treiba in Arnia sector of Bishnah constituency. He also donated an ambulance for the local people and handed over a cheque of rupees ten thousand to a poor widow Parsino Devi of the village. The rally was organised by BJP activist Sunil Luthra, who had made available ambulance. Jugal Kishore Sharma, while expressing concern over step motherly treatment meted to the people in border areas, said that majority of them are farmers and work round the clock in fields to sow and produce not for themselves but for others too but they are being discriminated at all levels and in all matters. He said that during the last few months, the border people have been targeted by the Pakistani rangers and army der people and shed its policy of soft approach towards Pakistan. He also hoped that the people of Treiba and neighbouring villages will be benefitted by the ambulance in case of emergency. Sham Choudhary, on this occasion, said that the border people have never been considered as human beings. They suffer on account of across the borders firing, lack of basic amenities, poor connectivity, unemployment. He said that these people are so much fed up by the firing by Pakistan that they want a strong and effective reply to Pakistan. He said the present UPA should take the incidents of firing at borders seriously and ensure that no innocent citizen is targeted in future. A clear message should be flashed to Pakistan that enough is enough and India will not tolerate any further firing and would retaliate in the same manner. R.S.Pura District President Sat Pal Pappi narrated a number of instances which clearly prove that the people living in border areas have no place in the schemes of things of the state government. Sunil Luthra said that the youth in particular has realized that it is the BJP only which has been agitating for their welfare and better future. The principles and policies of BJP are people and nation-centric and need to be taken to the masses. Inspired by the pro-people policies of the BJP, a prominent social activist Suran Singh also joined party and pledged to work for strengthening it in his area. He called for stern retaliation of all attempts of Pakistan from across the border. Mr. Sharma demanded construction of Bunkers for the Civil Population in Border Villages, so that they can take shelter in case of heavy firing and shelling. He informed that in view of heavy shelling and ceases fire violation by the Pakistani Army in Jammu, Samba, Rajouri and Poonch Districts People who are unable to move from their houses are unable to earn their livelihood. He demanded that relief and ration should be given to such households. Mr. Sharma also demanded increase in compensation to victims of border firing and shelling at par with the victims of militancy in Jammu & Kashmir i.e from Rs. one lakh to Five Lakhs. Mr. Sharma demanded insurance cover to life, property, cattle and crops of the people residing on the borders and asked the Administration to access the crop losses and other losses in border villages and provide suitable compensation to the people.

BANDIPORA, OCT 22: Minister for Forests, Ecology and Environment, Mian Altaf Ahmad today visited Kudara, the remotest part of Bandipora district, and distributed solar lanterns, free of cost, among 746 families of 9 un-electrified villages of the area. 700 more solar lantern are targeted to be distributed during this year Speaking on the occasion, the Minister reaffirmed the resolve of the Government to provide basic amenities to the people, adding that specialand focussed attention is being given towards the people living in hilly and remote areas of the State. He said necessary instructions have been issued to the District Administration to bring maximum villages under the ambit of welfare schemes launched by the Government across the State. He said that all un-electrified villages would be brought under RGGY scheme of Power Development Department. The Minister asked the Gujjar and Bakerwal communities to come forward and take the benefits of the welfare schemes introduced by the Government in different sectors. He asked them to come forward for getting their basic facilities, besides their share in other schemes of the Government. Mian Altaf said that 700 more such lanterns will be distributed among the remaining families of the area during this year, adding that 100 Home Solar Lights are being procured for installation in religious places of the district. He asked people to extend their cooperation to the executing agencies for taking forward the on-going development projects started in the area.

Similarly 72 weeders and 163 hot air driers were also provided to the farmers on subsidy basis. Saying that irrigation facility to the farmers is the major component of the NSM, the

He was informed that till date 72 bore wells were completed out of 128. Vikar for ensuring adequate power supply during winter, reducing transformer damage
SRINAGAR, OCT 22: The Minister of State for Technical Education and Power, Mr. Vikar Rasool today directed the officers for putting in place a mechanism for ensuring adequate power supply to the people during winters and also reducing the transformer damages. The Minister was addressing the officers during a review meeting to discuss the measures put in place for the ensuing winter in the Valley. The meeting was attended by the Principal Secretary, PDD, Mr. A.K. Mehta, Chief Engineers, Superintendent Engineers, Executive Engineers and other officers of the Power Development Department. Mr. Vikar said that the officers of the various wings of the department should work in close co-ordination to ensure that a fool-proof mechanism is put in place, so that the consumers get the adequate supply of power during the winter. The Minister asked the Secretary, Housing and Urban Development Department to take immediate measures for the deweeding of the BrariNambal lagoon besides, also ensuring the fencing of the left over portion is also done. He said the water body has a prime importance viza-viz ecology of the old city and we have to ensure that every measure is put in place for ensuring its preservation and beautification. While asking for ensuring that the proper repairs of the Sewerage Treatment Plant (STP)of the lagoon, if needed, is also done,the Minister said that the requisite funds have also been released and engineers should ensure that it is done within the shortest possible time. He said that the officers of different departments like LAWDA, SMC and I&FC should work in complete co-ordination for ensuring that the BrariNambal lagoon is preserved, so that it can be developed as one of the major tourist attractions of the old city Srinagar. Mr. Sagar directed the officers of LAWDA for ensuring the timely completion of various connecting bridges being constructed in the catchment areas of Bagh Roop Singh and other areas, so that the people living in these areas get proper connecting facilities with the main land. The Minister also directed the officers to speed up of the pace of work on the community halls being constructed in the city and asked for starting the work on the newly taken up one at Malik Pora, Zainakadal. He said these halls provide the much needed space for the people living in Srinagar city to celebrate their social functions.

Chairing a review meeting of the health sector today, the Minister asked the officers to prioritise the sector in allocations as it involves all of us. He said health constitutes the basic element of life and accordingly the government has flagged it as a priority area of growth. Mr. Taj suggested timely reviews of the allocations and requirements so that the critical projects do not suffer due to paucity of funds. He said providing quality healthcare is the responsibility of the government and all efforts should be made in this direction.

