Results of Goodhue County survey on smoking announced
Is that still legal? Some people are surprised to learn that daycare providers can smoke inside when children arent present, and foster parents can smoke indoors even if the kids are home. People support policies to protect youth from tobacco, according to a recent survey of Goodhue County residents. Smoke-free rules for daycares and foster care received the strongest support, while smoke-free apartment buildings and changes to local tobacco retailer ordinances were also supported. Four Corners Partnership, which consists of public health agencies in Dodge, Goodhue, Rice, and Steele counties, funded the survey with ClearWay Minnesota grant funds. Zenith Research Group conducted the random telephone surveys of 1,010 people from July through August in 27 communities in the four counties. In Goodhue County, 89 percent support smoke-free daycare. As stated previously, the current law does not require family home day cares to be smoke-free at all times, only when the children are present. The toxins from cigarette smoke that stick to clothes, carpets, baby blankets, furniture, toys and other surfaces can cause health problems for children. Similarly, 72 percent of Goodhue County residents surveyed agree with smoke-free foster care such as the policy Steele County enacted January 1, 2013 for foster parents. The policy bans smoking in homes and cars while foster children are present. Foster parents dont have to quit but can smoke outdoors. The survey showed 49 percent of Goodhue County residents would support a housing policy

New open water duck hunt; safety is a successful hunt


that required rental units to be 100 percent smoke-free. In addition, 63 percent would be willing to pay more to live in a smoke-free building if they were renting. Goodhue County currently has a grant from the Minnesota Department of Health focused on educating landlords and creating smoke-free housing. Finally, the survey included many questions about local tobacco retailer ordinances. The survey asked residents to give their support, on a scale of 1 to 7 (7=strongly support) for updates to protect youth. The top three policies were age requirement on selling tobacco products, educational warning signs at the point of sale in retail locations, and prohibiting stores located near schools from selling tobacco. For each potential update, Red Wing survey respondents supported changes more strongly than residents from other Goodhue County cities (see chart). Another policy closely following the top three and receiving an average 4.4 on a scale of 1 to 7 was to require electronic cigarettes to be behind the counter. Recently, policies have been adopted in Mankato, Duluth, Faribault, and more than a dozen metro area cities to require e-cigs to be behind the counter. E-cigs have increased in popularity since June, when our survey questions were written, said Gina Johnson, Goodhue County coordinator for the Four Corners Partnership. We only included one question about e-cigarettes keeping them behind the counter and people support that. This survey follows prior work by the Four Corners Partnership to count tobacco ads and ask retailers to voluntarily reduce ads and/or display tobacco cessation information. In Goodhue County, 784 ads were counted at 31 stores. Four retailers signed a pledge to display brochures with tobacco quit line numbers. Citizens who are interested in updating county policies and ordinances to protect youth can volunteer to help by contacting Gina Johnson at Goodhue County Health and Human Services at 651-3856149. The Four Corners Partnership educates the public and elected officials in Dodge, Goodhue, Rice and Steele counties about the harm tobacco causes. New rules for the 2013 waterfowl season now allow hunters to hunt on open water for migratory waterfowl on a few selected bodies of water including portions of the Mississippi River, Lake Pepin, Lake of the Woods, Mille Lacs Lake and Lake Superior. Open water hunting is new to many hunters around the state, so the Minnesota Department of Natural Resources (DNR) has a warning about the potential dangers of hunting in open water late in the season. We are excited to offer this new waterfowling opportunity, but want duck hunters to keep safety in mind before they head out on the water, said Tom Landwehr, DNR commissioner. Many open water hunters use layout boats. A layout boat is a one or two person boat with a very shallow draft and extremely low sides which allow the hunter to set-up near a spread of decoys just slightly above the waters surface. The shallow draft and low sides make this type of craft extremely vulnerable to wave action or wakes from other boats and could cause it to swamp or capsize. The low profile of a layout boat makes it hard for other boaters to see waterfowl hunters, especially in low light or wavy conditions. Layout boats should be accompanied by a much larger tender boat that is used to put out decoys, set the layout boat, retrieve downed birds and is used to transport the hunter to and from the anchored layout boat. The tender boat can come to the rescue should something go wrong. Open water hunting is typically conducted late in the waterfowl season when diving ducks are migrating. The later the hunt, the colder the water, said Kara Owens, DNR boat and water safety specialist. Hunters need to know if they fall overboard the possibility of cold water immersion and hypothermia greatly increases. The DNR offers tips for safe and responsible hunting including: Be prepared. Proper foul weather gear is a must. Keeping dry is important. Wear a life jacket. State law requires an accessible and wearable U.S. Coast Guard-approved life jacket for each person on board all boats, including layout and duck boats. Do not overload boat with gear and avoid a sudden shift in weight. Leave the dog on the tender boat or at home. Keep an eye on the sky. Do not hunt during rough weather and stormy conditions. Most duck boats dont make good tender boats. Use a boat designed for deep water that can handle waves. In case of capsizing or swamping, stay with the boat, even when filled with water; the boat will still float and is more likely to be seen by potential rescuers. Always tell someone the hunt location and time of return and hunt with a companion or group. Carry a cellphone or VHF radio for emergency communication. Strong walleye population continues in Leech Lake


