Zacarias Moussaouim, Male 33, who has been held in federal custody since August for various immigration violations, and who is alleged to have connections with the terrorists who flew hijacked commercial airliners into the World Trade Center on September 11 *, is scheduled to appear in Manhattan Federal Court today to answer a 31 page indictment handed down. It is alleged Moussaouim trained at a clandestine Bin-Laden sponsored terrorist camp in Afghanistan during 1998. December 11th marked the three-month anniversary of the terrorist attack on the World Trade Center. To commemorate the event, a ceremony attended by yourself and Governor Pataki was held shortly after 8:46am, which marked the time of the first strike. Noted trumpeter Joe Morant played the National Anthem as both rescue workers and construction workers at the site marked the event with a silent tribute. The sacrifices of NYPD personnel were also remembered by the crew of the space shuttle Endeavor who carried the twenty-three shields of those fallen, several thousand small United States flags, and the United States flag recovered from "Ground Zero" into space and their rendezvous with the international space station. The Department continually evaluates manpower requirements needed to provide security in the vicinity of "Ground Zero." As a result of the latest assessment, the uniformed detail assigned to the area was reduced to 125 Members of the Department on each of the two twelve hour tours that are performed daily.