ANANTNAG, OCT 22: To review the achievements under NRHM in district Anantnag, against an amount of Rs. 644.07 lakh, an expenditure of Rs. 545.02 lakh have been spent upto ending September, 2013 in the district under various schemes including JSSKY. This was stated in a meeting of officers held here under the Chairmanship of Member Parliament Dr. Mehboob Beig today. He was told in the meeting that the incentive for an amount of Rs. 1000 to urban beneficiaries and Rs. 1400 are given to rural beneficiaries at the time of delivery including three medical check-up, transportation and medicines. The Member Parliament also impressed upon the Engineers of R&B departments for macadamized the roads from K.P. Road to Anchidoora to Anzwala, Chechripora to Kamad and Daligam to Patibugh. Charak demanded that without wasting any time Govt. should immediately set up some system with a Nodal Officer in place to tackle the crisis which can be easily foreseen, so as to create confidence among the people and enabling the Indian Security Forces to carry on with their necessary measures without the fear of loss to the civil population of the area. SRINAGAR, OCT 22: Minister of State for PHE, Irrigation and Flood Control Mr. Nazir Ahmad Gurezi today directed the District administration Bandipora to verify 210 identified families dislocated due to construction of Kishan Ganga Hydel Electric Project (KGHEP) within a fortnight and asked them to identify the land about 300 kanals at Srinagar required for their rehabilitation. These directions were given by the Minister during a review meeting convened to discuss the pace of progress of all projects sanctioned under Resettlement and Rehabilitation Plan (RRP) for project dislocated families of Gurez and Bandipora. It was informed in the meeting that an amount of Rs.253.75 crore has been sanctioned under RRP for different developmental works and rehabilitation of project dislocated families of Gurez and Bandipora. It was also informed that the construction work on Maternit y/Gynaehospit al costing Rs.18 crore at Bandipora, improvement of LT and HT network costing Rs. 11 crore are apace. Threadbare discussion was also held on development of infrastructure in terms of roads, lanes, drains, parks, street lights and revision of extension of PHE network in and around Kralpora area. Detailed discussion was also held on pace of progress of different developmental works under execution and compensation cases of recent flood affected families in Gurez Tehsil. The Minister directed the concerned agencies to start construction work of Rs.2 crore Sports Stadium, Gurez immediately. Mr. Gurezi directed the concerned to speed up the compensation cases of those families whose property damaged due to recent floods in Gurez Tehsil and submit their cases to the administrative department for accord of necessary relief in their favour.

NEW DELHI, OCTOBER 22: Livid with the suspended Indian Boxing Federations antics, International Boxing Association (AIBA) president Dr. Ching-Kuo Wu has said the world body will now work with the IOA to get to a position where it will be possible to hold new elections for the IBF. In a sternly-worded missive after receiving information about the suspended IBFs plan to hold an Annual General Meeting on November 9, Mr. Wu has stated that the IBF does not have any validly appointed officers at the moment. Since the September 2012 IABF AGM and elections, AIBA has worked to try and find a way forward for boxing in India. The process has become increasingly difficult due to the opposing positions adopted by various factions within the IABF, Mr. Wu said in a letter, which has, among others, also been addressed to Indias representative in the AIBA Executive Committee m e m b e r Kishen Narsi. OCTOBER 22: Nothing spices up sport like a bitter rivalry. Many a sweet memory in sport has been provided by two bitter enemies, gifted and determined. When Muhammad Ali and Joe Frazier met in the boxing ring, you could expect the deadliest blows imaginable. When Martina Navratilova saw Chris Evert on the other side of a tennis court, her serves had more venom than usual. Alain Prost and Ayrton Senna always drove each other wild when their paths crossed on a Formula One track. On a track of a different kind, the sight of Sebastian Coe was enough to make Steve Ovett produce the run of his life, every time. In chess, the gentlest of all sports, there have been bitter rivalries too, right from the first ever World championship match between Wilhelm Steinitz and Johannes Zukertort in 1886. But there has never been a greater rivalry than the one between the two mighty Russians, Garry Kasparov and Anatoly Karpov. It was a rivalry that lasted over a couple of decades and five World championships. The first of those championship matches was held in 1984-85 in Moscow. Karpov, 33 then, was the defending champion and Kasparov, 21, the pretender. Karpov had been the World champion since winning the title without playing a game in 1975, when the temperamental Bobby Fischer refused to defend his crown. With consecutive victories over Victor Korchnoi at the World championship in 1978 and 1981, he had proved that he was the best player in the world. He may not have been a prodigy, but he was a remarkably steady player with a cautious, solid style. He was very difficult to beat. Kasparov was aggressive, imaginative and hardworking. He had earned the right to take on the reigning champion by scoring convincing wins in the Candidates tournament against Alexander Beliavsky (6-3), Korchnoi (7-4) and Vasily Smyslov (8.5-4.5). The expectations around the 1984 match were high. But nobody expected the match would last five months and still produce no result. In the longest World championship match ever, 48 games were played. It was Karpov who drew first blood, winning the third game, after the first two were drawn. He looked in great form as he won the sixth and the seventh games too. After a draw in the next game, he won the ninth. He was 4-0 up from just nine games, and all he needed was two more wins to keep the crown (the player who wins six games was to be the champion). Now it looked like Karpov would seal the match without much trouble. The next 17 games were drawn, though, as the younger man resisted stoutly. Then, Karpov won the 27th game, and all that stood between him and the title was just one victory. Kasparov was not prepared to give him that as he staged one of the most remarkable comebacks in the history of any sport. From the brink of defeat, which was just one loss away, he fought back. After drawing the next four games, he finally tasted victory in the 32nd. Shift in momentum More draws followed until Kasparov won games 47 and 48. He may still have been trailing 3-5, but it was his rival who looked in trouble. The momentum had shifted. FIDE, the World chess governing body, intervened and stopped the match, saying both players were too tired. Kasparov, understandably, was stunned, and made his displeasure public at a press conference. He had reasons to feel let down. Karpov had always been the favourite of the establishment, be it FIDE or the government, and Kasparov was the rebel. But the rebel struck back when the match resumed in Moscow seven months later. This time, it would be a best-of-24-games affair, and Karpov would be the champion in the event of a tie. Kasparov began with a victory in the new match. But Karpov came back with successive wins in the fourth and fifth games. Kasparov, however, equalised by winning the 11th game, and the score was 6-6 at the half-way mark. He went ahead following a brilliant win in the 16th game. Three games later he won again to increase his lead to two points. He, however, erred in the 22nd game and lost. The next game was drawn, and that left him needing a draw to be the youngest World champion in history, at 22. Karpov could still retain the title with a win in the final game.