The results of recent fall test netting on Leech Lake conducted by the Minnesota Department of Natural Resources (DNR) show the walleye population remains strong and anglers who visit Leech Lake should continue to expect quality fishing. Lake-wide, walleye counts in DNR test nets averaged 8.9 walleye per net lift, which was similar to results from the past 5 years and was above the long-term average of 7.7 walleye per net lift. September gill nets showed above-average numbers of all sizes of walleye, said Doug Schultz, DNR area fisheries supervisor in Walker. Fishing reports have been excellent all season, and this survey confirms that good walleye fishing is expected to continue through the winter and into next year. Schultz added that the strong 2010 year class reached harvestable sizes this summer, which had a lot to do with angling success. Additionally, 36 percent of walleye sampled were within the current slot limit and have provided anglers the opportunity to catch larger fish. The DNR is considering relaxing the current 18- to 26-inch protected slot limit on Leech Lake to a 20- to 26-inch protected slot limit. If the proposal is carried forward, the relaxed slot limit would be effective for the 2014 fishing opener. The proposed change in the slot limit would allow anglers the opportunity to add 18 and 19-inch walleye to their bag, said Schultz. These fish comprise about one-third of walleye currently protected with the existing 18- to 26-inch slot limit. Schultz noted this regulation review and potential relaxation of the slot limit was programmed into the current management plan. The management plan detailed that if walleye population objectives were met or exceeded and all metrics indicated the walleye population could sustain increased harvest opportunity, the DNR would consider relaxing the slot limit. Results of this years survey indicate the timing of this review is appropriate. Other game fish species targeted with test nets include yellow perch and northern pike. Yellow perch abundance declined for the sixth consecutive year, while northern pike abundance continues to remain stable. The primary species of nongame fish assessed with the test nets is cisco. Fall test netting indicated cisco continue to be present at moderate levels of abundance.

Dental health tips for Halloween

Halloween marks the starting point of this annual season of sweets. The next few months will likely include an increase in the consumption of sweets and other treats, and therefore, more dental cavities. However, Halloween should not be a time of worry for parents. Use Halloween as an opportunity to teach kids good dental health habits, including consumption of sweets in moderation. Here are some reminders and helpful hints to ensure that you and your kids have a healthy and fun Halloween: Give out healthier treats. Avoid giving trick-or-treaters candies that are sour (high in acidity, which erodes tooth enamel), sticky or chewy (leaves sugars directly on the teeth for prolonged periods) or hard (choking hazard for young kids and can cause tooth damage). There are many options for healthy snacks including things like cereal bars, pretzels or granola bars. Even a plain chocolate bar is a better option than sour, sticky or hard candies. Perform the safety check. Take a look when your child returns from trick-or-treating to ensure there are no dangerous items in their collection. Include your child in this process to explain the decisions you make and allow them to learn good habits. Sort it out. Encourage your child to eat the healthier treats and avoid hard, sour or chewy candies like jawbreakers or caramels. These candies have high acidity and/or stick to the teeth longer, which can cause more damage. Limit availability. Candy should be enjoyed, but moderation is important. Have your child choose 15 or so of their favorites and remove the rest. Donate or store away extra candy. Consider donating candy or keep it stored away. Brush teeth after consuming. Set a specific time of day for candy consumption and then have your child follow up by brushing his or her teeth. This is much healthier than allowing your childs teeth to be continuously exposed to sugary or acidic treats throughout the day. Though this Halloween is a great opportunity to start employing these practices, dont stop there! Continue to follow these recommendations throughout the year so your children can develop good dental hygiene habits while still enjoying their treats in moderation. With all that in mind, dont forget to brush, floss and routinely visit your dentist for check-ups. Remember, good oral health is a major contributor to overall health, so developing good dental hygiene habits will help ensure a long and healthy life for both you and your children.

