Reference is made to our letter dated December 30,
1980, relative to Paul L. E. Helliwell (FOIPA No. 72,181).
The attached three pages pertaining to Mr. Helliwell
are being released as a result of our consultation with
the Department of the Army. An excision was made within
this material in order to protect information exempted from
disclosure by the following subsections of Title 5, United
States Code , Section 552 (see Form 4-694a , enclosed, for
an explanation of these exemptions) : (b) (2) and (b) (7) (D) .
Please note that five pages remain pending with
the Central Intelligence Agency (CIA) . Upon completion
of CIA' s review of these pages and return of same to us,
you will be advised of their availability.

1981, relative to Paul L. E. Helliwell (FOIPA Number 72,181).
Enclosed are five pages available for release
as a result of our consultation with the Central Intelligence
Agency . Excisions were made within this material in order
to protect information exempted from disclosure by the follow-
ing subsections of Title 5, United States Code, Section
552 (see Form 4- 694a, enclosed , for an explanation of these
exemptions) : (b) (1) , (b) (3) , (b) (6) and (b) (7) (D). Exemption
(b) (3) applies to the statutory obligations of the Director
of the Central Intelligence Agency (CIA) to protect from
disclosure intelligence sources and methods, as well as
the organization, functions , names, official titles, salaries
or number of personnel employed by the agency, in accordance
with the National Security Act of 1947 and the CIA Act of
1949, respectively.
Also enclosed is page two of document 118-5695-1
which reveals that paragraph one is being withheld in its
entirety pursuant to exemptions (b) (1) and (b) (3) as applied
by the CIA.
This concludes the processing of your FOIPA request.

EXPLANATION OF EXEMPTIONS
SUBSECTIONS OF TITLE 5, UNITED STATES CODE, SECTION 552
information which is currently and properly classified pursuant to Executive
Order 12065 in the interest of the national defense or foreign policy,
for example, information involving intelligence sources or methods
materials related solely to the internal rules and practices of the FBI
information specifically exempted from disclosure by statute (see continuation
page)
privileged or confidential information obtained from a person, usually
involving commercial or financial matters
inter-agency or intra-agency documents which are not available through
discovery proceedings during litigation; documents, the disclosure of
which would have an inhibitive effect upon the development of policy and
administrative direction; or documents which represent the work product
of an attorney-client relationship
materials contained in sensitive records such as personnel or medical
files, the disclosure of which would constitute a clearly unwarranted
invasion of personal privacy
investigatory records compiled for law enforcement purposes, the disclosure
of which would: (A) interfere with law enforcement proceedings, including
pending investigations; (B) deprive a person of the right to a fair trial
or an impartial adjudication, or give one party of a controversy an undue
advantage by exclusive access to such information; (C) constitute an un-
warranted invasion of the personal privacy of another person; (D) reveal
the identity of a confidential source or reveal confidential information
furnished only by the confidential source; (E) disclose investigative
techniques and procedures, thereby impairing their future effectiveness;
and (F) endanger the life or physical safety of law enforcement personnel
information collected by Government regulatory agcncicG from financial
institutions
geological and geophysical information, including maps, produced by private
companies and filed by them with Government agencies.
SUBSECTIONS OF TITLE 5, UNITED STATES CODE. SECTION 552a

material reporting investigative efforts pertaining to the enforcement
of criminal law including efforts to prevent, control, or reduce crime
or apprehend criminals, except records of arrest

criminal, which would reveal the identity of an individual who has furnished

authority of Title 18, United States Code, Section 3056
required by statute to be maintained and used solely as statistical records
investigatory material compiled solely for the purpose of determining
suitability eligibility, or qualifications for Federal civilian employment
or for access to classified information, the disclosure of which would
reveal the identity of the person who furnished information pursuant to
a promise that his identity would be held in confidence
testing or examination material used to determine individual qualifications
for appointment or promotion in Federal Government service the release
of which would compromise the testing or examination process
material used to determine potential for promotion in the armed services,
the disclosure of which would reveal the identity of the person who furnished
the material pursuant to a promise that his identity would be held in