It is truly inexplicable that such a judgement was delivered after the April 2010 Maoist attack at Chintalnar, Dantewada, in which 76 policemen were killed, perhaps the highest toll in a single incident. Despite that chilling tragedy, the Supreme Court ordered Chhattisgarh to immediately cease using SPOs directly or indirectly to counter Maoist activities, and ordered the Union Government to cease directly or indirectly funding the recruitment of SPOs for any form of counter-insurgency activities against Maoist groups. It ordered the State Government to disband the SPOs, recall all firearms issued to them, and provide appropriate security to the former SPOs. On no account was the State to permit any group like Salwa Judum / Koya commandos to act unconstitutionally or otherwise violate the human rights of any person. The court ordered filing of cases and prosecution of all instances of alleged criminal activities of Salwa Judum. This judgement is one of the most glaring instances of judicial short-sightedness, of satiating populist galleries without regard to the grim reality on the ground. In May this year, Congress leader and Salwa Judum founder Mahendra Karma and 18 party workers died in a ferocious attack by Maoists at Darbha in Bastar district. In recent weeks, Maoist atrocities have been spreading like wildfire, and SPOs by whatever name (Ama Police, Salwa Judum) are an integral part of the State response to this menace. The Union Government must step in to ensure that the lives and liberties of innocent citizens are not sacrificed before judicial fashions masquerading as the high values of the Constitution of India. Nothing could be a greater parody of the truth.

BACK TO THE OLD GAME
When Pakistani Prime Minister Nawaz Sharif landed at Andrews Air Force Base in Washington, DC, on Sunday, he must have been mighty pleased with the warm reception he got a hefty billion-dollar welcome package awaited him, apart from the large contingent of senior officials from the White House and the State Department. Just prior to his arrival on a four-day official tour, which will culminate on Wednesday with a state dinner hosted by President Barack Obama, the US Administration decided to restart its $1.162 billion military and economic assistance programme to Pakistan. Much of this aid package was suspended after bilateral ties went on the downward spiral during 2011 and 2012. The relationship hit a bad patch when a CIA contractor killed two Pakistanis in Lahore, then soured over the unilateral raid that the US Navy SEAL team conducted, killing Osama Bin Laden in Abbottabad, and finally hit rock bottom after an American airstrike eliminated 24 Pakistani soldiers near the Afghan border. The entire phase was played out against the backdrop of increasing American disappointment with Pakistan's failure to fight terror and indeed the latters duplicity in its dealings with groups such as the Lashkar-e-Tayyeba, which the ISI nurtures primarily to fight a proxy war against India. It was also during this time that several top US officials publicly spoke against the Pakistani establishment's policy of running with the hare and hunting with the hound. Yet in recent months, Washington has been more than willing to kiss and make up with Islamabad. Throughout July and August, the State Department sought to impress upon Congress the importance of enhancing Pakistan's anti-terrorism capabilities on the ground that there has been a noted confluence of signs of greater cooperation, though the State Department admits there has been no single event to demonstrate the change of heart. The resumption of aid to Pakistan could be to ensure Islamabad's support in Afghanistan post the 2014 drawdown or it could be proof of the resilience of the USPakistan partnership or even the product of Prime Minister Sharif's smart diplomacy. Either which way, it doesn't look good for New Delhi. It was just days ago that Prime Minister Manmohan Singh made a strong case against Pakistan during his meeting with President Obama, highlighting terror networks that flourish on Pakistani soil. Clearly, his words had made little impact on the White House. Perhaps this was only to be expected for more reasons than one. The Obama Administration has consistently sought to appease Islamabad, and this was evident even on Sunday when Secretary of State John Kerry (perceived to be pro-Pakistan'), met with Mr Sharif their third meeting in three months and said that the US's ties with Pakistan could not be more important. Such effusive American support has naturally emboldened Pakistan. As expected, Prime Minister Sharif has lapped up the opportunity to seek international intervention to resolve the Kashmir dispute, even though both New Delhi and Islamabad have agreed that the problem is strictly bilateral in nature. Thankfully, Washington is not going to oblige Mr Sharif in this matter.

LIKES OF SALWA JUDUM DESPERATELY NEEDED

As the arc of Maoist violence engulfs Bihar, Odisha, Chhattisgarh, Maharashtra and West Bengal, the Centre would do well to undo the Supreme Courts July 2011 judgement that scuttled the Salwa Judum resistance movement against Maoists atrocities in Chhattisgarh. In tacit recognition of the infirmity of this verdict, the Centre last month asked the Odisha Government to strengthen internal security with the help of community policing, a euphemism for a Salwa Judum-style movement. Odisha, in fact, set up the Ama Police system in April, this year, to combat the Maoist menace after it realised that local people would give real time intelligence to local policemen only if they are seen as friends, which makes community policing imperative. This vindicates the Salwa Judum, and if similar measures are being adopted by States ruled by different parties, the Centre must ensure that Chhattisgarh citizens are not left vulnerable because of the Supreme Courts misconceived verdict pandering to the egos of metropolitan busybodies. In Nandini Sundar & Ors versus State of Chhattisgarh (WP No 250 of 2007), Justices B Sudershan Reddy and Surinder Singh Nijjar denounced the Chhattisgarh Government for claiming constitutional sanction to perpetrate, indefinitely, a regime of gross violation of human rights in a manner, and by adopting the same modes, as done by Maoist/Naxalite extremists. Injudiciously comparing tribal resistance to Maoist predators with Joseph Conrads account of colonial brutalities in Congo between 1890 and 1910, the Bench declared Salwa Judum illegal and unconstitutional. The courts disapproved of the State Government appointing nearly 3,000 Special Police Officers (Koya Commandos, being mostly from the Koya tribe; the number later rose to 6,500) to assist the regular police force maintain law and order. Alleging controversies regarding their training, status as police officers, and use of excessive violence, social activist Swami Agnivesh claimed that nearly 3,000 houses