Hunters harvest 12 deer during Camp Ripley and preserve youth hunts
Windy and wet weather made it challenging for archery hunters participating in youth deer hunts Oct. 12-13 at the Camp Ripley Military Reservation, and the Nature Conservancys Lake Alexander Preserve, according to Beau Liddell, Minnesota Department of Natural Resources (DNR) area wildlife manager at Little Falls. A total of 175 permits were issued for the 12th annual Camp Ripley youth hunt, with 137 hunters participating; and 20 permits were issued for Lake Alexander Nature Conservancy youth hunt, with 13 hunters participating. Youth hunters harvested 10 deer at Camp Ripley while youth at the nearby 10th annual Nature Conservancy preserve hunt took two deer, for an 8 percent success rate. Hunter success of 8 to 10 percent is typical for two-day archery hunts at these two locations. Many of the 12 deer taken during the hunts were the first for the participants. Samson Sjogren of Sauk Center took the first deer at Camp Ripley, a 92-pound yearling buck on Saturday morning. Aiden Ginter of Glenwood took the largest deer at Camp Ripley, a 131-pound adult doe. Anthony Lenz of Elk River took the first deer at the Lake Alexander Preserve, a 57-pound fawn buck. Josh Novicky of St. Michael took the largest deer from the preserve, a 100-pound adult doe. While the weather conditions werent ideal, there are a lot of deer at these locations that helped the hunters achieve a typical harvest for this years events, Liddell said. Many hunters said they really enjoyed the experience. Antlerless deer dominated the harvest with fawns and does comprising two-thirds of the deer taken. All youth hunters were paired with nonhunting adult mentors. To get acclimated, participants had an orientation and scouting day on Friday, Oct. 11, ahead of the hunt. The Minnesota State Archery Association and Minnesota Deer Hunters Association were the primary hunt sponsors. The DNR, Department of Military Affairs and the Nature Conservancy provided significant logistical and planning support for the two hunts. The hunt sponsors deserve a lot of credit for the high quality experience provided to youth participants, Liddell said. Without their involvement and hard work, these events would not be possible. The Camp Ripley youth hunt was the first of its kind in Minnesota and laid the groundwork for similar youth hunts being offered elsewhere in the state.

DNR designates Lake 14 as the 48th wildlife management lake


Lake 14 in Big Stone County has officially been designated as Minnesotas 48th wildlife management lake by Department of Natural Resources (DNR) Commissioner Tom Landwehr. The lake is a 48-acre shallow basin on the Klages Wildlife Management Area, 9.5 miles east of Ortonville. The basin has a history of high waterfowl use and numerous outdoor recreational opportunities. The formal designation follows months of planning and public input. It provides the DNR with special authority to manage the lake for waterfowl, wildlife and clean water through the use of periodic, temporary water level drawdowns in addition to other strategies. A drawdown can improve waterfowl, wildlife and water quality conditions by stimulating critical aquatic plant growth and promoting a rough fish die-off. This is great news, said Curt Vacek, DNR area wildlife manager. The designation status is our assurance we can continue plans to restore the clear water, diverse vegetation and waterfowl use Lake 14 was once known for. I look forward to working with our partners and neighbors to ensure that happens. DNR partnered with Ducks Unlimited to survey and design the project, while determining the best solution to address the water and habitat quality problems in the basin. Ducks Unlimited will hire and manage the construction of a new water control structure through a grant from the Outdoor Heritage Fund, created after voters approved the Clean Water, Land and Legacy Amendment in November 2008. This project supports the efforts of the DNR long-range duck recovery plan and the shallow lakes