were burnt down in the villages of Morpalli, Tadmetla and Timmapuram, women raped and three men killed, in March 2011. Swami Agnivesh and some members of civil society were allegedly attacked by members of Salwa Judum when they tried to visit the villages, despite security provided by the Chief Minister. The court ordered a Central Bureau of Investigations inquiry into the incident. The State Government informed the court that SPOs were appointed under Section 9 of the Chhattisgarh Police Act, 2007, and paid a monthly honorarium of `3,000, of which 80 per cent was Central subsidy. They served as guides, spotters, translators, and intelligence sources; were given firearms for self defence and tasked to protect the relief camps for displaced villagers from Maoist attack. Between 2005 and 2011, as many as 173 SPOs sacrificed their lives while performing their duties and 117 were injured. The State Government claimed that disbanding the SPOs would wreak havoc with the law and order situation; it was supported by the Union Government. But the court disapproved of the appointment of SPOs for anti-Maoist activities, and chastised the Centre for diminished responsibility in the matter. Tribal youth, the court concluded, were being appointed to engage in armed confirst targets of the Maoists upon accidental discovery of their true role. The court expressed dissatisfaction with the training provided to the SPOs. It felt that recruits with a basic educational qualification of standard five could not be expected to grasp subjects such as IPC, CrPC, Evidence Act, Minors Act, human rights and other provisions of the Indian Constitution. Though the State claimed they were given arms only for self-defence, the court felt that the tribal youth would simply not possess the analytical and cognitive skills to understand the complex sociolegal dimensions inherent in the concept of self-defence, particularly the potential legal liabilities, including criminal charges, if the firearms were used in a manner inconsistent with the concept of self-defence. A valid point made by the apex court was that the State Government was using SPOs to overcome shortages in formal policing structures. This amounts to abdication of constitutional responsibilities to provide appropriate security to citizens by having an appropriately trained professional police force of sufficient numbers, properly equipped, on permanent basis. It said such essential state functions cannot be divested or discharged through the creation of temporary cadres with varying degrees of state control.

MINORITY APPEASEMENT IS A BLOT ON SECULARISM

Articles 14 and 15(1) of the Constitution enjoin that the state shall not discriminate against any person on grounds of religion, caste, race or such other issues. Ours is a secular country. Yet, last year on April 9, West Bengal Chief Minister Mamata Banerjee announced monthly allowances of Rs 2,500 for imams and Rs 1,500 for muezzins and got a budgetary allocation of Rs 660 crore passed by the State Assembly. The payments were eventually stayed by the High Court earlier this year. Similarly, the Indian Government continues with its Haj subsidy, even when Pakistan, a constitutionally theocratic Muslim country, had abolished it back in 1997. As of 2011, an estimated 1,00,000 Indian Muslims make use of the subsidy every year. In May 2012, the Supreme Court ordered the Government to end the Haj subsidy by 2022. This is only fair, as no such subsidy is offered to any other religious community in India. As the 2014 parliamentary election nears, politicians are vying with one another to promise the moon to the voters. It comes as no surprise that a politician in Karnataka has said that it is all right for the Muslims to cheat the Government by not repaying loans taken from various state agencies. Also, is any Government official or politician willing to give orders in writing that the minorities (read Muslims) need not repay loans? Some politicians are good at giving ex gratis advice as long as they are not called upon to shoulder the liability or, harassing innocent civilians, he needs to review and revamp the police force. In other words, he needs to put his own house in order.

Instead of feeding the bogey of victimisation, for instance, by insinuating that Muslims are unlawfully detained, the Government will do well to include the minority community in its fight against terror
as in this case, pay for the loan from their own pockets. On the advice of the Union Minister for Minority Affairs, the Union Minister for Home Affairs sent a letter to Chief Ministers saying that no innocent Muslim should be detained. This pre-supposes that the police is detaining innocent Muslims. Most Muslims are loyal to India and only the anti-state elements are eventually punished by a court of law. It is also true that almost all terror attacks, be it the 2008 carnage in Mumbai or the 2001 attack on Parliament or other terror cases in Varanasi, Lucknow and Bangalore or Gujarat, Rajasthan, West Bengal and Assam, were perpetrated by terrorists aided, supported or funded by indigenous Muslim organisations. Following an outrage, the Home Minister has now said that the letter he wrote includes all minorities, but still that doesnt take away from the core issue. Also, if the Home Minister feels that the police is But then again, India is one of those countries where the laws are slanted in favour of criminals. The Supreme Court noted on April 12, 2012: We can only observe that our legal system has made life too easy for criminals and too difficult for law-abiding citizens. Incidentally, we have few laws against terrorism in the country. The onus lies on the investigating agencies to gather proof against the accused. The laws given to us by the British have rarely been updated by independent India. And so we are in a situation wherein the presumption is that for every crime, there will be a witness hiding at the crime scene and he will jump at the opportunity to come to court and depose against the criminals, without caring for his life or limb. Worse still, we have no witness protection mechanism nor any law against witnesses turning hostile, after confessing before a magistrate. Confessions made even before the highest police officer in the country have no value. Instead of improving the police force and helping State Governments train and sensitise it, the Government is working at cross-purposes. But politicians will be politicians, and they will even sup with the devil for votes. As the 2014 general election approaches, there will surely be more such cases of blatant appeasement of the minorities. For instance, some police officers have alleged that an Uttar Pradesh Minister asked them to go slow on rioters during the communal violence in Muzaffarnagar in September. The Minister has vehemently denied the accusation and blamed rivals for the mud-slinging. As George Orwell said, Political language is often designed to make lies sound truthful and murder respectable, and to give an appearance of solidity to pure wind. The Government of Uttar Pradesh takes the cake when it comes to vote-bank politics. It was even willing to withdraw cases against convicted terrorists. When this was challenged through a Public Interest Litigation, the Allahabad High Court stayed such releases. Having been in the Indian Police Service for nearly four decades, I can say from my experience that no police officer of any rank will ever willingly put his neck on the block to harass or prosecute anybody on the basis of religion. Let us not forget that the Sikh separatists were eradicated from Punjab, not only by the bullet-for-bullet policy that was openly and rightly followed by Mr Julio Ribeiro, an outstanding and bold IPS officer from Maharashtra, who was appointed Director-

HOUSE OF SAUD SPEAKS UP


Those who had assumed that Saudi Arabia will take its non-permanent seat at the United Nations Security Council, were downright flabbergasted last week after Riyadh took a rare moral stand and rejected its hardwon post (countries fall over one another to win this seat) to protest against the international watchdog's effete handling of the Syrian war. Rare is the day when a country like Saudi Arabia, hardly known for its adherence to the universal declaration of human rights or for its contribution to world peace, gets to take the moral high-ground on a global forum. Equally ironical is the fact that Riyadh's note of dissension was not just for the Security Council but aimed at the champion of Western values and its own long-time ally the United States. Adding to the astonishment is the manner in which the Gulf kingdom chose to express it objections. Loud and public display of anger is uncharacteristic of the monarchy which has a low-key style of diplomacy; its prefers to keep its head down at such gatherings and works quietly behind the scenes. So, what triggered this response that took almost every diplomat in New York by surprise? The answer lies in three major developments that have unravelled in the Saudi neighbourhood: First is the Syrian crisis, which, while continuing to get worse, has now taken a turn that hurts Riyadh's interests. The Alawite regime of President Bashar al-Assad, propped up by Shia Iran, is now in a stronger position than the Saudi-financed, Al Qaeda-infested rebel groups. A USled foreign military intervention may have changed the equation but the Obama Administration shelved that plan. Instead, it worked with Russia to engineer a facesaving peace deal, thereby, indirectly, strengthening Iran's position in the region. The second and more recent development that has rattled Riyadh is the manner in which Washington seems to have fallen for Tehran's charm offensive led by Iranian President Hassan Rouhani. His once-in-four-decades phone call with US President Barack Obama marked the resumption of Western negotiations with Iran on its controversial nuclear programme. The first round of talks, under the P5+1 format in Geneva, which ended on Wednesday with the six world powers accepting the framework proposed by Iran, has clearly irked Riyadh. Saudi Arabia's third bone of contention with the US is Washington's decision to temporarily halt military aid to Egypt. Though the US did not term the Egyptian Army's ouster of President Mohamed Morsi a coup in that case all aid flow would have to instantly stop it has used the opportunity to put the military in its place and remind General Abdel Fattah el-Sisi and his boys about who pays for their shiny toys. Here too Riyadh found itself on the other side of the fence. It had supported the Egyptian Army and, alongside Israel, lobbied for continued American aid to Egypt.

Dear Editor, It is indeed a shame that Malala Yousafzai did not win the Nobel Peace prize. She would otherwise have been the youngest to win the prestigious award. Malala demonstrates vision, courage, grace and a wisdom well beyond her years. She strove to get an education; she struggled through recovery after being shot where the inspirational stuff was the medics here who pulled her through. Those involved still wish to kill her - not only because shes female but because she has exposed them for what they are - embarrassed them. It is for people like her - thousands of kids in blighted parts of the world ruled by corrupt and despicable leaders, both political and religious - quasi religious, for who many brave troops have died or are maimed. Pakistan and Afghanistan are 4th world countries and the only way to bring them up is to educate all of the kids. I wish her all the best in her work and the change that she is helping bring about to improve girls education. In time she could very well evolve to become the Nelson Mandela of our times. Bury vote bank politics forever


Dear Editor, Narendra Modi has said that Congress has

only one mantra, only one medicine- that of vote bank for winning elections. What are the only mantra and only one medicine for the BJP & Co to win elections and befooling the general masses who are not that ignorant of their designs as the aspirant for the post of the Prime Minster thinks? His reported mantra is "it is nation first, India first". He had termed the Constitution as the only one religious scripture. These mantras, though plausible, are only for the public consumption when uttered by Modi. Where was his one nation theory when he and his cohorts indulged in mass massacre of one community in Gujarat where in about 3000 people were butchered and thousands rendered homeless under his very nose and under his directions? He had once asserted that he is a Nationalist Hindu and is in agreement with the policy of RSS and other saffron parties in making the country as a Hindu state where the minorities, more or less, would have no access to the fundamental rights. Is it provided in the Constitution of India whom Mr.Modi considers as the only one religious scripture? By advocating that the vote bank politics should be buried forever does he mean that now the voters should vote on the basis of religion, language, province, personality and affiliation of the candidate to any party (Read BJP)? It remains to be seen as to how the sensible, awakened and enlightened voters would react to the sugar coated bitter pills manufactured in Modi's pharmaceutical laboratory. It was the Punjab Police and the Sikh peasantry which stood by the Government as it sough to eliminate the terrorists. Writing silly letters, promising laptops and marriage grants, giving salaries to priests and doling out subsidies for religious pilgrimages are meant for show only. Such measures do not help any community in the long run. In a secular country, while all religions should be treated equally, obscurantism and interpretation of scriptures to suit terrorists are dangerous things. I am all for improving the lot of the minorities, but that should be done by giving them robust educational facilities and loans (which should be repayed!) for studies, or by helping them set up new business enterprises and promoting skill development. Also, the Government will do well to involve the Muslim community in its fight against terrorists from across the border or even of indigenous origin, as was done successfully in Punjab. There is no place in India for those who live off the country and still want to destroy it. The United Kingdom has recently stripped top terrorists of their British citizenship, without mincing any words or being apologetic. The Government of India should not be on the defensive when dealing with terrorists Muslims or others, from India or abroad.

2G trial: Dayalu Ammal to depose at home
CHENNAI: The deposition of Dayalu Ammal, wife of Dravida Munnetra Kazhagam (DMK) chief M. Karunanidhi, as a prosecution witness in the 2G spectrum case trial will be recorded by the Chief Metropolitan Magistrate (CMM) on October 28 at her residence. M. Gopal, CMM, was appointed commissioner by a special CBI Court in New Delhi last month to record the deposition.The order followed a direction from the Supreme Court, which on August 22, refused to exempt her from deposing as a witness in the case. However, it exempted her from personal appearance in the special court.

adhaar not approved by Parliament, says BJP


NEW DELHI, OCTOBER 22: The BJP on Tuesday said the Aadhaar card of the Unique Identification Authority of India (UIDAI) does not have Parliament's approval and rejected by one of the key committees of the House. The Authority of India Bill, 2010, which gives sanction to this particular card was rejected by the standing committee on Finance, said BJP vicepresident Smriti Irani. The programme violated the Constitutional right to privacy, she alleged. The inclusion of all residents in the Unique Identification number (UID) scheme would threaten the nation's security by giving illegal migrants rights of citizens, she said. Interestingly, the scheme received praise from surprise quarters with the BJDs Jay Panda describing it as the only thing that the UPA government is doing right. Mr. Panda admitted to being a great supporter of the scheme and championing it nationally as well as internationally. UIDAI Chairman Nandan Nilekani asserted that the authority would cross the target of generating 60 crore Aadhaar numbers before the deadline of 2014 in the next few months. Mr. Nilekani said 46 crore numbers had been issued so far. The key issue lies in meeting the expectations of an increasingly aspirational generation and to understand that aspiration is a non-linear commodity. It cannot be one way or the other; it has to be an integration of bazaar, samaj and sarkar to take India to the next level. Technology will play a key role in this, be it reaching healthcare to the villages or making PDS supplies available to people, Mr. Nilekani said after delivering a keynote address on India's journey to 2018 at an event organised by the Eisenhower Foundation. Responding to criticism of the scheme, he highlighted its importance of reaching entitlements to the people. The government believed in inclusion and a large number of Indians did not have a valid identification.

NEW DELHI, OCTOBER 22: Prime Minister Manmohan Singh, who has justified the allocation of a coal block to Aditya Birla Group company Hindalco, must be asked to explain through an affidavit the allocation of the remaining 140 coal blocks. An application was filed on Monday by advocate Manohar Lal Sharma in the light of the Prime Ministers Office issuing a statement justifying the allocation to Hindalco. Mr. Sharma, main petitioner in the coal scam case, said: For the first time since the scam came to light, the Prime Minister has explained about one allocation. But there have been more than 150 coal block allocations, and only he will be able to explain all of them. Until now, the Centre, in its reply, had not stated anything about the true role of then Coal Minister [Dr. Singh] in the allocation It had put the responsibility upon the screening committee, concealing the fact that the committee was nothing but an eyewash, and the allotments had in fact been done by the then Coal Minister himself, he said. CHENNAI: Indias ambitious space mission to explore Mars would be launched on November 5 from the spaceport of Sriharikota, Indian Space Research Organisation (ISRO) announced on Tuesday. The Mars Orbiter Mission (MOM), Mangalyan, would be launched onboard PSLV C25 on November 5 at 2.36 pm from the first launch pad of Satish Dhawan Space Centre at Sriharikota, an ISRO spokesperson said. The powerful XL version of the ISROs workhorse Polar Satellite Launch Vehicle (PSLV) would be used for the Rs. 450 crore mission. Primary objectives of the mission are to demonstrate Indias technological capability to send a satellite to orbit around Mars and conduct meaningful experiments such as looking for signs of life, take pictures of the red planet and study Martian environment. Launch campaign has already commenced in Sriharikota from where the 1,350-kg MOM spacecraft is slated to be launched by the PSLV. The satellite will carry compact science experiment instruments, totalling a mass of 15 kg. There will be five instruments to study Martian surface, atmosphere and mineralogy, ISRO said. After leaving the earths orbit, the spacecraft will cruise in deep space for about ten months using its own propulsion system and will reach Martian transfer trajectory in September 2014.

A bench of justices K.S. Radhakrishnan and A.K. Sikri passed the direction while disposing of a PIL that had sought constitution of a separate panel to regulate soft drinks to protect citizens from their deleterious effects. The Food Safety and Standards Authority of India will conduct periodic checks of the carbonated drinks, the bench said, adding the matter relates to the fundamental right to life guaranteed under Article 21 of the Constitution. The apex court had on December 13, 2012, reserved its order on a PIL filed in 2004 for setting up a committee to evaluate the alleged harmful effects of soft drinks on human health and to properly label the beverages, detailing their ingredients. The plea had alleged that the ingredients of carbonated drinks have serious deleterious effects on human health and no action has been taken to test and assess the risk posed by such beverages. ISLAMABAD, OCTOBER 22: The US has carried out unlawful killings in Pakistan through drone attacks, some of which could even amount to war crimes, a human rights group said on Tuesday. In its report, the Amnesty International (AI) also expressed concern that some officials and institutions in Pakistan and in other countries including Australia, Germany and the UK may be assisting the US to carry out drone strikes that constitute human rights violations. The report, Will I be next? US drone strikes in Pakistan, has said a number of civilians were killed in US drone strikes in Pakistan. The report said that according to NGO and Pakistan government sources, the US has launched some 330 to 374 drone strikes in Pakistan between 2004 and September 2013. Amnesty International is not in a position to endorse these figures, but according to these sources, between 400 and 900 civilians have been killed in these attacks and at least 600 people seriously injured, it said. The US has maintained that the drone strikes are targeted at specific terrorists. However, Pakistani government and rights groups have said there is a lot of collateral damage. Secrecy surrounding the drones program gives the US administration a license to kill beyond the reach of the courts or basic standards of international law. Its time for the USA to come clean about the drones program and hold those responsible for these violations to account, said Mustafa Qadri, AIs Pakistan Researcher.

AI said it reviewed all 45 known drone strikes that took place in N o r t h Waziristan in northwestern Pakistan between January 2012 and A u g u s t 2013. The region has seen more strikes than any other part of the country. A prominent group in the coalition, the Syrian National Council, has said that Geneva could not go ahead while Syrians continued to suffer under the regime of President Bashar al-Assad. Before the London talks, host British Foreign Secretary William Hague urged the various moderate factions to unite, saying it was the only way to end the conflict and prevent sectarianism from worsening. Syrians on all sides now need to make the effort and make the compromises necessary for a peace process to work, Mr. Hague told BBC radio. The longer this conflict goes on, the more sectarian it becomes, the more extremists are able to take hold. That is why we are making this renewed effort to get a Geneva peace process going, he added. Mr. Al-Jarba and Mr. Hague, along with the foreign ministers from the United States, France, Germany, Italy, Turkey, Egypt, Saudi Arabia, Qatar, Saudi Arabia, and the United Arab Emirates are attending the Friends of Syria meeting in London. Hundreds of boat migrants arrive on Italys shores


ROME, OCTOBER 22: Almost 350 boat migrants arrived on Italys southern shores on Tuesday, after authorities rescued them from distressed vessels in the Strait of Sicily during the last 24 hours. Some 250 would-be refugees, claiming to be from Syria and Egypt, landed in Syracuse, eastern Sicily, after being picked up on Monday afternoon by an Italian navy patrol around 185 kilometers from the coast. A woman who had just given birth to a girl was among the passengers. Once onshore, they were hospitalized along with another heavily pregnant woman who was on board. A second landing took place overnight in Portopalo di Capo Passero, a village on Sicilys south-eastern tip, where a vessel with 93 migrants ran aground near the beach. The local coast guard intervened and steered it to the local port. There were Iranians, Iraqi, Syrians and Afghans among the passengers, the Italian news agency ANSA said. A group of another 150 migrants from a third vessel was still out at sea, waiting to be transferred on to Italian vessels and escorted to mainland Sicily, ANSA said. Italy has been facing an almost daily flow of migrant boat arrivals in recent weeks. Earlier this month, 366 people drowned in a shipwreck off Lampedusa, a tiny island where thousands of undocumented immigrants arrive each year. The tragedy - which was followed by another accident in the open sea south of Lampedusa and Malta, in which at least 38 died - triggered calls for more European Union action to prevent more migrant deaths. MALE, OCTOBER 22: Maldives officials rescheduled the countrys presidential election for Nov. 9 after police prevented the scheduled vote this past weekend due to a conflict with a Supreme Court ruling. While the new schedule may break through a political stalemate and reassure this troubled young democracy, it may not produce a new president before the incumbents term ends, creating a constitutional vacuum. If no candidate wins 50 per cent of the Nov. 9 vote, a runoff would be held on Nov. 16, according to the schedule Vice Elections Commissioner Ahmed Fayaz announced to reporters on Monday. The constitution requires a president to be elected by Nov. 11, when sitting President Mohamed Waheed Hassans term ends. The Supreme Court had annulled results of a Sept. 7 election, finding that the voters registry had phony names and those of dead people. The revote had been set for Saturday, but police stopped it because the Elections Commission failed to obtain approval for the voting registry from all the candidates as required by the high court. Former President Mohamed Nasheed, who led the annulled election with more than 45 percent of the vote, has accused Hassan of scheming to delay the election until his term ends and continue to hold power. NEW DELHI, OCTOBER 22: The government is mulling banning onion exports to contain prices, which have risen back to the Rs. 80-90/kg level in the national capital owing to supply crunch. Not only in Delhi, consumers in other parts of the country are affected by rise in onion prices. In major cities, onion is being sold at Rs 60-80 per kg in retail markets. The domestic availability of onion has been affected on account of damage to kharif crop because of unseasonal rains in key producing states including Maharashtra. Onion prices have gone up sharply. We are considering banning exports as there is not much scope to raise minimum export price (MEP), a senior government official said. Although exports have shown a decline after recent hike in the MEP, prices remain high as supply crunch has intensified with some damage to kharif crop due to unseasonal rains in fell by 28 per cent to 7,16,246 tonnes in the first six months of the current fiscal. The government was expecting prices to fall sharply this month onwards on huge arrival of kharif crop but untimely rains have affected the crop and delayed the harvesting. Chidambaram on Tuesday ruled out the possibility of lifting a ban on import of gold coins and medallions and asked banks to strictly follow guidelines restricting inward shipments of the metal. Import of gold coins and gold medallions is prohibited. Nobody can import gold coins and medallions, he said, referring to a suggestion that the government should allow import of coins for shagun (auspicious gift) purposes. He said traders can buy gold from the domestic market and make coins, but the government will not relax the curbs that were imposed to contain the current account deficit (CAD). NAGPUR: The Central Board of Secondary Education (CBSE) is embarking on one of its most important annual exercises collection of evidence of assessments (EA). To ensure fairness in internal markings, the CBSE rechecks the materials assessed by schools through a process called EA. This is done specifically regarding Std IX and X as they come under the Continuous a n d Comprehensive Evaluation (CCE) Scheme of CBSE. From this academic session onwards however the board will collect EA only of formative assessments. Under CCE, the assessment of students is done in two ways - formative (through practicals, projects etc) and summative (theory paper). In formative assessment, the EA is being collected in Hindi, English, mathematics, science and social science. The central board's director Sadhana Parashar wrote to schools saying "Effective assessment of students is the key to the success of any education system. With the introduction of series of education reforms the CBSE is deeply committed to ensure fair and effective assessment of its students which is also feasible, practical and stress-free leading to their wholesome personality development". Under the EA schools are randomly selected by the regional office, which in case of Nagpur happens to Chennai regional office. These selected schools then have to send in 15 answer

sheets and evaluation details for the main five subjects. These 15 answer sheets are further broken up according to the grades - five which got the highest grade, five from the middle grade level and five from the lowest grade. All these answer sheets put together are called EAs. The EAs and the marks awarded are verified by the subject evaluators appointed and empanelled by the CBSE at the regional level. Details of the selected schools will soon be put up on the CBSE's website. Parashar wrote "the objective is to assess the practices of school based assessment. The subject evaluators would submit their report on these EAs vis-a-vis award of marks. Their report will help in verifying the school-based assessments as well as provide feedback to the board about implementation of CCE scheme at grass roots level. The CBSE will also inform schools on how the assessment can be made more effective". For formative assessments schools are required to send details about all the tasks in the subject as directed by regional office which should include the break up of marks as well as parameters of assessment. If the EAs is such that it cannot be sent such as seminars, group discussion, models and charts a brief write up be prepared by the teacher on the assignment and sent along with marks awarded. Schools have been asked to send EAs to the regional offices by November 15.

JAMMU, OCT 22: The Jammu Kashmir Unity Foundation today organized a seminar on the topic Invasion or Tribal Raid1947 to observe Black Day on October 22, (The Day Pakistan Attacked the Jammu and Kashmir State in 1947). A number of prominent speakers including Balwant Singh Mankotia, president JK National Panthers Party and MLA, Hukum Chand Sharma, Secretary Jammu and Kashmir Pradesh Congress Committee, Sohail Kazmi, Secretary General, Press Club of Jammu, Anwar Choudhary, prominent Gujjar leader , Rajiv Chuni, President SOS, an organization of POK Refugees, Ajaat Jamwal, convenor, Jammu and Kashmir Unity Foundation and Dr. Ajay Chrungoo, Chairman Panun Kashmir spoke on the occasion. All the speakers were unanimous in the view that 22 October 1947, the day Pakistan invaded Jammu and Kashmir alongwith the tribesmen, was one of the Blackest Day in the history of Jammu and Kashmir. All of them emphasizes the need of remembering this day as the Day when Jammu and Kashmir was pushed into state of instability and perpetual war after a period of peace which was prevalent in the state at that time. Pradesh Congress Committee Secretary Hukum Chand Sharma speaking on the occasion said that Pakistan lost the war against Jammu and Kashmir because it did not want the Muslim majority state of Jammu and Kashmir to become part of India while the people of Jammu and Kashmir wanted accession with a secular India. Pakistan was also worried about the secular credentials of the people of Jammu and Kashmir as a whole and wanted to disrupt the secular harmony so that the two nation theory becomes successful. Jammu and Kashmir is the crown of India and a mosaic of plural identities living in a spirit of peace and brotherhood. 22 October is a call to all peace loving citizens to rise and defeat the communal game of Pakistan. National Panthers Party president and MLA Balwant Singh Mankotia said that 22 Oct 1947 is the day of invasion of Jammu and Kashmir. To call it tribal raid is a misnomer. Tribals were used by Pakistani Army as the frontal hordes to hide the nature of regular invasion of Jammu and Kashmir state. The day is the Blackest Day because this invasion broke up the state and rendered thousands and lakhs of Hindus and Sikhs as refugees in their own state. Thousands were killed and abducted during the invasion. We have to remember all those who perished during the invasion. We have also to remember that Pakistan broke up the state and captured almost half of it. The people in the Occupied Jammu and Kashmir are denied all rights of freedom and during these years we have only seen a sham democracy on that side and also the colonization by the Pakistani citizens. This day reminds us of the challenges to the peace, harGujjars perished while fighting terrorism in the state. This is a day which we should observe as our commitment to peace and harmony and rejection of politics of communalism and separatism. Dr. Ajay Chrungoo, Chairman Panun Kashmir in his address said, On 22 Oct 1947, State of Pakistan declared its first war against India in Jammu and Kashmir. This was an invasion not a tribal raid. Pakistani Army conducted this invasion only using tribesmen from North West Frontier Province to disguise it as a revolt of the people against Maharaja. Tribesmen were mobilized to wage a jehad in Jammu and Kashmir and were given the specific task of religious cleansing. The Pak Occupied Kashmir was cleansed of its Hindu and Sikh population. Thousands of Hindus and Sikhs were killed and thousands women were abducted and converted or sold off. 22 Oct 1947 was also the beginning of asymmetric war against India. This asymmetric war is continuing till now and devising a befitting response to put an end to this war is a challenge before India and particularly the people of Jammu and Kashmir state. Mr. Sohail Kazmi, Secretary General, Press Club of Jammu congratulated Jammu Kashmir Unity Foundation for taking an initiative which is the need of the hour in these trying circumstances in the state. He said that by organizing the seminar on the topic of Invasion or Tribal Raid on Oct 22, the Pakistan launched an attack against Jammu and Kashmir State in 1947, the JKUF has given a platform to talk on the atrocities by the tribals and the Pakistan army on each and every community of the state. He said that political parties and bureaucracy should have taken up the initiative of revisiting history and bridging the gap between different communities and regions in the state, a task JKUF has taken in hand. He said that different voices for initiating dialogue with Pakistan have been raised from different platform, but the people of the state worst affected by the violence has been ignored and the gap between the three regions was increasing day by day.
